According to the leaflet the numbers are divided as follows:

Code allocation
Tariff numbers between 8200.00 and 9999.99 are assigned by the UIC. Requests should be addressed to tariffs at uic.org and include at least:
Date of introduction (or abolition) of a tariff,
Railway undertakings involved
Self managed series
Railway undertakings may manage number series xxxx.00 to xxxx.99 for their specific multilateral tariffs.
We do not allocate Tariffs numbers for tariffs between two RUs. It is up to each RU with the partner RU to guarantee the uniqueness of the tariff number.
