Rail Innovation, Standards, and Talent Development at the heart of the 12th NARA Assembly

On 18 May 2026, a pivotal meeting hosted by ENSCO at the Transportation Technology Center (TTC) in Colorado brought together the region's leaders for the 12th North America Region Assembly (NARA), marking a significant milestone in regional collaboration. The assembly also coincided with the TTC Battery Summit, in cooperation with U.S. Department of Transportation (DOT), highlighting the critical intersection between electrification advancements, safety standards, and rail innovation.

During the assembly, the attendees unanimously endorsed the nomination of Ian Choudri, CEO of California HSR, as the new chair of the region. In his vision for the role, Choudri outlined a clear strategy focusing on aligning North American projects with UIC standards, as well as his hope to re-engage members in Mexico to create a unified regulatory environment that bridges European standards and US and Canadian regulations so that catch point technical challenges can be addressed. UIC Coordinator for the region, Lucie Anderton, then thanked Choudri for the exceptionally smooth transition when he became Acting Chair in December 2025, and announced the open call for candidates for a new Vice Chair for NARA.

Yuji Fukasawa, Chair of UIC and Chair of JR East, sent a message expressing his support despite his inability to attend in person. He first extended his warmest congratulations to the new Chair of the North American Assembly, adding that Choudri would have his full support as they sought endorsement from the General Assembly in July. He thanked him for taking on the responsibility and for representing the region within their global community, and said that he looked forward to working with him in the years ahead as he led this vital group.

He further emphasised the unique role of the region, noting, “The North American region has a distinctive profile and sets a benchmark for operational efficiency, technological innovation, and safety standards. Its scale and ambition make it a crucial environment for testing innovation and scaling international best practices. North America is therefore not only a participant, but a key driver of the industry's evolution”. Fukasawa concluded by expressing his commitment to aligning regional initiatives, to ensure that the specific strengths of the North American region were fully leveraged, as well as to achieve UIC's broader goals.

A central theme of the assembly was the discussion on international standards, which was established as the primary technical focus for the region. In relation to this, UIC Rail Systems Director, Adriano Scapati, presented a 1-year action plan, continuing on from the decision made at the 11th NARA last year. Participants emphasised the necessity of mapping and understanding the standards landscape in the region in relation to UIC International Railway Solutions (IRS) to facilitate project deployment.
The discussion highlighted a new initiative led by the International Rail Research Board to create Regional Competency Hubs. These hubs aim to bridge the gap between academic research and real-world railway operations, with a specific emphasis on integrating AI technologies and upskilling the workforce for the next decade.

The debate on talent and skills was a major highlight of the gathering, with debates regarding the critical importance of developing a specialised workforce capable of meeting the demands of next-generation rail technology taking central stage. Consensus was reached that this topic requires ongoing, dedicated discussion to ensure that the region possesses the necessary human capital to execute its ambitious plans.

The agenda also featured a comprehensive knowledge sharing session. Updates from the Federal Railroad Administration (FRA) on recent research were presented, alongside critical lessons learned from Via Rail in Canada regarding new rolling stock performance in cold weather conditions. California HSR provided progress reports on their ongoing projects, while the Association of American Railroads (AAR) highlighted the work and facilities at the MXV research test centre.

The meeting closed with a strong commitment to international collaboration being voiced. As the industry looks toward NARA under the new leadership of Choudri, coordinated efforts between government bodies, researchers, and the private sector are essential to overcoming current challenges.

The gathering also confirmed a busy schedule for the coming years, with the next meeting set to take place in Chicago on 4 October. Subsequent meetings will be held at the APTA Transform Conference next spring in California, and in Canada in the autumn.

Following the formal proceedings, the attendees took part a technical visit to the TTC facility. This tour provided a firsthand look at the centre's advanced training, testing capabilities, and infrastructure, reinforcing its role as a key hub for innovation in the rail sector.

UIC North America Regional Assembly gathers in Montreal to advance rail Innovation and talent development

Montreal, 13 September 2025 – Rail leaders from across North America convened in Montreal this week for the 11th North America Regional Assembly (NARA) of the UIC, hosted at Montréal Central Station. The two-day hybrid event brought together senior executives and technical experts to discuss the future of rail in the region, with a strong focus on innovation, standardisation and workforce development.

The Assembly was opened by newly elected NARA Chair, Mario Péloquin, who emphasised the importance of international collaboration in addressing the challenges and opportunities facing the rail sector. “No matter the topic, it all comes back to one thing: people and talent,” he said.

A key highlight of the meeting was the unanimous election of Ian Choudri, CEO of the California High-Speed Rail Authority, as the new Vice-Chair of NARA. Choudri pledged to strengthen ties between UIC and North American high-speed rail projects, particularly with regard to aligning standards and accelerating innovation.

UIC Director General François Davenne presented the organisation's 2026–2028 Draft Work Programme, which prioritises global standardisation, carbon finance advocacy and the development of new technologies, such as 5G-based rail communications and integrated ticketing systems. “We want to facilitate, foster and inspire innovation across all regions,” Davenne said.

The Assembly also welcomed ALTO, Canada's new high-speed rail development agency, as a member. CEO Martin Imbleau outlined ALTO's ambitious plan to build a 1,000-kilometre high-speed corridor between Toronto and Quebec City, calling it “a once-in-a-generation opportunity to transform Canadian mobility.”

A dedicated knowledge-sharing roundtable held on 12 September was focused on attracting and developing rail talent and led by UIC HR Deputy Director, Meryem Belhaj-Clot and Talent Platform Chair, Miguel Viana (IP, Portugal). They presented the UIC Talent Platform's initiatives, including the international mentoring programme and talent website, and highlighted the importance of cross-company mentoring and diversity in STEM.

Presentations from Amtrak, VIA Rail, FRA, California High-Speed Rail and others showcased innovative approaches to recruitment, training and leadership development. Michele Malski, founder of SPRING, highlighted the need to modernise recruitment language and promote rail careers to younger generations.

The Assembly also advanced discussions on safety, launching a regional task force to explore data sharing and safety culture. UIC encouraged North American members to engage in its global standardisation and research platforms, particularly as new high-speed and electrified rail systems emerge across the continent.

Participants also had the opportunity to experience innovation in action through a series of technical visits. A live drone demonstration organised by Transport Canada's Innovation Centre showcased the use of unmanned aerial vehicles for bridge inspections – demonstrating the potential of new technologies to improve safety and efficiency in rail infrastructure maintenance. The Group visited the École de technologie supérieure (ÉTS Montréal), where students and researchers presented cutting-edge rail research and technology, highlighting the next generation of rail talent and innovation. It was agreed that there is a lot of potential for closer links between the rail sector and the world of academia.

The day concluded with an exclusive behind-the-scenes visit to Montreal's Réseau express métropolitain (REM), one of the largest automated light rail systems in the world. Hosted by CDPQ Infra, the tour included a presentation on the REM's development, construction challenges and operational model, followed by a ride on the newly opened South Shore segment. Participants explored the system's control centre and learned about its fully automated, driverless technology and its integration within Montreal's broader transit network.

With a renewed focus on collaboration, innovation and talent, the 11th NARA meeting marked a significant step forward in shaping the future of rail in North America.

Authority CEO presents California's high-speed rail project to international audience

Authority CEO Ian Choudri thanked the UIC North American Regional Assembly (NARA) for electing him to serve as the new Vice Chair of NARA and as a representative on the UIC Executive Board for a period of two years. His tenure starts now. Ian will serve alongside Mario Peloquin, CEO of the Canadian passenger rail operator, VIA Rail, representing the North American Region on the UIC Executive Board and at the General Assembly.

“I thank UIC and NARA for this opportunity to represent California's high-speed rail project on the international stage and help usher in a new era of transportation here in North America,” said CEO Choudri. He added: “California is leading the way by delivering the first true high-speed rail project in North American, and I look forward to working with UIC and NARA to continue this progress.”

High-speed rail progress

Work is continuing daily on the high-speed rail project, with 171 miles currently under design and construction from Merced to Bakersfield. Nearly 70 miles of guideway are complete, along with 58 fully completed structures, and an additional 29 more structures are underway across Madera, Fresno, Kings and Tulare counties.

The project continues to advance statewide, with 463 miles of the 494-mile San Francisco to Los Angeles/Anaheim system fully environmentally cleared and construction ready.

Since construction began, the project has created more than 15,800 well-paid jobs, most filled by Central Valley residents. Up to 1,700 workers report to high-speed rail construction sites each day.

The UIC North America Region welcomes new chair

Congratulations to Mario Péloquin, MBA, ICD.D, President and CEO of VIA Rail Canada for being elected as Chair of the UIC North America Regional Assembly (NARA). Over the next two years, NARA will benefit from his expansive rail knowledge and strategic vision.

Péloquin thanked the group, saying “Rail plays a critical role in shaping sustainable mobility across North America, and NARA is a key platform for advancing collaboration and innovation in our industry. UIC's support for NARA is invaluable and, together, we are all working to make our industry the best it can be. I am honoured to be considered for this leadership position and look forward to working with my colleagues to build on the great progress made under Barbara Klein Barr's tenure.”

UIC would like to thank the outgoing NARA chair Barbara Klein Barr from the Federal Railroad Administration (FRA) for her guidance over the last four years. We look forward to continuing to work with her. Throughout the pandemic and post-pandemic recovery, her steady and enthusiastic leadership was essential for maintaining the group's momentum and growing its membership.

Then, during the NARA meeting, which was hosted by the American Public Transportation Association (APTA) at its rail conference in San Francisco, California, the members discussed work on standards mapping and the new North America Safety and Ops Taskforce. Moreover, UIC Director General Francois Davenne presented the UIC Work Programme 2026–28. The regional assembly also welcomed a new member, the Toronto-Quebec City High-Speed Rail Network (ALTO), who also participated and detailed their planned high-speed rail project for Canada.

Alongside this, a knowledge sharing session shed light on FRA's research on the safety of emerging propulsion technologies, UIC's work against human trafficking, and the MxV Rail facilities in the city of Pueblo in Colorado, USA. Finally, members discussed their plan for the next meeting, which is to be held in Montréal from 10-12 September 2025. There, the main topics to be dealt with will include talent, skills, and training.

Representing UIC North America, Lucie Anderton and Laura Petersen participated in several of the APTA conference events in California, including the High-Speed Rail Seminar and the APTA Committee on High-Speed and Intercity Passenger Rail.

During the “Rail Keeping HS&IPR Momentum on Track” session, Anderton gave summary updates on the latest High-Speed Rail Atlas, as well as long-term trends in passenger rail worldwide. She emphasised that the sector is currently witnessing “a global shift to motorisation and a shrinking share of rail”, and that it must “keep making the case for rail as an investment in prospering economies and healthy communities”.

Meanwhile, at a well-attended event on “Assessing Risk, Developing Mitigation Strategies and Measuring Results to Enhance the Protection of Public Transit”, Petersen shared highlights and key findings from the UIC Security Platform's work programme and activities.

The North America Regional Assembly meets to share knowledge on digitalisation, weather resilience and high-speed construction

On 3-4 October 2024, the North American Regional Assembly gathered in Fresno, California, to focus on the digitalisation of the rail sector and follow the developments of high-speed rail.

The California High Speed Rail Authority hosted the two-day meeting, welcoming guests from across the region and UIC. NARA Chair Barbara Barr, United States of America Federal Railroad Administration, gave her report and emphasised the important role that international rail traffic plays in the region. In his address, UIC General Director François Davenne, welcomed the attendees and highlighted his continued dedication to developing the region's activities. The NARA members then re-elected both the NARA Chair, Barr, and Vice-Chair, Jeff Moller, for a second term and proceeded to share updates and review progress on priority actions.
The “Vision for Future Digital Railways and Public Transport” workshop began with a keynote speech from Davenne, in which he showcased ongoing UIC projects such as the Future Railway Mobile Communication System (FRMCS), the Open Sales and Distribution Model (OSDM), Smart communications for efficient rail activities (SFERA), and the Open Rail Foundation, among others.

Next, Matt Krech, Transport Canada, presented his company's work on leveraging digitisation to support advanced inspections for the rail sector. Galiane Yergeau, VIA Rail Canada, then shared the results of their AI-powered eco-driving solution pilot project.

Then Barr provided updates on three ongoing projects from the FRA Office of Safety, with Moller describing other ongoing projects from the AAR: one using wayside detectors to monitor the health of assets and another focusing on a shared railway dispatching system for all railway undertakings in the Chicago region. Petra Mollet and Art Guzzeti from the American Public Transportation Association (APTA) then contributed the key technological trends their organisation has identified. Lastly, a joint presentation from Bruce Armistead, Patrice Letard and Suresh Venukathan, California High Speed Rail Authority (CHSRA), focused on how they must consider the wider complexity of the system when digitalising, the importance of harmonising data input, and the need to look to the future.

On day two, the design and planning teams along with local community groups took the attendees on a walking tour of the future Fresno High Speed Rail Station area. They highlighted how the project would also be used to restore the old, historic Fresno station, build much need public spaces, and be a literal bridge between downtown Fresno and Chinatown, bringing two communities closer together. This was followed by a presentation on the ongoing design process for all four of the Central Valley stations.

The site visits continued into the afternoon. At both the San Joaquin River Viaduct and the Kings Tulare Station Viaduct, the attendees were greeted by CHSRA staff who provided more details about the ongoing construction and grade separation work.

Earlier in the week, UIC had joined forces with APTA during their APTA TRANSForm conference, held 29 September to 2 October 2024 in Anaheim, California to deliver the “Are you Future Ready? Planning for Climate and Seismic Resilience” panel, with Lucie Anderton, UIC Regional Coordinator North America and Head of Sustainability moderating the discussion. The panel provided an opportunity to share concrete examples of how the public transport sector is building up its resilience to extreme weather conditions.

Looking to 2025, the next NARA event will most likely be hosted by VIA Rail Canada, who will be celebrating the 75th anniversary of their Toronto-Vancouver route.

Energetic NARA 2023 Meeting

The North America Regional Assembly met in Canada in a knowledge sharing two-day programme focusing on how to effect modal shift to rail and decarbonisation options for the region.

Starting with a meeting hosted both online and in person by VIA Rail in Montreal, representatives from all the members of the region came together to share and discuss the exciting ambitions and opportunities for rail in the region. NARA Chair, Barbara Klein-Barr and Vice-Chair, Jeff Moller, reflected on the achievements and main events of the year and acknowledged the richness of sharing and connecting with UIC members from other regions and the importance of engaging in global conversations, such as the high-speed rail congress and Transforming Transport conference.

At the Tour de Table, Melissa Shurland from FRA, shared knowledge and detailed the work in progress at the impressive testing and innovation facility in Pueblo. Their projects concerned renewable and bio-diesels, density of battery technology for heavy haul, hydrogen, their GREET tool expansion for carbon emissions from track maintenance, and climate change resilience research, with a focus on coastal erosion. Karl Alexy shared his safety initiatives, including an open discussion on grade crossings, partnerships for smooth testing, and launches of new services, including the Brightline in Florida. SMGG (Station Managers Global Group) representatives Allan Fisher (Via Rail) and David Handera (Amtrak) presented their plans for a North American special working group; all agreed that the group should work closely in collaboration with the wider NARA community.

Toni Tinoco, the Central Valley Deputy Regional Director, and Annie Parker, Assistant Deputy Director for Communications from California High Speed Rail, updated the group on their progress, with discussions on benefitting from carbon caps and trade funding, how they will connect and collaborate with AMTRAK and Caltrain services, and their efforts to adapt to a changing climate and avoid impacts on animal movements, including the adorable kangaroo rat. The group discussed plans for NARA 2024 to be hosted in California.

The NARA Group heard from our VIA Rail hosts Rita Toporowski, Chief Service Delivery Officer, Arnaud Lacaze, Vice-President, Fleet Renewal, New Fleet Projects, and Jean-Philippe Quintal, Project Director, on the exciting investments in rolling stock, both recently made and in the pipeline. The group then had the privilege of taking the brand-new VIA Rail train from Montreal to Quebec City, seeing for themselves the new accessibility and sustainable catering features on their path to zero waste trains. Wheelchair users were able to access all the same features and services on the new trains as other passengers via integrated ramps to the platform. Single-use plastic was being phased out, and passengers could refill their reusable bottles at the integrated water fountain.

For day two in Quebec City, NARA experienced a commercially running hydrogen train travelling over UNESCO protected landscape along the St Lawrence River to Baie-St-Paul. The group visited the electrolyser, run by Harnois, where green hydrogen is produced from hydroelectric sources, supplying both road vehicles and the train. After riding the train while its maker, Alstom, talked the group through the technology, they witnessed the refuelling process at the dedicated depot. Before the return trip, the group workshopped the applications of hydrogen in the region, finding new ways for cooperation within the group regarding the ongoing trials and research. Lucie Anderton, UIC coordinator for NARA, introduced the ongoing UIC project H2T4R – Hydrogen Technology in the Railways.

UIC goes to Washington to discuss the railways' role in transforming transport

The organisation participated in the Transforming Transportation Conference hosted by the World Bank and World Resources Institute, and the High-Speed Rail Seminar organised by APTA, both held on 15-16 March 2023.

These events created opportunities to engage with US and global stakeholders, and to continue to position rail as one of the readily available solutions to climate change.

During the Sum4All consortium meeting, François Davenne highlighted that if the transport sector wants to have the highest impact in terms of decarbonisation, then it must put robust indicators for a modal shift in place, as is already the case in certain countries such as Austria or India.

Joining a debate on decarbonising freight during Transforming Transportation 2023: Accelerating Toward Green and Inclusive Mobility, UIC explored the progress made towards zero-emissions and the opportunities in established and emerging markets. Speakers highlighted the importance of public policy as the key driver for the market transformation which is needed to reach zero emissions in freight, not only to move businesses in the same direction but also attract private sector investment to finance this transformation.

Davenne then made the case for rail as the mode of transport with the lowest emissions, with Europe, for instance, having 17% of freight transport but only 0.5% of emissions. Accelerating the future of zero emission freight requires a paradigm shift with more services consuming less #energy, which is exactly what rail offers. Levelling the playing field by developing policies that ensure that the positive and negative externalities from each mode of transport are also financially reflected in their cost structure, is another crucial step to keeping global warming below 1.5°C .

He used road freight as an example, stating how it is not paying for its average negative impact on society, and that if this was balanced, rail freight would become much more #competitive and the necessary shift to rail would happen.

UIC also took part in the High-Speed Rail Seminar - Connecting America's Cities organised this week in Washington by APTA.

Here Davenne focused on the international experiences in nurturing and sustaining railway development, saying how in the previous two weeks, the first at the UIC World Congress on High-Speed Rail in Marrakesh and again at the APTA High-Speed Rail Seminar, UIC had seen proof of great enthusiasm for high-speed rail and was reminded of the power and value in sharing experiences about transport system changes across the global regions.

Marc Guigon, UIC Passenger Director, gave a presentation on high-speed rail across the world which encompasses a total length of 59,000km with two thirds being in China, while the rest cover the other continents including Europe, Asia, Africa, the Middle East and North America. Each high-speed service not only captures pre-existing traffic between the poles served but is also a tool for a modal shift from air and road to rail transport, while also solving some of the issues regarding induced traffic.

Philippe Lorand, UIC High-Speed Rail Senior Advisor, gave an overview of the medium and long-term development of HSR projects, with many corridors being launched in the coming years in Australia, Indonesia, Malaysia, Korea, India, the Middle East, Europe, and Africa. They will create jobs and employment, help innovation, and reduce emissions.

The UIC team additionally attended important meetings with key stakeholders and partners including the World Bank and Inter-American Development Bank to further the common goal of improving rail travel services and achieving a 40% shift from road and aviation to rail worldwide by 2030.

Lucie Anderton appointed to the role of Coordinator for North America

Lucie Anderton, Head of Sustainability at UIC since September 2020, will now take up a new role as the Coordinator of the North American region.

On secondment from Network Rail, the British infrastructure manager, Anderton has more than 17 years of experience working in rail sustainability. She spent most of her earlier career managing environmental issues during the design and construction phases of major infrastructure projects and later worked in the Network Rail Technical Authority as head of social sustainability policy. Sustainability, and in particular decarbonisation, will be one of the North American region's priorities as shown by the ‘Transforming Transport' event organised at the World Bank Headquarters in Washington, DC, that Anderton will be attending in March, and in May, she will be visiting Denver for the Federal Railroad Administration workshop ‘Rail: On Track For Decarbonization'.

Anderton said that there were clearly lots of exciting opportunities for rail across North America and how much she was looking forward to better understanding the challenges to face and to facilitating productive cross-region knowledge sharing.

Marie Plaud-Lombard, Head of Communication, to fully focus on UIC's large-scale communications programme

UIC has decided upon an impressive communications programme aligned with the 2023-2025 UIC Work Programme, which will be released in the coming days. Therefore, Plaud-Lombard will be focusing on the communication challenges associated with the new agenda.

Amtrak at Climate Week NYC

Featuring mobility experts from across the United States, Amtrak will host a panel event on the importance of a modal shift in public transportation.

AMTRAK will bring the focus on railways as a long-term, continuous solution to reducing emissions at the 2022 New York Climate Week this month.

The event will highlight the greater energy efficiency of railways over air or car travel, and how shifting people from other modes of transport to trains reduces traffic congestion and delays therefore, decreasing pollution. AMTRAK has noticed a developing trend among customers, who are making more sustainable travel choices (when available), and survey results indicate that Amtrak customers are more likely to switch modes of transportation to help the environment. Yet, using public transport is still not viable for many Americans as half of them have no access to public transport at all, while many find that the public transport options close to them are unsuitable to their daily schedules. So, how can improvements be made and how can regulatory and funding changes help on this track?

Speakers at the event include Amtrak Executive Vice President, Strategy, Planning, and Accessibility, Dennis Newman, who will speak on a panel with the MTA, California DOT, and others on the ways in which Amtrak and public transport bodies can deliver solutions for a faster, more effective modal shift. The panel will be followed by an interactive Q&A with the audience.

François Davenne, Director General of the International Union of Railways (UIC), opened proceedings, saying:
“International Level Crossing Awareness Day (ILCAD) is a worldwide initiative to improve awareness of level crossing safety. Since 2009, the campaign has been spearheaded by UIC, the worldwide railway organisation, with the support of the railway community around the world.
Around 50 countries usually take part in the ILCAD annual campaign. Consequently, you are not alone in a congress room today to exchange on level crossing safety. UIC estimates that there are half a million level (grade) crossings in the world, with over 100,000 in the EU and over 200,000 in the USA, representing 20% and 40% of the total number of level crossings in the world, respectively.”

Jennifer Mitchell, Deputy Administrator at Federal Railroad Administration (FRA), continued:
“On behalf of Transportation Secretary Pete Buttigieg and FRA Administrator Amit Bose, thank you for being here. We're proud to co-host this year's ILCAD with UIC, the Association of American Railroads and Operation Lifesaver, Inc.
It's astounding to consider that there are about half a million level crossings worldwide. Here in the US, train tracks and roadways intersect at over 200,000 locations. Nearly 140,000 of those level crossings are at public roads.”

Jeff Moller, Assistant to the President at the Association of American Railroads (AAR), added:
“Highway-rail grade crossing safety and trespass prevention are both intractable problems, the solution to which lies not with a single entity, but with all of us – regulators, railroads, communities, drivers and pedestrians. Solving this problem will be at or near the top of the long list of great accomplishments of this industry. ILCAD and other events like this provide an opportunity to take another step closer to the solution.”

Jo E. Strang, Senior Vice President of American Short Line and Regional Railroad Association (ASLRRA) & Operation Lifesaver, Inc. (OLI), said:
“I have the distinct pleasure of supporting safety in the freight railroad industry from two different vantage points – that of the small business railroads, more commonly referred to as “short lines”, and from the public point of view as Chairman of the Board of Operation Lifesaver. Safety is personal because short lines are small business owners, and we live and work in the communities we serve.

It is a fact that the largest areas of risk in train-related deaths and injuries come from trespassing and suicide. Many of these incidents happen at grade crossings. These incidents are tragic for all involved, from the train crew to the families impacted and the community. As we celebrate our 50th year, OLI is focused on Education to keep the public safe around the tracks and railway crossings all across the country. Engineering technologies play a critical role in helping to minimise and reduce those collision risks. Finally, Enforcement. It's critical that when highway-rail intersection collisions do occur, law enforcement officers, often the first responders, are familiar with both railroad operations and highway-rail grade crossing conditions. OLI offers a special course to teach officers how to ensure their personal safety, both while responding to rail collision incidents and throughout the investigation.

In conclusion, our industry is safe and getting safer. Collectively, we will not rest until every employee comes home safely every day.”

Finally, in the fifth and last session, there were two interesting and moving presentations from:

Andy Elkins, Director of the BOE/AAR (Bureau or Explosives / Association of American Railroads), USA who described his first level crossing accident-related experience as a young police officer: “The night that changed 1000 lives”
Charlie Mathewson, RISC Consultant for Operation Lifesaver, Inc., USA: “Railroad Investigation and Safety Course (RISC) – Keeping Law Enforcement Safe in a Rail Environment”

Isabelle Fonverne, UIC Safety Senior Advisor and ILCAD Coordinator, informed the delegates of the current level crossing safety activities being carried out today in various countries around the globe and revealed the next ILCAD launch conference location: Warsaw, Poland, at the kind invitation of the PKP Group Foundation.

Allan Spence, Director of Regulator Liaison, Network Rail and Chair of the UIC Global Level Crossing Network (GLCN), finally wrapped up the very successful 2022 events.

Lastly, on 10 June all delegates were invited to travel on the BNSF Executive Business train to Pueblo Union Depot and given the great opportunity to enjoy a technical visit to the US Transportation Technology Center (TTC) in Pueblo (https://ttc-ensco.com), including a tour and presentations from the FRA, MxV (formerly TTCI) and SERTC (https://sertc.org/). To finish, there was an optional visit to the LBFoster Campus for a tour and presentations on level crossing safety technologies and innovations (https://lbfoster.com/en).

One week to ILCAD, International Level Crossing Awareness Day (ILCAD) campaign and launch conference 9 June 2022

International Level Crossing Awareness Day (ILCAD) is a worldwide initiative to improve awareness of level crossing safety. Since 2009 the campaign has been spearheaded by UIC, the worldwide railway organisation, with the support of the railway community around the world.

During the Covid-19 pandemic most countries experienced an increase in inappropriate behaviour by pedestrians, cyclists and vulnerable people both at level crossings and on and around railway tracks, resulting in a corresponding increase in near misses. Consequently, the ILCAD host countries decided to focus the messaging this year on vulnerable people with the slogan: “Don't put your life at risk, stay away from tracks!”.

On the occasion of ILCAD 2022, since we aware vulnerable people on the existing risks at level crossings, it was decided to use again the ILCAD video 2016 "Do no overestimate your abilities“, that was jointly produced with Latvian railways. The video is available in English, French, Spanish, Greek and Italian.

We would like to thank #NETWORK Rail for sharing this video on trespass prevention “Parallel lines – You Versus Train in English that we translated in French and Spanish.

Every time someone trespasses on the railway they risk everything that matters to them. But there's a wider impact too. A long-lasting effect on the trespasser, their families, those who work on the railway, and our communities too.

In the meantime, many road and rail safety professionals are preparing their national safety awareness campaign using the UIC communication supports on level crossing safety or trespass prevention, available in several languages and comprising videos, posters, safety flyers, etc. which will be posted on social media, on the ILCAD website, handed over to the public, etc.

The 2022 campaign is targeting “vulnerable people” with the motto “Don't put your life at risk, stay away from tracks!”

Unveiling of VIA Rail's five-year sustainability plan

Today, VIA Rail is pleased to be reaching key milestones in its sustainability journey with the unveiling of its five-year sustainability plan and its participation in the United Nations Global Compact.

In addition to targeting a reduction of its greenhouse gas emissions by 30% or more by 2030 (compared to 2005), VIA Rail aims to achieve multiple objectives by 2025, including offering a zero-waste experience on board trains in the Québec City-Windsor corridor and training 100% of its employees on sustainability. These are just a few examples of the ten goals contained in this plan spanning environmental, social and governance pillars.

As part of the plan, VIA Rail also recently became the first land transportation company in Canada to join the United Nations Global Compact, which is the world's largest corporate sustainability initiative.

According to the Safety Database Report 2021 of the International Union of Railways (UIC), over 90% of all fatalities on the rail infrastructure involve third parties (mainly trespassers and level crossing users).

The International Level Crossing Awareness Day (ILCAD) is a worldwide initiative to improve awareness for level crossing safety. Since 2009, the campaign has been spearheaded by the UIC, the railway organisation, with the support of the railway community around the world.

Due to the absence of a global platform to handle Trespass and Suicide Prevention, it became clear that UIC, representing the railways on a global level, should take the lead on these issues that have such an immense impact on the railway operations of our members.

In 2021, UIC therefore decided to set up an international working group to establish an international exchange on existing Trespass and Suicide Prevention programmes, best practices, and measures taken or to be taken to decrease the number of incidents and casualties.

In the afternoon of 8 June 2022, the day before the ILCAD Conference, we are for the first time organising a half-day session dedicated to Trespass and Suicide Prevention.

North American Vice Chair elected

Jeff Moller from the American Association of Railroads (AAR) was this week elected Vice Chair of the UIC North American region for a two-year mandate.

The UIC congratulates Jeff Moller on this new mission. Jeff Moller is particularly active within the UIC COVID-19 Task Force which was set up in March 2020.

He joins Barbara Barr, Federal Railroad Administration (FRA), Regional Chair, who was elected last December.

Priorities for the region include:

response to Covid-19 challenges
rail safety and use of new technologies
rail regulatory harmonisation where possible
promotion of freight and passenger rail usage
shared interest in rail to reduce carbon footprint and assist in climate change efforts
ensuring strong rail freight traffic continues throughout North America, including cross- border traffic (which has continued through the pandemic)

UIC meeting on challenges facing North American railways

On 18 November, at the initiative of UIC Chairman Krzysztof Mamiński, a meeting was held with the primary goal of discussing the situation with regard to the railway industry in North America. The UIC Chairman emphasised the importance of implementing coherent measures worldwide in terms of railway promotion, technological solutions and accessibility.

Webinar for the North American rail community to share its vision of the sustainable future of railways

A webinar held at the end of September brought together the North American rail community on the topic of environmental sustainability and provided an opportunity to discuss ambitious strategies to transform the railways in the region as part of a sustainable mobility system.

On behalf of UIC Director General François Davenne, Marie Plaud-Lombard, UIC Coordinator for the UIC North America region, said: “The next ten years will be pivotal. The railways will play a key role in mitigating climate change as the backbone of a decarbonised and sustainable mobility system. We need a systemic solution that mobilises innovation and brings about a shift in behaviour. As rail becomes the backbone of mobility, and with infrastructure capacity enhanced by interoperable innovation, the railways will be able to handle ever-increasing mobility demands.”

Barbara Klein Barr, Chair of the UIC NARA and Director of International Programs at the US Department of Transportation, welcomed this first webinar and was pleased to see a good number of members from the UIC North America region in attendance. She stressed the importance of the subject.

Dr Maryam Allahyar, Director of Research, Development & Technology at the Federal Railroad Administration, delivered the keynote speech on ‘Moving Rail to a safer and cleaner future' and spoke about alternative fuels and emissions.

Lucie Anderton, UIC Head of Sustainability and moderator of the debate, shared her global vision and reiterated UIC's goals with regard to sustainability:

Set the vision: a railway that supports a green recovery as the backbone of sustainable mobility; connectivity that contributes to healthy and sustainable lifestyles and economies on every continent – one that is emission-free, a community hub accessible for all, and is both biodiverse and a good neighbour
Provide the tools (Eco Passenger EcoTransit, SDG Rail Index)
Convene the community

VIA Rail (Canada) opened the webinar with a presentation entitled 'VIA Rail's sustainability plan and waste ambition', followed by Amtrak (USA) with a presentation on ‘Climate resilience planning: the future rides with us'. Continuing south, ARTF, the Regulatory Agency for Rail Transport (Mexico), focused on ‘Strategies for reduction of greenhouse gas emissions'. Another presentation by the Railway Association of Canada presented the sustainable goals, challenges and ongoing projects for sustainable railways. Finally, BNSF closed the webinar with a presentation of its green ambitions.

To conclude the webinar, Barbara Barr emphasised the high level of engagement within the region. All participants expressed the desire to host another webinar soon to allow North American railways to reconvene on subjects as important as sustainability.

United States: AAR statement on International Level Crossing Awareness Day 2021

AAR joined the global rail community to mark the 13th International Level Crossing Awareness Day (ILCAD), which aims to increase international awareness of the dangers surrounding level crossings, also known as grade crossings. According to the U.S. Department of Transportation, 95% of all rail-related deaths are preventable – involving a driver going around warning devices or a person walking on the tracks.

This year's ILCAD focuses on the role distraction – particularly from mobile devices – can play in level crossing and pedestrian incidents. Recognising this persistent challenge, Operation Lifesaver (OLI) has launched “Near Miss” and new driver distraction campaigns aimed at increasing awareness among young people of the importance of avoiding distractions near railroad tracks.

The ILCAD campaign was established in 2009 by the international rail community in conjunction with various road organisations, the European Commission and the United Nations Economic Commission for Europe (UNECE) to raise awareness among road users and pedestrians of the risks at level crossings.

United States: AAR releases new climate change report

As policymakers attempt to balance economic recovery from the coronavirus pandemic with meaningful progress toward combatting climate change, America's railways want to be — and must be — a part of the solution.

“The transportation sector is the biggest source of greenhouse gases in the U.S., but the vast majority of those planet-warming emissions come from cars and trucks”, Bloomberg points out. “Rail is responsible for just 2% of the sector's emissions, according to the Environmental Protection Agency, even though railroads account for roughly 40% of U.S. long-distance freight volume”.

In a newly released report, AAR outlines the environmental benefits of freight railways, the ongoing improvements they are making to mitigate climate change and the policies they need to move America towards a more sustainable future.

“Policymakers, businesses and individuals must unite and act swiftly on smart, lasting solutions to fuel economic recovery and protect our environment”, said AAR CEO Ian Jefferies. “Well-designed, economically sound policies can effectively drive the economy toward lower overall emissions, specifically in the transportation sector. Railroads stand ready to be a part of the solution”.

United States: Amtrak seeking contractors for new Carrollton Station Project

Amtrak is transforming train travel on the US Northeast Corridor by enhancing the customer experience both in stations and on board trains. As part of this effort, Amtrak is accepting Letters of Interest from interested contractors until 15 February for construction-related work at New Carrollton Station in Maryland. The project involves work within the existing station and the construction of a side platform, and will be closely coordinated with Amtrak for minimal impacts to service.

This infrastructure work is underway in preparation for the introduction of the new Acela fleet scheduled to begin entering service in 2021. The project is necessary to support higher frequency Acela services by expanding the routing options available for high-speed trains in the busy triple-track territory between Washington, D.C. and Baltimore, which is also heavily utilised by commuter trains.

Constructed in 1983 as an intermodal facility, New Carrollton Station serves Amtrak and Maryland Area Regional Commuter (MARC) trains, Washington Metrorail, Metro buses, MTA buses and county transit, as well as many commuting drivers who connect to transit and Amtrak. New Carrollton Station is served daily by Amtrak's Acela, Northeast Regional, Palmetto and Vermonter trains. New Carrollton Station is located on the Northeast Corridor (NEC), one of the busiest, most complex, and economically vital transport systems in the world, connecting eight states and the District of Columbia.

In an effort to make Amtrak the smarter way to travel, the company is also upgrading its infrastructure and modernisation efforts and improving track capacity and ride quality all along the Northeast Corridor. The New Carrollton Station project also complements other significant station expansion investments at New York Penn station, the opening of the new Moynihan Train Hall in New York, and further development of stations in Washington, D.C., Baltimore and Philadelphia.

Installation of new ultraviolet germicidal irradiation equipment coincides with platform improvements and wayfinding signage

As Amtrak continues to deliver a new standard of travel to simplify and safeguard the travel experience, customers and employees will experience new updates at New York Penn Station. This includes the installation of an ultraviolet germicidal irradiation (UVGI) system in one of the heating, ventilation and air-conditioning (HVAC) units in the Amtrak concourse, refreshed platforms and new wayfinding signage in advance of the January opening of the Moynihan Train Hall.

“By refreshing the platforms and signage and installing this equipment, we aim to simultaneously make it easier for customers to find their train and provide reassurance that we're working to reduce the risk of exposure while waiting for their train,” said Amtrak Executive Vice President and Chief Safety Officer Steve Predmore. “We will continue to research new and existing technologies that will provide an extra level of safety to our customers and employees and make updates to our stations for an improved travel experience”.

The UVGI system helps prevent microbial growth from occurring on the cooling coils in an HVAC unit. By exposing microbes to intense ultraviolet light from the UVGI system, their cellular functions are interrupted which prevents growth and also eliminates viruses and other microbes that may have deposited on the coils' surface. In addition, these UVGI lamps should help the HVAC system work at its peak capacity longer as the buildup of microbial growth is prevented, which in untreated systems can clog the cooling coils and reduce airflow. The UVGI system at New York Penn Station will serve as a prototype for potential future installation serving passenger areas at major stations.

The platform improvements include refreshed high-performance epoxy coating on the walls and walking surface, new signage, new LED lighting and a new detectable warning surface at the platform edge on platforms 3 to 8, which serve tracks 5 to 16. The new signage includes a complete overhaul of the wayfinding design on the platforms and both levels of the station, which will direct passengers between New York Penn Station and the Moynihan Train Hall.

In addition, Amtrak has implemented new measures at New York Penn Station and other stations across the country:

Face coverings: Amtrak requires all customers and employees to wear a face mask or covering that fully covers the entire mouth and nose, fits snugly against the side of the face, and secures under the chin at all times while onboard and in stations unless actively eating or drinking. Passengers must also maintain appropriate physical distancing while onboard and in stations. Based on guidance from health authorities, neck gaiters, open-chin triangle bandanas and masks containing valves, mesh material or holes of any kind do not qualify as acceptable face coverings. Face masks can be removed on board when customers are in their private room and the door is closed. If a customer has a medical condition or disability that makes the customer unable to wear such a standard face covering, a facial shield is an appropriate substitute. The face shield must cover the eyes, wrap around the sides of the wearer's face and extend below the chin. Children under two years old are not required to wear a face covering. Amtrak reserves the right to remove a customer or ban them from future travel in the event of noncompliance with Amtrak's face covering.
Enhanced cleaning protocols: Amtrak is following industry recommendations for deep cleaning and sanitising of its trains prior to service, with additional cleaning during service to disinfect bathrooms and frequently touched surfaces along the journey.
Boarding process: Customers can now receive boarding information through push notifications via the Amtrak app, which will prevent crowding inside the station for those waiting for the boarding information to post and provide an extra level of confidence to make travel safe and secure.
Limiting bookings: Amtrak is limiting bookings on most trains to allow for more physical distancing in seating areas. Individuals travelling alone may use the seat next to them for personal belongings, while friends and family members will easily find seats together.
Air quality: All Amtrak trains are equipped with onboard filtration systems with a fresh air exchange rate every 4-5 minutes.

United States: September 17, 2020 Americans continue to strongly support more rail and public transport

Whether it's to commute short distances, travel long distances, improve the environment, or expand service, Americans continue to show strong support for rail, according to a new poll conducted by ENGINE INSIGHTS on behalf of the OneRail Coalition. Another recent poll, conducted by Morning Consult on behalf of the Association of American Railroads (AAR), showed similar strong support for moving goods by rail and the importance of freight rail in reducing the transport sector's impact on climate change.

Findings of the OneRail poll include:

75% of Americans agree that we should be shifting more trips to passenger rail and public transport to address the impacts of transport on climate change.
The majority of Americans – 64% and 65% – view public transport and passenger rail favourably after the pandemic, with support rising from pre-pandemic levels for both public transport (58%) and passenger rail (59%).
Nearly half of all Americans – 47% and 46% – think we should be investing more in public transport and passenger rail, respectively.
81% of Americans support the provision of more funding by the U.S. Congress to address railroad crossing safety after learning that government statistics show that approximately 95% of all rail-related deaths involve drivers going through a crossing or a person on the tracks.

Findings of the Association of American Railroads poll:

78% of respondents agree that freight railroads play an important role in reducing the U.S. transport sector's impact on climate change after learning that moving freight by rail instead of by truck lowers greenhouse gas emissions by up to 75%.
The majority of adults – 58% – favour moving freight over land by rail as opposed to truck to meet projected growth in freight shipments over the next 20 years.
“The results from this survey show strong support among Americans for passenger rail and public transit, even in light of the current pandemic, and that people want to return to travel by train and public transit,” said OneRail Director Anne Canby. “These results, alongside findings from the AAR survey, demonstrate the need for federal policies and programmes that promote the shift to rail for both freight and passengers,” she stated.
“Given the steps taken to keep customers safe and the clear benefits to the environment, passenger rail is a preferred mode of travel today and in a post-pandemic world,” said Roger Harris, Amtrak EVP and Chief Marketing and Revenue Officer.

“The results of this survey are consistent with what we are seeing in communities across the country. The COVID-19 pandemic has illustrated the essential lifeline that public transit plays in our communities, bringing healthcare professionals to the frontlines, delivering groceries and medicine to at-risk populations, and connecting essential workers to their places of work,” said American Public Transportation Association President and CEO Paul P. Skoutelas. “The public very clearly wants more public transit, and realises public transit's importance to society. Public transportation is vital to the social and economic recovery of our nation, and robust federal funding is essential to make the necessary investments both in the short and long term.”

AAR President and CEO Ian Jefferies said, “When it comes to powering our economy and moving us forward, Americans know freight rail will be there to deliver. With our passenger partners, America's railroads are committed to safely, reliably and efficiently moving people and goods both today and in the long haul.”

The poll was conducted from 28 to 30 August by online survey. The online omnibus study is conducted three times a week among a demographically representative U.S. sample of 1,000 adults aged 18 and above.

United States: Amtrak expands carry-on bike program on Northeast regional and Northeast state-supported trains

Amtrak has expanded its Carry-on bike program for most Northeast Regional departures, beginning Tuesday, Sept. 8, allowing customers to store their bike inside of the passenger coach in a designated space. In addition, Amtrak has worked with its various Northeast state partners to offer the program on its State-Supported trains. This includes working with the Pennsylvania Department of Transportation (PennDOT) for Keystone Service, the Northern New England Passenger Rail Authority (NNEPRA) for Downeaster trains and the Connecticut Department of Transportation (CTDOT) for Amtrak Hartford Line trains beginning Tuesday, Sept. 15.

“Bringing your bicycle onboard a train is part of the journey, as it allows our customers to explore the cities they are visiting,” said Amtrak Executive Vice President, Chief Marketing and Commercial Officer Roger Harris. “To coincide with the increased popularity of biking in this country, we also wanted to provide our customers with the option of bringing their bike on more trains.”

Utilizing newly installed luggage racks that convert to bike racks, the expanded bike program will allow Amtrak to provide storage space for up to two bikes per departure, with additional spaces being added as the rest of the fleet receives these modifications. Standard full-size bicycles may be carried on, as long as the front wheel is removed, and stored onboard in bicycle racks and specific reservations are required.

For Carry-On bicycle service, customers are encouraged to arrive at the station at least 30 minutes prior to departure. All panniers and bags attached to your bicycle need to be removed and consolidated before boarding. After entering the origin and destination when booking a ticket on Amtrak.com or via the Amtrak app, an icon with a number of spaces available will display if bike service is available. Customers should proceed ‘Add Ons' step to add bikes to a reservation. Customers can also call 1-800-USA-RAIL to add a bike reservation to an existing reservation.

Amtrak continues its enhanced cleaning protocols at stations and on trains and has implemented new measures to deliver a New Standard of Travel, including:

Requiring face coverings: For your well-being and ours, Amtrak requires that all customers and employees wear a face mask or covering that fully covers the entire mouth and nose while onboard and in stations.
Limiting bookings: We are limiting bookings on most trains to allow for more physical distancing in seating areas. Individuals traveling alone may use the seat next to them for personal belongings, while friends and family members will easily find seats together.

The goal of Rail Safety Week (RSW) is to raise awareness of the need for rail safety education and empower the general public to keep themselves safe near highway-rail grade crossings and railroad rights-of-way. Join us in observing Rail Safety Week this year from Monday, September 21 through Sunday, September 27!

This year, Rail Safety Week will be observed in the U.S., Canada and Mexico.

Operation Lifesaver, Inc. (OLI), Operation Lifesaver Canada and the Asociación Mexicana de Ferrocarriles (Mexican Association of Railroads, or AMF) will support the public awareness initiative to encourage drivers and pedestrians to practice safe behaviour near railroad tracks.

In 2020, due to the coronavirus pandemic, Rail Safety Week activities in states across the U.S. will have an emphasis on social media and virtual safety messaging.

United States: June 25, 2020, Amtrak starts construction to increase rail capacity at Washington Union Station

No impact on scheduled train operations

A major construction project that will increase rail capacity is underway at Washington Union Station, the second busiest terminal in the U.S. The project is among other improvements to upgrade and enhance the customer experience at the historic transportation hub.

Skanska USA Civil Northeast was awarded the Track 22 Reconstruction Project at Washington Union Station. Under the contract, Skanska will rebuild the platform, rehab and restore the historic columns, and construct a new covered walkway to provide customer access to the platform via a new elevator, escalator, and stairs to the station. The track was previously used as a storage track for equipment with no access for customers.

Amtrak received a $19 million grant from the Federal Railroad Administration to fund a portion of the construction project that will increase track capacity for revenue trains for Amtrak and Virginia Railway Express (VRE).

“Washington Union Station is integral to the national rail network. This project will allow Amtrak to construct a new revenue track and increase capacity to meet the growing demand for rail services,” said David Handera, Amtrak Vice President of Stations, Facilities, Properties and Accessibility.

Amtrak and VRE revenue service to Track 22 is anticipated to begin in 2022.

Safe Travel and Health Precautions Advised on the Railroad This Summer

June is National Safety Month and Amtrak wants to remind the public of the importance of railroad safety onboard trains, in stations and near tracks this summer.

“National Safety Month is an annual opportunity to remind our employees, customers and the public about the importance of rail safety,” said Amtrak President and CEO Bill Flynn. “In addition to that critical information, we also recognize that traveling this summer will come with unique challenges and we want customers to feel secure knowing that we have implemented vital safety measures for everyone's well-being.”
For customers planning to travel with Amtrak this summer, here is what to keep in mind:

What Amtrak is doing:

Limiting bookings: Amtrak is limiting ticket sales on reserved services to allow for physical distancing while traveling.
Enhanced cleaning: Amtrak has enhanced cleaning and disinfecting frequency and retrofitted protective barriers where necessary. Commonly used surfaces in stations such as door handles, counter tops, seating areas and Quik-Trak kiosks are frequently cleaned with EPA-registered disinfectants. Amtrak has also amplified cleaning onboard trains by spraying a disinfectant focusing on highly touched surfaces.
Physical distancing: Signage has been displayed at our busiest stations to indicate safe distances in high traffic areas. In addition, clear protective barriers have been installed at customer counters at our busiest stations. For customers placing orders in café cars signage and markers promoting physical distancing leading up to the café counter have been added.
Café service: Café service aboard Amtrak trains that still offer food service will be available as carryout only. Seating in the café will be closed. Customers can bring items back to their seats or private rooms. Dining and lounge seating will remain available on select long distance routes with physical distancing protocols in place. For added protection, protective plastic barriers are being installed at café countertops.
Flexible dining: Amtrak is temporarily offering flexible dining service in the dining or lounge car on all long-distance routes (except Auto Train) and encouraging Sleeping Car customers to select optional room service.

What customers can do:

Facial coverings: Amtrak is requiring all customers and employees to wear facial coverings while in stations and on trains or thruway buses. Facial coverings can be removed when customers are in their private rooms or seated alone.
Preventing overcrowding: Except for the Auto Train, customers are encouraged to arrive only 30 minutes before departure and only 60 minutes if in need of ticketing and/or baggage assistance. To reduce crowds at departure boards, Amtrak app users can now receive gate and track information via push notification at select stations.
Contactless ticketing: Amtrak encourages boarding with eTickets, which conductors scan from the Amtrak app. Amtrak is also accepting cashless payments only.
Handwashing and touchless movement: Available in each car's restroom, Amtrak strongly encourages washing hands thoroughly with soap and water. To move between cars, customers can use an “automatic door open” button with their foot.

In addition to station and onboard train safety, the general public is urged to be cautious and aware near highway-rail grade crossings and railroad rights-of-way. Amtrak is one of several partners with Operation Lifesaver, Inc.(OLI), a national, nonprofit safety education group working to eliminate deaths and injuries at railroad crossings and along railroad rights-of-way. Motorists and pedestrians can take action to prevent injuries and fatalities from occurring this summer, as a result of high-risk behavior on or near railroad crossings and tracks. Rail Safety Tips & Facts:

Railroad tracks, trestles, yards and equipment are private property and trespassers are subject to arrest and fine. Walking, biking, jogging and photography are prohibited on tracks.
The only safe place to cross is at a designated public crossing with either a crossbuck, flashing red lights or a gate.
A train traveling at 55 miles per hour can take approximately one mile, or the length of about 18 football fields to stop.
Obey all warning signs and signals. Trains can come from either direction on the same track at any time and can be very quiet. Use of headsets, earbuds or cell phones around tracks can prevent a person from hearing an approaching train and hooded clothing impacts peripheral vision.
Remember to always stop at railroad crossings and never drive around lowered gates — it's illegal and deadly. In addition, there are substantial fines for attempting to go around the crossing arms.
Report suspicious items, persons, or activity immediately to the Amtrak Police Department by approaching a uniformed officer, calling (800) 331-0008, sending a text to APD11 (27311), or by calling 911. For emergencies, a toll-free number is posted on every grade crossing for the public to contact a railroad to report problems.

Amtrak is also encouraging employees to participate in National Safety Month with recognition of Safety All-Stars —stories featuring employees or teams who perform exceptional work in safety and special content featured on internal communications channels to highlight workplace safety.

United States: Amtrak receives $63 million in grants from the FRA for critical Northeast corridor infrastructure improvements

The Federal Railroad Administration (FRA) has awarded two Northeast Corridor (NEC) grants to Amtrak as part of its $302.6 million in the State of Good Repair grants to help repair and rehabilitate railroad infrastructure and other assets across the country for 12 projects in nine states. Totaling more than $63 million, the two grants will help fund the Portal North Bridge Project and the Winans to Bridge Improvement project.

“Improving infrastructure in this country is vital to strengthening the economy and providing a safer, more reliable travel experience as we look towards recovery,” said Amtrak President and CEO Bill Flynn. “We thank the FRA, and our state and NEC partners for their invaluable support in awarding us these grants.”

A total of $55.1 million of the State of Good Repair grant issued by the Federal Railroad Administration was awarded towards the Portal North Bridge Project to replace the century old two-track swing bridge in Kearny, New Jersey with a fixed span. Serving as a critical link for intercity and commuter customers traveling to or from New York City, the current bridge was used by 450 daily trains with passengers making more than 200,000 daily trips on Amtrak's intercity and New Jersey Transit's commuter rail services in 2019.

The new bridge is designed as a 2.44-mile modern fixed structure that will eliminate the failures associated with aging infrastructure that causes delays across the NEC. A higher clearance (more than 50 feet above the Hackensack River), will eliminate the need for the bridge to open, allowing for faster operating speeds (from 60 to 90 mph), improved performance and greater reliability for an upgraded customer experience. Early construction of the new bridge began in Fall 2017 and was completed on time and on budget. NJ TRANSIT is seeking a Core Capacity grant from the Federal Transit Administration that would allow major construction to begin as soon as next year.

The Portal North Bridge Project is a key component of the Gateway Program and is identified as a regional priority in the NEC Commission's five‐year capital plan.
Additionally, as part of a separate project, Amtrak, in partnership with Maryland Department of Transportation, Maryland Transit Administration (MDOT MTA), is also slated to receive $8 million to rehabilitate and upgrade a five‐mile section of track that is part of the Amtrak‐owned NEC mainline near Baltimore.

The project will restore Track A to 90 mph speeds, up from 60 mph, to shorten trip times, improve ride quality, and provide operational flexibility. The work will include upgrades from Winans to Bridge interlockings, replacing timber ties with concrete, installing heavier rail and laying new ballast. Bridge interlocking is located at the north end of West Baltimore Station and Winans is at the south end of Halethorpe Station. These upgrades will enable high‐speed operations on all four tracks on this segment.

The project will also enable service to be maintained while tracks are taken out of service to allow support for construction elements of the B&P Tunnel Replacement project. This work is included in the Northeast Corridor Commission's five‐year capital plan as a regional priority. Other grant awards include Amtrak shared joint applications with Connecticut DOT for the WALK Bridge Replacement in Norwalk, Connecticut and Substation 41 Reconstruction in Kearny, NJ as led by NJ TRANSIT as well as other NEC related projects in New York and Pennsylvania. In addition, grants were awarded to various projects in California, Illinois, Michigan and North Carolina that provide benefits to Amtrak and its Long Distance and/or State-Supported customers.

Germany / United States: DB Schenker contracts with New York City to deliver critical medical supplies in the fight against Covid-19

DB Schenker announced on 27 May 2020 it has contracted with The City of New York to transport and deliver much needed personal protective equipment for health care workers in local area hospitals and elderly nursing homes. The cargo, which consists of personal protective equipment such as medical goggles, gloves and gowns, is being picked up in several locations throughout China, transported to the U.S. on direct charter flights, and delivered to special Covid-19 distribution centers in the city.

“Global logistics is playing a vital role ensuring critical medical supplies and personal protective equipment gets to where it needs to be as quickly as possible,” said Hessel Verhage, CEO, DB Schenker Americas. “As a company, DB Schenker is committed to providing urgently needed air freight capacity to expand the global supply network in the fight against Covid-19,” he added.

“We worked with New York City and their consultants to determine the most efficient, economical, and time-sensitive way to get much needed PPE from suppliers in China to New York City,” added Benno Forster, Senior Vice President and Head of Airfreight Operations and Procurement for DB Schenker Americas. “Our discussions included guidance related to Chinese Customs export clearance and compliance, U.S. Customs import clearance regulations, warehousing and distribution, pricing, and even recommendations for the best-suited aircraft for transporting this precious cargo. We are very proud the City of New York chose to contract with us to transport these critical goods for the frontline healthcare workers throughout the city,” he said.

Through the end of May, DB Schenker will have operated over 100 charter flights between Shanghai (PVG), Shenzhen (SZX), Shandong (TNA), and Beijing (PEK) and Munich, Germany for European distribution and Newark, NJ, transporting more than 4,000 tons of medical supplies. In the coming weeks, DB Schenker will be adding charter flights to other destinations in the U.S., including Chicago, IL. DB Schenker has partnered with Icelandair converting three Boeing 767 passenger aircraft to an all-cargo configuration exclusively for DB Schenker's use creating a total of more than 200 cubic meters of cargo space per aircraft. United States: Amtrak: Ready for our customers

In an effort to simplify and safeguard the travel experience as America gradually reopens, Amtrak wants to reassure customers that several added cleanliness and convenience measures have been implemented.

“Now more than ever, we stand ready to play a critical role as our nation recovers. We are doing everything we can to offer vital transportation services in a way that prioritizes employee and customer safety and well-being,” said Amtrak President and CEO Bill Flynn.

While some routes have been reduced or suspended, Amtrak has and will continue to operate as an essential service. On the Northeast Corridor, Acela will resume on a reduced schedule starting June 1 and other trains will return to service by monitoring demand and working with state partners to prioritize safety.

Amtrak and train travel will lead the way and set a new standard of transportation. While continuing to leverage a full-time medical director and public health and safety teams who have been on the front lines throughout the Covid-19 outbreak providing expert counsel, Amtrak has implemented the following measures:
