The UIC FRMCS Specifications activity is carried out through six working groups, governed by a steering committee and ultimately overseen by ERIG – the UIC Heads of Telecom forum. This work complements UIC's active participation in 3rd Generation Partnership Project (3GPP) meetings representing the railway sector, as well as its strong support for European Telecommunications Standards Institute (ETSI) Technical Committee on Rail Telecommunications (RT) activities, including holding the chairship.

One of these six bodies is the Architecture & Technology Working Group (ATWG), which is responsible for developing and delivering the Future Railway Mobile Communication System (FRMCS) System Requirements Specification (SRS), and works closely with UNITEL, 3GPP, ETSI RT, and FP2-MORANE2, while also ensuring close coordination with the other UIC FRMCS working groups.

The FRMCS V3 Specifications, which will define the first edition of FRMCS and enable the launch of national pilots, are currently at a critical stage of delivery. The SRS is critical to this deployment, as it translates functional requirements into core system and architecture capabilities.

The first UIC FRMCS ATWG meeting took place in March 2015. More than a decade later, on 27-28 May 2026, the ATWG successfully held its 100th meeting, jointly organised with the Swiss Federal Railways (SBB) in Bern. Over this period, the FRMCS System Requirements Specification has reached a high level of maturity and quality. This complex work requires highly specialised expertise, combining functional requirements with 3GPP radio and mission-critical specifications, as well as advanced connectivity and architectural capabilities.

The 100th ATWG meeting focused on ongoing SRS development and bringing it into closer alignment with the FRMCS Functional Specifications, in preparation for the next version of the specification, scheduled for delivery at the end of November 2026.

Jean-Michel Evanghelou, UIC Director Digital Systems & Innovation, joined the meeting remotely to express UIC's appreciation for the sustained, high-quality work delivered over the years. He also reaffirmed UIC's support for the next key challenge: delivering a complete SRS on time to enable the inclusion of FRMCS Version 3 in the 2028 Technical Specification for Interoperability Control Command and Signalling (TSI CCS), which will mark the formal starting point for FRMCS deployment.

UIC remains confident that, despite the challenges ahead, the milestone of delivering the UIC V3 specifications by the end of next year will be achieved.

This achievement will pave the way for the introduction of FRMCS—a 3GPP 5G Standalone Mission-Critical System. FRMCS will go far beyond simply replacing GSM-R; it will provide the foundation for large-scale railway digitalisation, significantly enhancing performance while maintaining and exceeding current safety levels.

From 9 to 11 June 2026, the UIC Security Department organised the second SafeTravellers project railway pilot, held at UIC headquarters, offering a glimpse into the future of secure and seamless rail travel. The pilot simulated a cross-border train journey, showcasing how biometric passports and mobile enrolment applications can streamline identity checks for both passengers and border guards.

Approximately 50 participants, including border control professionals, technology providers and UIC staff, took part in realistic scenarios designed to evaluate SafeTravellers' innovative identity verification solutions and provide feedback on usability, efficiency and traveller experience.

In addition to the pilot runs which tested mobile scenarios, participants were able to explore a series of live demonstrations presenting the different technologies developed within the project. These included, among others, the testing of the BioPod solution in a fixed scenario, highlighting its potential for enhancing identity checks in railway environments.

The third day of the pilot welcomed external observers, including representatives from the European Commission, Frontex, the French Ministry of the Interior, and Eurostar. They provided valuable insight, reinforcing the project's relevance for European border management stakeholders.

The SafeTravellers project seeks to transform border management by integrating multimodal biometrics and secure digital identity frameworks into transport systems. This second pilot provided a controlled environment to assess how these innovations can be tailored to the unique requirements of the railway sector.

Beyond proving the technical feasibility of the technologies tested, the pilot underscored the importance of cross-sector collaboration in building a more secure, efficient and user-friendly travel experience.

A special note of appreciation goes to the UIC colleagues who volunteered to be test passengers, representing departments such as Sustainability, Institutional Relations, Rail System, Freight, Operations and Safety, Passenger, IT and more. Their engagement with the Security Department in this activity was key to the success of the simulation and the richness of the feedback collected.

On 5 June, the International Union of Railways (UIC) marked UN World Environment Day by hosting a high-level global webinar dedicated to the critical role of railways in a sustainable future. The session brought together industry leaders from across the globe to discuss the intersection of climate finance, ESG strategies and the urgent need for infrastructure adaptation.

Opening the webinar, François Davenne, Director General of UIC, emphasised the responsibility of the transport sector in the global fight against climate change. Highlighting the significance of 5 June, Davenne noted that as the world seeks to protect vital ecosystems, the railway sector is uniquely positioned to drive this mission forward. Across all continents, railways are recognised as one of the greenest transport solutions, producing far lower emissions than road transport, Davenne stated. He insisted that investing in modern, electrified rail systems is a strategic necessity to reduce congestion and pollution in rapidly growing regions, and that rail must be positioned as the primary driver of a low-carbon future. He underscored UIC's commitment to this transition, noting that UIC supports the railway sector in strengthening resilience to climate change by developing global standards, sharing best practices and advocating for rail to receive the carbon credit revenues it deserves.

A major highlight of the event was the address delivered on behalf of Mohamed Rabie Khlie, CEO of ONCF, which positioned Morocco at the forefront of the sustainable transition. The speech underscored ONCF's role as a leader in the deployment of Green Bonds, demonstrating how innovative financial instruments can be used to fund large-scale, low-carbon infrastructure. By aligning its ESG strategy with global environmental and social objectives, ONCF is not only enhancing its own resilience to climate risks but also serving as a benchmark for African railways.

The webinar featured detailed case studies illustrating how ESG integration drives value across different regions. ADY of Azerbaijan and RENFE of Spain showcased how integrated sustainability management serves as a catalyst for long-term operational excellence, while ONCF provided a blueprint for how a strong ESG strategy is essential to ensure that infrastructure investments are aligned with the global energy transition.

The discussion then pivoted to the physical realities of a changing climate. Representatives from KRC of Kenya and EFE of Chile provided sobering insights into the increasing frequency and intensity of extreme weather events. Through their case studies, these operators illustrated the direct impacts of climate volatility on rail networks and highlighted the vital work currently underway in infrastructure reinforcement and advanced operational controls. The consensus was clear: to protect the future of global mobility, significant and targeted investment in rail adaptation is essential.

The momentum generated during the World Environment Day webinar will culminate in a landmark event this autumn. UIC, in partnership with ONCF, is proud to announce the upcoming high-level meeting in Rabat, Morocco, on 14 and 15 October 2026. Building on the themes of resilience and finance, the Rabat event will move from dialogue to action, featuring a series of strategic roundtables designed to bridge the gap between climate necessity and financial feasibility. These sessions will focus on mobilising capital for rail and innovative financing mechanisms, urban rail and mobility financing, regional integration and freight corridors, and project preparation and bankability. The event will achieve an historic milestone with the signing of the Rabat Declaration and the official launch of a coalition for carbon credits for rail and public transport, marking a new era of unified action for the global railway community.

Don't miss your chance to be part of this global movement – register here.

Launch conferences at UIC in Paris

The International Level Crossing Awareness Day (ILCAD), a global initiative led by the UIC, yesterday marked the launch of its 18th annual campaign. Its aim is to raise public awareness of the potential risks at level crossings and improve safety. Closely followed by the global railway community, ILCAD has become a key event for the sector.

The conference, moderated by Allan Spence, Chair of the UIC Global Level Crossing Network, opened with a welcome address by François Davenne, UIC Director General, followed by discussions dedicated to advancing rail safety worldwide.

In his opening remarks, François Davenne underlined a fundamental challenge facing the rail sector: as rail continues to grow as a sustainable and efficient mode of transport, safety must remain at the core of its development.

Around fifty countries generally take part in the annual ILCAD campaign. Each year, a partner country organises the launch conference, providing an opportunity to share best practice and projects aiming to improve safety and reduce the number of incidents at level crossings.

In addition to ILCAD, in June 2022, UIC launched a second global safety campaign called Trespass Awareness Day (TRESPAD) with the 5th edition being celebrated this year.

Around the world, regardless of country or culture, the rail industry faces the same problems, as accidents and fatalities involving level crossings account for almost a third of all rail accidents. If incidents involving pedestrians trespassing on tracks are included, this figure increases to over 90%.

While the vast majority of collisions are caused by users deliberately taking risks or making the wrong decisions through oversight, habit, or by being distracted, risk assessments, as well as technical solutions and innovation, are being used to improve the most dangerous level crossings. In addition to safety measures, education/awareness initiatives can be launched to improve safety and, if necessary, enforcement measures can then be implemented to counter inappropriate behaviour at level crossings and on and near tracks.

By raising awareness, educating and working in collaboration with various sectors, ILCAD and TRESPAD strive to reduce the number of incidents and save lives.

This year, the public in general is being targeted with the slogan “Alert today – Safe tomorrow”.
Crucial topics such as risk assessment, technical and innovative solutions, education, public awareness and cross-sector collaboration (road, rail, police, decision-makers, land-use planning) to ensure rail safety were addressed, with speakers hailing from Europe, Japan, Africa, Canada and the USA.

Alongside these conferences, an exhibition was held with industry leaders from the sector, including the SNCF Group (France), Wavetrain (Norway), Imotion Analytics (Spain), Hitachi (France), IDS (Italy), Schweizer Electronic (France), Zöllner Signal GmbH (Germany), Gmundner Fertigteile-Bodan (Austria), East Japan Railway Company (Japan, Paris Office), IHI Corporation (Japan), Sankosha Co. Ltd (Japan) and Universal Signalling (UK).

These companies are generously supporting the events and showcased their innovative solutions on-site during the conferences.

The 11 June will be dedicated to technical visits at various locations organised with the support of SNCF Réseau.

A few figures:

According to the UIC Safety Report (available via the interactive dashboard), in 2024:

34 partner railway companies from 31 countries reported an average of 10 victims per week at level crossings, with these mostly being level crossing users (98%).

The split between accidents with vehicles and accidents with persons at level crossings accounted for 68% and 32%, respectively.

For collisions with vehicles, 11% of accidents were without victims, 15% of accidents had two or more victims, 45% of accidents had one seriously injured person and 29% of accidents resulted in a fatality.

For accidents where an individual was hit by a train at a level crossing, 28% of these accidents resulted in a serious injury, while 71% of these accidents were fatal with approximately 1% resulting in multiple victims.

Regional and long-distance passenger trains were involved in 70% of level crossing accidents.

Over the five previous years, the number of accidents related to intrusions had generally followed an upward trend. While a low was achieved in 2020 (824), 2022 marked a sharp peak (983), which was confirmed in 2023 (986).

However, 2024 marked the first reversal of this trend, with a decrease in intrusion-related accidents (-6%) as well as in the number of associated victims (-7%) compared to 2023.

Visit

The European Management Committee (EMC) of the UIC European Region met in Paris on 8 June 2026 under the chairmanship of Stefano Donnarumma, CEO of FS Group, to review progress on a number of strategic priorities identified by European railway leaders for the 2026-2027 period.

The meeting confirmed the EMC's commitment to maintaining a focused agenda centred on system-critical transformations affecting the future of European rail, including standardisation, resilience, digitalisation and data interoperability.

As part of the governance agenda, members approved the nomination of Andreas Matthä, CEO of ÖBB, as the fourth representative of the European Region on the UIC Executive Board. His appointment completes the European representation alongside Stefano Donnarumma (FS), Martin Frobisher (Network Rail) and Ivana Piňosová (ZSSK).

A first discussion focused on standardisation and the ongoing cooperation between UIC and CEN-CENELEC. Members were informed of the progress made in strengthening operational cooperation with relevant technical committees. The EMC also reviewed progress on railway resilience and climate adaptation. Members took note of the development of the RERA Hub, now established as a permanent UIC activity dedicated to resilience. The Hub provides a platform for cooperation on business continuity, critical asset protection, resilience investment and the exchange of operational best practices. Participants highlighted the growing importance of resilience as a strategic management issue for railway organisations facing increasingly frequent climate-related disruptions.

A substantial portion of the meeting focused on railway ontologies, a topic recognised by the EMC in Prague as a key enabler of future digitalisation. Discussions underscored the growing importance of semantic interoperability in supporting use cases such as digital twins, artificial intelligence, capacity optimisation, and cross-border data exchange. Members agreed on the value of building on existing initiatives and expertise while ensuring strong alignment across ongoing activities. To further foster knowledge sharing and collaboration, it was agreed to organise a workshop bringing together subject-matter experts from member companies to exchange experiences and present practical examples of ongoing work, The outcomes of the workshop will be reported back to the EMC at its September meeting.

The meeting concluded with a best-practice exchange featuring Phil Williams, Managing Director of ASD Team Defence Information. Drawing on the experience of the aerospace and defence sector, the discussion explored how common approaches to maintenance data exchange and lifecycle information management have helped improve interoperability, digital continuity and collaboration across complex industrial ecosystems. Members considered the lessons that could be relevant for the future development of the railway sector, particularly in the context of digitalisation, predictive maintenance and asset lifecycle management.

The discussions in Paris reflected the EMC's continued evolution from a strategic discussion forum towards a platform supporting implementation and coordination on key European railway priorities.

The International Union of Railways (UIC) has published the report Financial Models for High-Speed Rail Infrastructure, a comprehensive study examining how high-speed rail projects can be structured, financed, and delivered in a context of growing policy ambition and increasing pressure on public finances.

Developed in collaboration with the Florence School of Regulation (FSR) of the European University Institute, and with the active support of four major UIC member organisations — ADIF (Spain), DB (Germany), FSI (Italy), and SNCF (France) — the study draws on the analysis of around 20 high-speed rail projects across Europe, Asia, and the Americas to assess the strengths, limitations, and conditions for success of three principal financing approaches.

High-speed rail is among the most financially demanding infrastructure investments a government can undertake. With an average construction cost average around EUR 45.5 million per kilometre at a global level (with significant variation across countries and project types: costs can run considerably higher in challenging terrain or urban environments, and considerably lower in countries with mature procurement systems and favourable geography), negative cash flows that can persist for over a decade, and revenue streams structurally constrained by regulation, the sector requires careful and tailored financial architecture. At the same time, the European Commission's mandate to develop an EU High-Speed Rail Master Plan has placed the question of investment frameworks at the centre of the transport policy debate.

The report examines public delivery, which remains the dominant and lowest-cost model worldwide, and identifies instruments to reinforce its long-term sustainability, including dedicated rail investment funds, multi-year programming, and corporate finance through loans and green bonds. It then analyses Public-Private Partnerships (PPPs), recognising their role as a fiscal bridge in contexts of genuine budgetary constraint, while highlighting the importance of realistic risk allocation and the preference for availability-based over traffic-based structures. Finally, it explores the Regulated Asset Base (RAB) as a governance and regulatory framework that can deliver a lower cost of capital than PPPs while offering greater flexibility than long-term contracts.

The study also addresses carbon finance as a structural funding lever: modal shift from aviation and road transport generates significant avoided CO2 emissions that, monetised through the EU Emissions Trading System, can represent a material contribution to project financing across all delivery models.

The report was coordinated by the UIC Passenger Department and guided by the UIC Intercity and High-Speed Committee (ICHSC).

The full report is available on the UIC shop: https://shop.uic.org/en/other-reports/15109-financial-models-for-high-speed-rail-infrastructure.html

Work is already underway to translate these findings into an interactive decision-support resource for practitioners and policymakers. More to follow.

Can tourism become a catalyst for revitalising regional rail lines in rural areas, supporting local communities while creating new opportunities for sustainable travel?

This is one of the key questions that will be explored during the conference “Low Traffic, High Value: Unlocking the Potential of Rail Services in Europe's Rural Areas”, organised as part of the EU-funded Tour&Rail project. The event will take place on 16 June 2026 in Florence, Italy, and online, from 09:00 to 12:30 CET, and will bring together the Tour&Rail consortium, including UIC, alongside railway professionals, policymakers, regional authorities, tourism stakeholders, researchers and mobility experts.

Looking beyond passenger numbers

In an era where transport systems are increasingly measured by efficiency and demand, many regional rail services face mounting pressure due to lower traffic volumes. Yet their true value often extends far beyond mere ridership statistics.

For millions of Europeans, these rail connections are lifelines, linking communities to employment, education, healthcare, and tourism opportunities while providing a sustainable alternative to road transport. They also play a crucial role in supporting regional economies and facilitating the achievement of Europe's climate goals.

The conference will challenge traditional perceptions of low-demand rail services and demonstrate why their contribution should be assessed not only through operational performance, but also through their wider social, environmental, and economic impact.

Exploring how tourism can support regional rail and rural development

How can tourism contribute to the long-term viability of regional rail services in rural areas? What methodologies can be used to assess the wider value generated by rail-tourism ecosystems? And how can local stakeholders work together to maximise the potential benefits for both residents and visitors?

Through expert presentations, practical case studies, and interactive discussions, participants will explore how tourism can act as a catalyst for the revitalisation of rural communities served by regional railways. The conference will showcase the approaches developed within the Tour&Rail project and examine how stronger synergies between tourism and rail can support economic development by supporting shops and businesses, social cohesion (such as improving accessibility and enhancing quality of life), and attract tourism. Case studies from Portugal and Italy will be presented to this end.

By looking beyond traditional transport indicators, participants will explore how to capture and measure the broader value that regional rail services can create.

Key topics in the programme:

Methodologies for assessing the socio-economic value generated by rail tourism

Indicators and tools to measure the impact of tourism on regional rail services and rural development

Case studies showcasing successful partnerships between the rail and tourism sectors

Cooperation models involving railway undertakings, tourism organisations, local authorities, and regional stakeholders

Strategies to drive sustainable mobility, local development, and regional appeal through tourism

Contribution of rail-tourism initiatives to social inclusion, and regional cohesion and resilience

Join the conversation in Florence

Whether you attend in person or online, leading experts and stakeholders who are committed to strengthening the future of regional rail in rural across Europe will be there to open the discussion. The conference will provide insight, practical examples, and a space to explore how low-traffic rail services can generate value for communities, regions, and the wider transport system.

The event will be conducted in English and Italian, with simultaneous interpretation provided throughout the session.

UIC is pleased to invite you to an upcoming webinar on 22 June 2026 from 10:00-11:30, dedicated to a pioneering project to convert the historic ALn 668 railcars from diesel traction to Bio-LNG.

This initiative represents a concrete example of how heritage railways and sustainable innovation can be successfully combined, supporting decarbonisation while preserving historic rolling stock.

Organised by UIC, the webinar will be presented by the Italian State Railways (FS) Treni Turistici Italiani, Hitachi Rail, and Ecomotive Solutions, and will provide a comprehensive overview of the project from its strategic concept to operational deployment.

The session will begin with an introduction by UIC, followed by a presentation of the project's background and the strategic choices that led to the transformation of the ALn 668. Speakers will then illustrate how the technical conversion from diesel to LNG is conducted, including modifying onboard systems and the rolling stock's layout, as well as the transforming the engines and control systems to enable gas operation.

The webinar will also compare the performance between diesel and LNG in service, supported by operational data, and will present the logistics solutions for refuelling, including the use of a dedicated mini-tanker system. LNG and Bio-LNG's characteristics will also be discussed, including their environmental benefits and reduced emissions.

Further contributions will address the certification and authorisation process, the tourist line on and operational context in which the converted railcars are deployed, and the future perspectives for extending this solution to other applications. The session will conclude with a Q&A segment, allowing participants to talk directly with the project partners.

Following the fourth data collection cycle for the UIC sustainability benchmarking tool, participants have now received their new score and personal Rail Sustainability Index (RSi) reports.

UIC members take part for a variety of reasons, with many using the tool internally to help review and improve their sustainability strategies. By identifying their strengths and weaknesses, members can target actions for improvement. Others also use their RSi badge externally to demonstrate their sustainability credentials to stakeholders, including to their investors.

Together, we can build a sustainable vision for rail by highlighting all of the decisions, projects, and policies implemented around the world, and demonstrate just how urgent and necessary the modal shift to rail is. We already have participants from around the world; however, we need to increase participation further in order to strengthen our position.

All UIC members are invited to join the RSi project, which is available free of charge and exclusively for their use. By participating in RSi and sharing your data, you will receive a personalised score, a badge and access to a dashboard, all handled with full confidentiality. You may then choose how to use these outputs, whether for internal communication, external press releases, or sustainability reporting.

Participants are also encouraged to share best practices for each of the selected Sustainable Development Goals (SDGs) in order to strengthen the position of rail and to benefit from mutual learning across the sector.

Presentation of the badge certificate
During a training event in Seoul, Lucie Anderton, UIC Sustainability Director, personally presented the badge certificate to Kwon Ki-dong, Director of International Cooperation at KORAIL, saying “By increasing its score to manager level in RSi 2025, the Korean passenger and freight operator has demonstrated continued progress in strengthening its sustainability performance across key areas. The company is advancing its 2050 Carbon Neutral Roadmap and participating in Korea's K-RE100 initiative, contributing to global rail decarbonisation efforts.”

Insights and calls for further participation

The Serbian Infrastructure Manager (IZS), invites other companies from the Western Balkan region to join RSi, following its own first-time participation.
A high score was achieved through the implementation of policies and practices in the areas of gender equality and the economic empowerment of women, through an established legal framework for preventing labour and financial discrimination, as well as increased representation of women in leadership positions (SDG 5). A significant contribution was also made through the implementation of occupational health and safety policies (SDG 8), supported by the long-standing commitment of the HR Manager to advancing gender equality.

Trains of Portugal (CP) has participated in the last three campaigns and has improved its score each time. This provides an excellent opportunity to highlight the progress made and the growing importance of Environmental, Social, and Governance (ESG) and SDG-related topics within the company.

Italo, the Italian high-speed operator, has actively participated in RSi from the outset. This long-term commitment is reflected in the continuous improvement of its overall performance across the four campaigns.

Dutch Railways (NS), participating for the second time, achieved the maximum score for SDG 7 (Affordable and clean energy), and SDG9 (Industry, innovation and infrastructure), as well as obtaining a good score for SDG5 (Gender equality) and SDG 12 (Responsible consumption and production).

The Spanish National Railway Network (RENFE), having participated in the last three campaigns, maintained a very high score, achieving maximum results for SDG 9 and SDG 11 (Sustainable Cities and Communities), and strong performance in SDG 7 and SDG 12.

The Slovenian Railways (SŽ) has participated in all of the campaigns and significantly improved its score in 2025. The Safety Index, calculated by the UIC Safety Working Group and only applicable to infrastructure managers, showed a marked improvement, reflecting a reduction in incidents and accidents on the Slovenian tracks. Strong results were also recorded for SDG 7 and SDG 11.

Next campaign
The next RSi campaign will be launched in mid-June 2026 and will close in mid-October 2026. Results and scores will be available in January 2027.

On 18 May 2026, UIC held the first session of its Asia-Pacific Web Series, bringing together UIC members and partner organisations to explore how rail can strengthen its position within climate policy and finance frameworks.

The session provided an overview of UIC's engagement in international transport policy, including efforts to position rail within Nationally Determined Contributions (NDCs), support the modal shift to rail, promote network expansion, and improve access to climate and carbon finance. These activities are part of UIC's broader objective of ensuring that rail is recognised not only as a low-carbon mode of transport, but also as a strategic investment for achieving national and global climate goals.

Discussions highlighted positive trends across the Asia-Pacific region. Recent analysis presented by the Asian Transport Outlook (ATO) showed growing public investment in rail infrastructure alongside rail's role in reducing transport emissions being increasingly recognised. While private investment remains spread across multiple modes of transport, the findings suggest that governments are increasingly prioritising rail as part of their long-term decarbonisation strategies.

A recurring theme throughout the session was that carbon markets have untapped potential to support railway investment. The participants examined developments across compliance, voluntary, and Article 6 carbon markets, noting that rail remains significantly underrepresented despite its substantial potential to reduce emissions. While modal shift and operational efficiency-related projects can produce measurable climate benefits, challenges remain around demonstrating additionality, establishing credible baselines, and navigating the limited number of methodologies currently available. At the same time, emerging opportunities under Article 6 mechanisms could provide higher-value revenue streams for qualifying projects, particularly where governments are seeking solutions aligned with their NDC objectives.

The discussion was further enriched by perspectives from the China Academy of Railways Sciences (CARS), where ongoing developments in the national Emissions Trading System (ETS) and China Certified Emissions Reduction (CCER) programme are creating new opportunities for carbon asset management. Railway applications ranging from traction decarbonisation and energy efficiency improvements to modal shift initiatives were identified as promising areas for future development, underscoring the importance of robust baselines and methodologies.

Attention was also paid to discussing emissions beyond railway operations. Research presented by Southwest Jiaotong University (SWJTU) on the lifecycle carbon footprint of railway tunnel infrastructure demonstrated that construction activities account for the largest share of emissions, with production and construction processes accounting for the most significant portion. The findings highlighted the importance of adopting a whole-life approach to decarbonisation through low-carbon materials, energy-efficient construction practices, and improved asset management.

Across all presentations and discussions, participants reached a joint conclusion: while opportunities to mobilise carbon finance for rail are expanding, significant technical and institutional barriers remain.

Methodology development, baseline setting, monitoring and verification requirements, and capacity constraints continue to limit the sector's ability to fully benefit from emerging carbon-market mechanisms.

As interest in climate finance and carbon markets continues to grow, UIC is strengthening its work to support members in accessing these opportunities. Through technical guidance, methodology development, knowledge sharing, and international advocacy, UIC is working to ensure that rail is better represented within climate finance frameworks and carbon market mechanisms. Continued collaboration with members and partners will be essential to advancing this agenda, unlocking new investment pathways, and accelerating the contribution of rail to climate goal worldwide.

The final conference of the UIC Hydrogen RISKS project took place on 26 May 2026, hosted by the Spanish Railway Infrastructure Manager (ADIF) in its Railway Technology Centre (CTF) in Málaga, Spain, bringing together railway experts and stakeholders to discuss the safe deployment of hydrogen technologies in the rail sector.

The event showcased the experience and technical knowledge gained by the project partners in this emerging field, with particularly interesting contributions coming from the UIC members ADIF, Italian Railway Network (RFI), and French National Railways (SNCF). The conference also provided an opportunity to reflect on the project's main outcomes and the next steps for introducing hydrogen-powered systems in railway environments.

The day before the conference, project members were invited by the Spanish National Hydrogen Centre (CNH2), to visit its facilities in Puertollano. During the visit, participants were able have a first-hand look at part of a hydrogen-train prototype, giving a practical insight into the technology and challenges associated with this energy solution.

As partners in the Hydrogen RISKS project, the Italian operator Ferrovie Nord Milano (FNM) and the European Union Agency for Railways (ERA) were invited to contribute to the conference through a presentation and by moderating a discussion session.

A particularly notable feature of the event was the participation of a Korean delegation, including a presentation from the Korea Railroad Research Institute (KRRI) and the attendance of several colleagues from the Korean Railways (Korail), underlining the growing international interest in hydrogen applications for rail.

The conference was attended by around 45 participants in person (almost sold out!), with a further 20 people joining online.

One of the key outcomes of the project is a UIC publication of a methodology for developing a risk assessment and analysis method for hydrogen-based energy systems in railways. The document, entitled UIC Hydrogen Risks – Guidelines for the Safe Introduction of Hydrogen Technologies in Railways, is publicly available here:

On 18 May 2026, a pivotal meeting hosted by ENSCO at the Transportation Technology Center (TTC) in Colorado brought together the region's leaders for the 12th North America Region Assembly (NARA), marking a significant milestone in regional collaboration. The assembly also coincided with the TTC Battery Summit, in cooperation with U.S. Department of Transportation (DOT), highlighting the critical intersection between electrification advancements, safety standards, and rail innovation.

During the assembly, the attendees unanimously endorsed the nomination of Ian Choudri, CEO of California HSR, as the new chair of the region. In his vision for the role, Choudri outlined a clear strategy focusing on aligning North American projects with UIC standards, as well as his hope to re-engage members in Mexico to create a unified regulatory environment that bridges European standards and US and Canadian regulations so that catch point technical challenges can be addressed. UIC Coordinator for the region, Lucie Anderton, then thanked Choudri for the exceptionally smooth transition when he became Acting Chair in December 2025, and announced the open call for candidates for a new Vice Chair for NARA.

Yuji Fukasawa, Chair of UIC and Chair of JR East, sent a message expressing his support despite his inability to attend in person. He first extended his warmest congratulations to the new Chair of the North American Assembly, adding that Choudri would have his full support as they sought endorsement from the General Assembly in July. He thanked him for taking on the responsibility and for representing the region within their global community, and said that he looked forward to working with him in the years ahead as he led this vital group.

He further emphasised the unique role of the region, noting, “The North American region has a distinctive profile and sets a benchmark for operational efficiency, technological innovation, and safety standards. Its scale and ambition make it a crucial environment for testing innovation and scaling international best practices. North America is therefore not only a participant, but a key driver of the industry's evolution”. Fukasawa concluded by expressing his commitment to aligning regional initiatives, to ensure that the specific strengths of the North American region were fully leveraged, as well as to achieve UIC's broader goals.

A central theme of the assembly was the discussion on international standards, which was established as the primary technical focus for the region. In relation to this, UIC Rail Systems Director, Adriano Scapati, presented a 1-year action plan, continuing on from the decision made at the 11th NARA last year. Participants emphasised the necessity of mapping and understanding the standards landscape in the region in relation to UIC International Railway Solutions (IRS) to facilitate project deployment.
The discussion highlighted a new initiative led by the International Rail Research Board to create Regional Competency Hubs. These hubs aim to bridge the gap between academic research and real-world railway operations, with a specific emphasis on integrating AI technologies and upskilling the workforce for the next decade.

The debate on talent and skills was a major highlight of the gathering, with debates regarding the critical importance of developing a specialised workforce capable of meeting the demands of next-generation rail technology taking central stage. Consensus was reached that this topic requires ongoing, dedicated discussion to ensure that the region possesses the necessary human capital to execute its ambitious plans.

The agenda also featured a comprehensive knowledge sharing session. Updates from the Federal Railroad Administration (FRA) on recent research were presented, alongside critical lessons learned from Via Rail in Canada regarding new rolling stock performance in cold weather conditions. California HSR provided progress reports on their ongoing projects, while the Association of American Railroads (AAR) highlighted the work and facilities at the MXV research test centre.

The meeting closed with a strong commitment to international collaboration being voiced. As the industry looks toward NARA under the new leadership of Choudri, coordinated efforts between government bodies, researchers, and the private sector are essential to overcoming current challenges.

The gathering also confirmed a busy schedule for the coming years, with the next meeting set to take place in Chicago on 4 October. Subsequent meetings will be held at the APTA Transform Conference next spring in California, and in Canada in the autumn.

Following the formal proceedings, the attendees took part a technical visit to the TTC facility. This tour provided a firsthand look at the centre's advanced training, testing capabilities, and infrastructure, reinforcing its role as a key hub for innovation in the rail sector.

“Addressing rail roughness in noise management: Insights from the UIC ACORD Project”
The UIC ACOustics of Reprofiling and onboarRD monitoring of rail roughness (ACORD) project highlighted UIC's collaborative work with 14 infrastructure managers, the Scientific and Technical Centre for Building (CSTB), and VibraTec on improving railway noise management through enhanced rail roughness monitoring and acoustic assessment methodologies.

The key focus was the development of an auralisation model combining wheel-track parameters with roughness data to simulate pass-by railway noise before and after reprofiling work. Through this, controlled comparisons of rail surface conditions can be made and more accurate evaluation of acoustic performance supported. The project also presented ongoing listening tests involving more than 100 participants to assess perceived annoyance, tonality, and overall acoustic quality using simulated railway noise samples. These activities aim to strengthen the link between technical rail roughness parameters and human perception of railway noise.

Building on these results, the ACORD project is currently developing two International Railway Solutions (IRS):

Technical guidelines for on-board measurement systems for rail acoustic roughness

Indicator for the acoustic quality of reprofiling

These activities support the harmonisation of rail roughness monitoring and acoustic assessment practices across the railway sector while contributing to more effective and sustainable railway noise mitigation strategies.

“Valuing nature in rail infrastructure: Applying the ECOV4R Framework in the UK and Spain”
This work showcased the activities of the UIC Sustainable Land-Use Sector related to biodiversity, ecosystem services, and sustainable infrastructure planning. Through pilot studies in the UK and Spain, the poster highlighted how the UIC Ecosystem Valuation for Railways (ECOV4R) Project framework supports the integration of ecosystem valuation and natural capital considerations into railway infrastructure projects and land management practices.

Together, these activities demonstrate UIC's continued commitment to supporting sustainable, environmentally responsible, and scientifically grounded approaches to railway infrastructure management across Europe. UIC looks forward to the next edition of the TRA, which will take place in Milan from 5-8 June 2028.

The CBRNe4rail EU project, coordinated by the UIC Security Department, held its second Progress Meeting and Steering Committee on 11-13 May at the ENEA Research Centre in Frascati (Rome). Partners gathered in person to review achievements to date, validate key technical outputs and coordinate the next phase of work toward strengthening railway resilience against Chemical, Biological, Radiological, Nuclear and explosive (CBRNe) threats.

The project is progressing steadily and on track

The Steering Committee confirmed that the project continues to advance according to plan. Two major technical reports were recently delivered by University of Lodz: State of the art review of CBRNe security in railways, providing the first consolidated picture of CBRNe preparedness in European railways, and On-site study visit methodology and report, summarising expert technical visits and interviews conducted at five partner railway stations.

A key finding emerging from this work is that stations are generally well prepared for conventional threats but insufficiently equipped and trained for CBRNe incidents, highlighting the importance of the project's upcoming training programme and the future guideline for improvement of railway security level and response to CBRNe incidents.

Training curriculum was validated at the end-user workshop

Together with the progress meeting, a workshop was held to validate the CBRNe training curriculum by the project consortium and railway end-users. The curriculum was developed jointly by NBC School, SAFE and ENEA and builds on the EU RESIST project while adapting content to the specific needs of the rail sector.

The curriculum is designed as a one‑week intensive training for railway security staff and first responders and is composed of nine modules covering different aspects of CBRNe threats. SAFE also introduced the Virtual Reality (VR) training module, which will immerse trainees in a realistic CBRNe scenario set inside a virtual railway station, enabling safe and repeatable practice of decision‑making and response actions.

With this curriculum validated, the consortium now moves towards the implementation of the four training sessions, which will take place at the NBC School in Rieti between September and October 2026. Each session will gather around 15 rail stakeholders from Italy, Poland, Slovenia, Spain and Sweden.

Next steps - From training courses to implementation in field exercises

ENEA and other partners have also begun preparing the five in-situ exercises planned for the first half of 2027. These exercises will test the operational readiness of railway end-users and validate the tools, procedures and training developed throughout the project.

UIC's Station Managers Global Group (SMGG), in collaboration with the French National Railways (SNCF) and the Watford Group, is preparing an international gathering in Paris on 14-16 October 2026 that marks a new step for the long-running Watford Conference tradition. Founded in 1963 as a discussion space for architects, designers, and railway professionals, the Watford Conference has built a reputation for connecting operational reality with design and planning aims. The 2026 edition continues that legacy while moving to a more structured, high-level training programme with a certification aspect.

At its heart is a message that resonates across the sector: railway facilities should no longer be understood merely as functional interfaces for transport. They are becoming strategic urban and industrial assets – places and systems where mobility choices, land use, passenger and staff experiences, operational performance, and sustainability objectives meet.

Against this backdrop, the Paris training course will explore how the design, delivery, and operation of railway buildings and infrastructure influence cities and mobility systems, while also addressing broader design aspects related to railway products and rolling stock environments.

A programme designed for learning and comparison

The format is built around a combination of expert presentations, international case studies, and high-level peer-led discussions, complemented by technical visits and on-site learning. By bringing together perspectives from different countries and disciplines, organisers aim to move beyond “best practice” narratives and instead compare approaches, constraints, and implementation pathways.

Participants can expect sessions covering the planning, development, and management of a wide range of railway assets, including how to enhance user experience (passengers and staff), integrate multimodal connections, and embed sustainability, resilience, and maintainability into planning and delivery. The programme also aims to strengthen professional networks across the railway built-environment community, connecting operational leaders with planners, designers, engineers, and infrastructure specialists.

Focus theme: Railway infrastructure and urban transformation

The 2026 theme “Railway infrastructure and urban transformation” will set the tone for discussions on how rail shapes growth and regeneration, from central districts to suburban areas. The goal is to look beyond stations and consider the entire railway ecosystem (stations, technical centres, depots and maintenance facilities, bridges, tunnels, interfaces with surrounding neighbourhoods, and architectural components associated with rolling stock) as part of a wider system that can influence urban form, accessibility, and economic activity.

Paris as a “living laboratory”

The event will be hosted in Paris, at the heart of global railway cooperation. Therefore, the training course will offer direct insight into one of Europe's most dynamic areas in terms of transport and urban change. Exclusive technical visits will be part of the programme, with additional visits and networking opportunities also being offered around the event, including at the weekend.

Call for contributions

Professionals interested in sharing their experience and projects will be invited to submit presentations on a broad range of railway planning and delivery topics, including design, construction, and operations – with particular attention being paid to railway buildings and facilities (including technical centres), engineering structures (bridges and tunnels), architectural and interior rolling stock-related components, as well as graphics and corporate identity.

Registration is now open on the event page at: https://uic.org/events/56th-watford-conference-to-be-held-from-14-16-october-2026-in-paris

Information about the call for papers will also be available on the website from 20 May 2026.

Around the world, regardless of country or culture, the rail industry faces shared challenges at level crossings and along railway lines.

The majority of collisions occur when individuals deliberately take risks or make poor decisions, often driven by oversight, habit or simply being distracted. Therefore, reducing these incidents requires a comprehensive approach.

Trespass events on or near railway tracks affect the entire rail industry, with a negative impact on safety, performance, reputation, costs, and efficiency. The issue also affects society as a whole and is therefore something that we must tackle together.

Trespass Awareness Day (TRESPAD) is UIC's second global initiative to raise awareness of the risks at and around railway tracks and premises to prevent accidents, incidents, and casualties.

By raising awareness, educating the public, and working closely with partners across multiple sectors, TRESPAD and International Level Crossing Awareness Day (ILCAD) are committed to reducing incidents and ultimately saving lives.

This year's TRESPAD and ILCAD slogan: “Alert today, safe tomorrow”, perfectly captures this drive. The campaign aims to help level crossing users better understand the risks they face and to encourage safer, more responsible behaviour.

The 2026 campaign includes:

A new video compilation, featuring CCTV footage from several countries, highlighting common instances of level crossing misuse.

A series of posters developed by UIC, demonstrating how to cross level crossings safely.

The 2026 International Transport Forum Summit provided UIC with a golden opportunity to engage with policymakers, financial institutions, and international partners on the future of sustainable and resilient transport. The theme for the ITF 2026 Summit was “Funding Resilient Transport”, which is part of the 2025-2027 ITF Summit trilogy on transport resilience, focusing on mobilising investment and financing strategies to strengthen the resilience of transport systems. The summit explored ways to enhance long-term connectivity, efficiency, and reliability in transport infrastructure and operations.

This year, UIC took part in the summit to reinforce a clear message: rail must not only be recognised as a sustainable mode of transport, but as a strategic solution for a resilient transport system as a whole. This message was reflected in the various meetings between UIC and its trusted partners, including fellow transport associations, international organisations, multilateral development banks, and financial institutions such as Europe's Rail, the Community of European Railway and Infrastructure Companies (CER), Alstom, and FS Italiane. Representing rail, their presence reinforced the importance of collective action to expand innovation, investment, and resilient transport solutions. The discussions also showed that there was fertile ground for cooperation on certain intersections between rail and urban planning, regional development, and intermodality, among others.

UIC was represented by Director General François Davenne, alongside Lucie Anderton (Director of Sustainability), Joo Hyun Ha (Head of Advocacy), Michele Gesualdi (Senior Advisor for High-Speed Rail), and Anton Beck (Advisor for Partnerships), who contributed to discussions on climate finance, infrastructure resilience, high-speed rail development, and strategic partnerships.

Advancing climate finance for rail

A key focus of UIC's engagement was expanding discussions on climate finance and carbon markets.

Transport decarbonisation discussions often remain heavily focused on vehicle technology and electrification. UIC highlighted the need for greater attention to “avoid and shift” measures, particularly in terms of a modal shift to rail, both for passengers and freight. This is especially vital as while rail delivers substantial emissions reductions while generating broader benefits such as reduced congestion, improved air quality, and more efficient land use, these benefits are often overlooked in existing financing models and return on investment assessments.

At the summit, UIC also entered into discussions with development finance institutions and partners to explore how carbon markets and innovative financing mechanisms can better recognise avoided emissions and help secure greater investment in rail and public transport infrastructure. Furthermore, to help move from concept to implementation, UIC is also developing the Coalition for Rail in Carbon Markets. This is a multi-stakeholder initiative bringing together transport operators, financial institutions, development banks, and technical experts to develop and advocate for realistic carbon credit methodologies for rail and public transport projects. The coalition will initially focus on urban mass transit, high-speed rail, and the road-to-rail freight modal shift, while supporting pilot projects and advocacy efforts to ensure that these sectors can better access international carbon markets under evolving frameworks such as Article 6.4 of the Paris Agreement.

During the “Spotlight on Research” session, a UIC High-Speed project presented an overview of financing models and instruments for HSR infrastructure. Alongside outlining the characteristics and use-case for Public Delivery and Public-Private Partnership (PPP) models, the applicability of Regulated Asset Base (RAB) models in the context of HSR infrastructure funding were introduced, and the importance of expanding opportunities and methodologies for carbon credit revenues to rail was emphasised.

Connecting transport with urban development

UIC also used the opportunity to strengthen dialogue between the railway sector and the urban development community.

As cities continue to grow, transport infrastructure must be better integrated with land-use planning and urban development strategies. Discussions focused on how stronger cooperation can support more efficient urban growth, transit-oriented development, and new financing opportunities linked to accessibility and land-value creation. This discussion also builds on UIC's partnership with UN-Habitat through an existing Memorandum of Understanding. A meeting between Davenne and Anacláudia Rossbach at the summit further reaffirmed both organisations' shared commitment to strengthening the links between rail, urban development, and sustainable land-use planning.

Building resilience through long-term planning

In the context of growing climate, economic, and geopolitical uncertainty, UIC also highlighted rail's long-term advantages through energy efficiency, lower exposure to fossil fuel volatility, resilient infrastructure, and strong performance during disruptions.

At the ITF Summit Ministerial Roundtable on vision-led transport planning, Davenne highlighted the need to align long-term transport planning with financing models that support resilient, low-carbon infrastructure. He emphasised rail's role in strengthening connectivity, resilience, and decarbonisation, while calling for innovative financing approaches to better capture rail's long-term climate benefits.

Looking ahead: advancing rail's role in future transport systems

Throughout the summit, UIC also reinforced its role as both a technical expert and rail's advocate – helping shape innovative financing solutions while ensuring rail remains central to international discussions on sustainable, resilient transport systems.

Discussions at this year's ITF Summit highlighted growing momentum to better align transport, climate and finance agendas – reaffirming rail's essential role in building the transport systems of the future.

million passengers travel abroad on 300 long-distance services every day •
Passenger numbers up by around 30 per cent since 2019

(Berlin, May 9th 2026) It will be one of the longest rail routes across Europe: From summer 2028, Deutsche Bahn (DB) will offer a new daily direct service between Berlin and Oslo via Hamburg, Copenhagen, Malmö and Gothenburg, in cooperation with the Norwegian company Vy and the Danish company DSB. The service will be operated with the ICE L, DB's newest train. Two daily return services are planned. The journey time for the entire route from Berlin to Oslo will be around 14–15 hours.

From December 2027, the ICE L will already be operating between Hamburg and Copenhagen. The new direct service Hamburg–Copenhagen–Oslo is one of ten pilot projects supported by the European Commission for new cross-border long-distance rail connections. Particularly in light of the current oil crisis, rail travel is also proving popular for journeys to other European countries, with stable offers and reliable prices.

Michael Peterson, Member of the Management Board for Long Distance Passenger Transport at DB: “If you want to experience Europe, hop on a train! With fuel prices so high, long-distance trains remain a great alternative to driving or flying. With our new international service from Berlin via Copenhagen to Oslo, we're connecting Northern Europe even more closely – and linking three capital cities by rail.”

DB is currently experiencing a boom in demand for long-distance international rail services: since 2019, nearly a third more people have switched to climate friendly rail travel for their journeys across Europe. That amounts to over 25 million passengers – and the trend is upward. Between Stuttgart and Paris, the ICE and TGV services, with their unbeatable journey time of under three and a half hours, have even replaced direct flights between the two cities since this spring. DB has also recently expanded its services to Eastern Europe: in the 2026 timetable, two new daily direct services link the European economic regions of Leipzig, Wrocław and Kraków.

These European routes were particularly popular in 2025:

Munich–Zurich: plus 27 % [1]

Frankfurt–Paris: plus 22 % [2]

Cologne–Brussels: plus 16 % [3]

New and seasonal highlights for Europe's rail enthusiasts this year:

From mid-June: Launch of the direct service between Copenhagen – Hamburg – Berlin – Prague, with two return services per day

Between June 3rd and August 31st: additional summer ICE service from Cologne to Brussels, continuing on weekends to Ghent, Bruges and Ostend on the Belgian coast

Again this year, every Saturday in July and August: direct service from Frankfurt am Main to Bordeaux, starting on July 4th

From September 7th: four daily ICE services between Cologne and Antwerp, stopping at Brussels Airport for the first time and thus providing a connection to the ICE network

Simplified ticketing for train journeys in Europe:
Since the introduction of the new OSDM data standard by European railways and distribution service providers, buying international tickets has become even easier and more convenient. Tickets for ÖBB, SBB, SNCF, Eurostar, Trenitalia and SJ are now available directly via DB's digital sales channels, bahn.de and DB Navigator: Customers can, for example, book connections between Rome and Naples, Toulouse and London, or even from Barcelona on the Mediterranean to Northern Sweden in a single transaction with just a few clicks. More than 8,000 additional European destinations are now available: by high-speed train, night train or regional train. This also includes stops on the respective local public transport networks. And DB is constantly expanding its offering: the Dutch railway operator NS, for example, will be added later this year.

The new system is paying off: since international tickets for European railways on local and long-distance services have been available directly via DB's digital sales channels, sales for these tickets have increased by 75 per cent.

OSDM offers numerous benefits for customers: they usually receive clear pricing information for their desired connections immediately, including special offers from international rail operators. Furthermore, all booked tickets, including those from other rail operators, can be conveniently viewed and managed in the DB customer account.

Travel around Europe with the best ticket:
There are great savings and special offers available for cross-border travel to many European countries: from 19,99 Euro with super saver and saver fares to destinations including Belgium, France, Italy and the Netherlands: International journeys.

On 5 and 6 May 2026, the UIC Statistics Steering Committee (SSC) met in Strasbourg, France, at the invitation of the French National Railways (SNCF), to discuss ongoing work related to the harmonisation of railway statistics, data collection processes, railway indicators, and digital tools for railway data management.

The new edition of the Eurostat/International Transport Forum at the OECD (ITF-OECD)/United Nations Economic Commission for Europe (UNECE) Glossary for Transport Statistics has now been published. Several SSC members also contributed to the French and German translations of the rail chapter. Preparations were also launched for the upcoming Eurostat Rail Transport Statistics Expert Group meeting, including discussions on mirror-check statistics for international freight transport and the counting of interoperable railway lines within the Registers of Infrastructure (RINF) framework.

Additionally, a second survey on punctuality and reliability statistics (Table 19) confirmed the absence of harmonised methodologies among infrastructure managers, particularly concerning the measurement of delays, cancelled trains, and freight delivery performance. Further investigations will continue through the analysis of reference documents such as network statements, contingency plans, and resilience measures, before the topic is revisited at the next SSC meeting.

Several explanatory note clarifications and revisions were also agreed upon in order to improve the consistency of railway statistics, notably concerning energy consumption reporting by infrastructure managers and variables related to high-speed infrastructure and operations. Important decisions were also made regarding the revision of high-speed infrastructure statistics, including the deletion of variables with very low response rates and a clarification of the definition of high-speed lines and sections.

The committee also noted a decline in responses to International Railway Statistics data collections and increasing difficulty in obtaining data from certain railway companies in Africa, the Middle East, and South America. Members further discussed the European rail freight market's reduced coverage and the need to improve the representativeness of UIC statistics, as well as inconsistencies between different UIC datasets and the need to progressively unify data collection processes for statistics, sustainability, safety, and energy databases within a single framework.

On digitalisation and data management, the SSC reviewed the development of Railisa subscriptions and the new availability of API access for external users. They also further discussed railway traffic trends, resilience indicators, and sustainability reporting. A future publication on railway resilience following the COVID-19 pandemic will be prepared.

The next SSC meeting will take place on 6-7 October 2026 in Berlin, hosted by the German Federal Railways (DB), followed by the Statistics Platform Plenary Meeting on 19 November 2026 at the UIC headquarters in Paris.

More information on the meeting can be found on the UIC extranet.

UIC members are invited to keep on providing their data using our online tool at: http://stats.uic.org/.

As part of its 2026 Work Programme, the UIC Africa Safety Task Force held two workshops, on 25 March and 6 May 2026, focused on railway risk assessment.

These meetings aimed to strengthen a harmonised and structured approach to risk management across African railways, in alignment with international and regional safety frameworks.

The sessions covered, among other things:

An introduction to the European regulatory framework, primarily the CSM-RA under Regulation (EU) No 402/2013, as well as details of the HARMO COSMERA project, which aim to harmonise risk assessment practices in Europe and beyond.

A presentation by ONCF (Morocco) on the mature and structured railway risk management system fully embedded in its Safety Management System (SMS). Risk management is a continuous process based on hazard identification, risk analysis and evaluation, and the implementation of control measures.

An explanation of the operational railway risks along the Transgabonais line by SETRAG (Gabon), highlighting exposure to natural hazards (rain, landslides), track and rolling stock degradation, urban and forest intrusions, and human and environmental risks. These risks are assessed using a risk matrix combining probability and severity, and supported by incident statistics.

The Common Safety Method on Risk Assessment (CSM RA), presented by South Africa's Railway Safety Regulator, which provides a harmonised framework to manage risks linked to technical, operational and organisational changes.

A detailed CAMRAIL case study from Cameroon, illustrating a legally grounded and data driven risk assessment process based on severity and frequency, risk mapping, and a decision-oriented risk matrix.

Overall, these two workshops confirm that risk assessment is a key lever for continuous improvement, supporting safer railway operations and increased cooperation among African rail networks.

The work of the Africa Safety Task Force will continue in 2026 with a focus on:

Railways' resilience and climate change adaptation

Monitoring systems: key to railway safety

UIC is delighted to continue working on these issues, which we hope will help to improve operations and safety in the region over the coming years.

By raising awareness, educating the public and working closely with partners across multiple sectors, ILCAD and TRESPAD are committed to reducing incidents and ultimately saving lives.

This year's ILCAD slogan: “Alert today, safe tomorrow”, perfectly captures this ambition. The campaign aims to help level crossing users better understand the risks they face and to encourage safer, more responsible behaviour.

Driving the future of rail: Connectivity, sustainability and digital transformation

South-East Europe Strategic Alliance for Rail Innovation (SEESARI) and the UIC, (main organisers), together with the Saobraćajni institut CIP (CIP) as co-organiser, will host a major international railway event in Belgrade on 17 June 2026.

South-East Europe is at a strategic crossroads, where rail connectivity has become essential to economic sovereignty, regional stability and integration into global trade corridors. As countries move towards European standards and integration into the TEN-T network, rail must play a central role in sustainable growth and competitiveness, despite ongoing challenges such as fragmented infrastructure and the need for modernisation.

Marking the 10th anniversary of the SEESARI initiative, this high-level conference will bring together political leaders, railway executives, financial institutions and industry stakeholders. The objective is to define a shared vision for a more connected and competitive regional railway system, to accelerate cross-border cooperation and to mobilise investment in infrastructure, digitalisation and innovation.

Discussions will focus on four key priorities:

Regional connectivity and integration
Developing seamless cross-border rail links and strengthening integration into European corridors.

Investment and financing
Unlocking large-scale funding for modern, resilient and sustainable rail infrastructure.

Competitive rail freight and logistics
Positioning rail as a backbone of regional and international supply chains though concrete projects to support international corridors – interoperable solutions.

Innovation and technological leadership
Deploying next-generation solutions, including digital operations and data sharing, 5G telecoms/FRMCS, predictive maintenance and automation.

The event is expected to identify priority projects, foster partnerships and reinforce the role of UIC in supporting implementation and standardisation. More broadly, it will position South-East Europe as a key gateway between Europe and global markets.

Strategic message: Rail is a driver of sovereignty, connectivity and sustainable prosperity. Through strengthened cooperation, targeted investment and the support of partners such as UIC, South-East Europe has the opportunity to build a modern, interoperable and future-ready railway system, fully integrated into the European and global transport network.
