At London Climate Action Week 2026, UIC contributed to the international dialogue on transport, energy, and climate finance discussions, with multiple events addressing low-carbon transport investment, energy security, resilience, and links to the COP31 agenda. The growing, city-wide event is serving as an increasingly important platform for strategic discussion and amid heat warnings issued across London and much of Europe, the need for climate action felt more pressing than ever.

On 24 June 2026, the Mitigation Action Facility hosted the Transport Policy Roundtable Breakfast at the Department for Energy Security and Net Zero in London. The session focused on the enabling conditions for scaling low-carbon transport investment and examined how policy instruments, regulatory frameworks, and enabling conditions determine whether low-carbon transport investments are prepared, bankable, and scalable. Also highlighted were key issues such as governance gaps at subnational level, the role of industrial and innovation policy, and how international climate finance can better support the transport sector. UIC emphasised the under-exploited opportunity of carbon markets for the catalytic funding of sustainable transport investment such as rail and other public transport modes. These discussions were closely related to UIC's advocacy priorities of accelerating sustainable rail investment and promoting the role of rail in delivering climate objectives.

On the same day, at the session on ‘Accelerating the Implementation of Resilient and Adaptive Transport Infrastructure', experts from the International Coalition for Sustainable Infrastructure (ICSI), the Global Covenant of Mayors for Climate and Energy (GCoM), and UIC came together to discuss how resilient transport systems can be planned, financed, and delivered in ways that strengthen communities, work alongside nature, and are prepared for a changing climate. The UIC- coordinated Europe's Rail Joint Undertaking (EU-Rail) project ‘SYstemic Mobilisation for Joint Biodiversity and Infrastructure' (SYMBIOSIS) was a key topic of discussion in demonstrating how rail infrastructure can use its lineside green infrastructure as an asset to manage climate hazards such as flooding, landslides, and extreme heat while also benefiting nature.

On 25 June 2026, the Transport-Energy Nexus session took place at the Fédération Internationale de l'Automobile (FIA) Foundation in London. The session addressed energy security, resilience, and the role of renewables in transport. A moderated discussion focused on bottlenecks and solutions, including governance and planning silos, policy misalignment, the money and bankability gap, as well as grid readiness.

UIC highlighted that rail is the mode with the highest use of renewables and is highly electrified, however this is regionally variable. Sustained investment in electrification, with a modal shift, would significantly benefit the phasing out of fossil fuels in transport. When rail and renewable energy expansion is planned together strategically, better connectivity and energy security can both be accelerated.

These events at London Climate Action Week both brought attention to the structural conditions needed to accelerate cleaner transport: stronger planning, better governance, more effective finance, and closer coordination between energy and transport systems. They also reinforced UIC's role as a global platform, bringing together railway expertise to support the climate transition and advocate for sustainable transport solutions.

London Climate Action Week therefore marked an important milestone in the UIC Advocacy Plan, ahead of the Investment and Financing Solutions for Africa's Railway Future Forum, jointly organised by UIC and Moroccan National Railways (ONCF) on 14-15 October 2026, and COP31 in Antalya in November.

The discussions held and partnerships developed during the week will help to build momentum in reaching these major international milestones and further strengthen UIC's advocacy efforts.

On 10-12 June 2026 in Geneva, UIC participated in the 77th session of the United Nations Economic Commission for Europe (UNECE) Working Party on Transport Statistics (WP.6). The meeting addressed several topics of direct and indirect relevance to the railway sector, including monitoring the Sustainable Development Goals (SDGs), greenhouse gas (GHG) emissions, infrastructure resilience and sustainability, railway censuses, and the use of new data sources.

Monitoring transport-related SDGs

The World Health Organisation (WHO) presented the main findings of its upcoming Global Status Report on Road Safety. The report will focus on the links between transport and health by analysing road traffic mortality and morbidity, as well as the impact of air pollution. Drawing on extensive quantitative evidence, it will highlight the importance of shifting towards more sustainable mobility, including walking, cycling, and public transport.

WHO also noted that data on the road vehicle kilometres travelled are still not available on a global level.

Next, the UNECE Secretariat presented the launch of the United Nations Decade of Action for Sustainable Transport (2026–2035), with a series of initiatives having been launched to promote sustainable transport and strengthen progress monitoring throughout the decade, while encouraging greater use of existing data.

Trends over the last decade were also presented; transport-related indicators for UNECE countries revealed the following:

A steady decline in road traffic fatalities

A reduction in the modal share of non-road transport for both freight and passengers

Improved accessibility to public transport.

The working party also discussed potential new indicators covering GHG emissions, the share of new electric passenger cars, and walking and cycling.

Trends in greenhouse gas emissions

The working party then reviewed GHG emission data compiled under the United Nations Framework Convention on Climate Change (UNFCCC), together with the European Commission Joint Research Centre's Emissions Database for Global Atmospheric Research (EDGAR).

The results show that between 2005 and 2024, emissions from inland transport increased gradually overall, with two significant declines during the 2008 financial crisis and the COVID-19 pandemic in 2020.

Infrastructure resilience and sustainability

In this context, the International Transport Forum (ITF) defined transport system resilience as the ability to withstand, adapt to, and recover from disruptions, while sustainability aims to deliver mobility systems that reduce greenhouse gas emissions and environmental impacts while ensuring safety and affordability.

Next, the Working Party on Intermodal Transport and Logistics (WP.24) Secretariat highlighted the importance of considering the surrounding environment of transport infrastructure, as risk exposure and investment readiness for resilience vary significantly across countries.

The WP.24 Secretariat also stressed that insufficient resilience can undermine the economic, social, and environmental sustainability of transport systems. Several potential monitoring indicators were presented, including additional travel time, travel costs, and the time and cost required to restore infrastructure following disruptions.

Railway statistics: E-Rail, Eurostat and the Register of Infrastructure (RINF)

The Secretariat provided updates on the E-Road, E-Rail, and E-Inland Water censuses and discussed the possibility of collecting verified annual traffic count data in the future, as well as how the three censuses could help assess modal shifts.

Eurostat presented its ongoing work on Annex V of the EU rail statistics regulation, described as equivalent to the UNECE E-Rail census, as well as proposals to improve data collection through the use of network segments from the RINF.

The Russian Federation indicated that railway data is collected by the Organisation for Cooperation between Railways (OSJD) and encouraged closer partnership between the organisation and the Secretariat.

New data sources and statistical innovation

Several innovative data applications in transport statistics were presented, including:

Anonymised GPS data for congestion analysis

Mobile application data

The use of mobile phone data by the Italian State Railways (FSI) to analyse mobility patterns, estimate daily travel volumes, average travel distances, and tourist travel flows

The use of artificial intelligence to match infrastructure segments, particularly in relation to RINF and Annex V

UIC contribution

UIC presented its ongoing projects on railway resilience to extreme climate events, SDG-related railway indicators, and the harmonisation of railway punctuality and reliability measurement. Particular emphasis was placed on the need to harmonise definitions, especially regarding what constitutes a cancelled train.

Further information, including the meeting documents, is available on the UNECE website and the presentations are available on the UIC Extranet.

On 9 and 10 June 2026, UIC successfully launched two major international rail safety awareness campaigns: the 18th edition of International Level Crossing Awareness Day (ILCAD) and the 5th edition of International Rail Trespass Prevention Awareness Day (TRESPAD).

The campaigns were officially inaugurated through two international conferences held at the UIC Headquarters in Paris. Bringing together experts from around the world, the events provided a unique platform for sharing knowledge, experiences, and best practices on rail safety.

Discussions focused on a wide range of topics related to rail safety, including engineering solutions, innovative technologies, behaviour-oriented approaches from cognitive science research, public education and awareness initiatives, and cross-sector collaboration involving rail and road operators, law enforcement authorities, decision-makers and land-use planners. These speakers from a range of disciplines all united around a common objective: reducing incidents, fatalities, and serious injuries at level crossings and near railway tracks worldwide.

Outside the conference rooms, the campaigns were brought to life through the remarkable commitment of rail safety professionals and volunteers across many countries who engaged directly with the public to promote rail safety messages through local events and outreach activities. These activities included distributing safety leaflets at level crossings, organising public awareness sessions, publishing safety awareness videos on social media, delivering educational programmes in schools and railway museums, and conducting awareness activities at stations and near railway tracks.

The 2026 campaign slogan, “Alert today – Safe tomorrow”, targeted all segments of society, including children, teenagers, adults, and private and commercial road users.

We are delighted to share a selection of photos and videos that illustrate the breadth and impact of both campaigns (see attached photos and videos).

Save the Date – ILCAD and TRESPAD 2027

The 2027 launch conferences for ILCAD and TRESPAD will be hosted by Infraestruturas de Portugal (IP) in Porto, Portugal, on 2 and 3 June 2027, respectively.

Creating a railway system where everyone can travel safely, independently, and with confidence is a shared goal across the global rail community. While accessibility continues to improve through infrastructure and technology, the role of railway professionals remains vital for providing an inclusive travel experience for passengers with disabilities and reduced mobility.

To support this objective, UIC has launched a new e-learning Training Course on Accessibility in Rail through its Rail Academy platform. As one of the first e-learning initiatives developed in this format by UIC, the course provides railway professionals with practical knowledge and internationally recognised best practices to help improve accessibility across all areas of rail operations.

Developed in cooperation with the ONCE Foundation for Cooperation and Social Inclusion of People with Disabilities and with the support of the Passenger Assistance System for Seamless Access and Guidance for Everyone (PASSAGE) Expert Group, the programme combines international expertise with real-world experience from the railway sector. Its objective is to help participants improve their understanding of accessibility, improve assistance services, and contribute to a more inclusive and passenger-centred railway.

Designed as a flexible online learning experience, the course combines text, images, audio, diagrams, and interactive activities to create an engaging and practical training programme that can be completed at the learner's own pace.

A comprehensive programme covering key accessibility topics

The training course is divided into six modules that address key aspects of accessibility in rail transport:

Disability awareness

Legislation and passenger rights

Passengers with reduced mobility

Passengers with visual impairments

Passengers with hearing impairments

Passengers with intellectual, developmental, and learning disabilities

Throughout the course, participants explore practical scenarios and international best practices that can be directly applied to their daily work.

Supporting professionals across the rail sector

Upon successful completion of the course, participants will be able to:

Understand the fundamental concepts of accessibility, inclusion, and disability

Recognise the legal framework and passenger rights related to accessible rail travel

Identify opportunities to improve accessibility within their professional environment

Apply international best practices to provide high-quality assistance services

Communicate confidently using inclusive and respectful language

Promote empathy and proactive support when assisting passengers with different accessibility needs

The course is designed for a broad audience, including railway frontline staff, customer service teams, operations managers, engineers, designers, decision-makers, accessibility specialists, and students preparing to enter the railway sector. It will also be of interest to anyone wishing to deepen their understanding of accessibility in rail and the role it plays in creating a more inclusive travel experience for all.

Flexible online learning

The course is delivered entirely online through the UIC Rail Academy platform, allowing participants to access the content anytime and study at their own pace. No previous experience is required, and participants retain access to the course for one year following enrolment. A UIC certificate will be awarded upon successful completion.

By investing in promoting accessibility awareness and practices, railway organisations can further improve the quality of their services while contributing to a more inclusive and sustainable transport system for everyone.

Europe's transition to 5G-Mission Critical based rail communications system (FRMCS) is approaching its System introduction point.

At today's FP2-MORANE-2 Mid-Term Conference, the consortium showed off plans to begin FRMCS testing across three laboratories. This laboratory phase will mark the first comprehensive stress-test of the railway new telecommunication system, which will replace the ageing GSM-R standard.

Engineers are currently integrating critical FRMCS equipment – including cab radios, dispatcher systems, 5G networks, Mission Critical, interworking with GSM-R Functions – testing voice communication, Railway Emergency Call, and also ETCS, automated train operation (ATO) and TCMS – to ensure hardware from different vendors can “talk” to one another across borders, in a fully compliant way with the FRMCS Specifications.

This represents a key step toward ensuring operational continuity, interoperability and resilience for the future European railway communication ecosystem.
Crucially, the consortium has published the first unified set of system test cases, based on the FRMCS v2.2 specifications, which cover onboard and trackside systems, and FRMCS interfaces. These protocols provide the industry with a standardised blueprint for how FRMCS hardware needs to perform under realistic railway conditions.

Laboratory activities are progressing across the three main integration labs hosted by Ericsson, Nokia and Kontron. These labs will validate FRMCS connectivity, interworking with GSM-R, and inter-vendor interoperability ahead of field testing.

In parallel, infrastructure preparations for field trials are advancing across Europe. ADIF, DB InfraGO, ProRail and Trafikverket are preparing railway lines by building masts, installing onboard systems and FRMCS 5G Mission Critical equipment to support operational testing from 2027 onwards.

These activities include integration of onboard equipment, testing of the 5G networks including for cross-border scenarios.

The project is executed by a strong and multidisciplinary sector consortium led by UIC and composed of UNIFE (representing the European Rail Supply Industry), various railways (ADIF, BaneDanmark, Bane Nor, Deutsche Bahn, Infrabel, Network Rail, ProRail, RFI, SBB, Trafikverket and Väylävirasto), European rail suppliers (Alstom, CAF, Ericsson, Eviden, Frequentis, Funkwerk, Hitachi Rail GTS, Kontron, Nokia, RideOnTrack, Siemens, Teltronic and Viavi Solutions) and two mobile network operators (KPN and Telia).
The 34-month major project will test and confirm the FRMCS specifications, designed to offer connectivity and specific capabilities across Europe's busiest railway lines, ensuring that these specifications are ready to be incorporated in future revisions of Technical Specifications for Interoperability (TSIs).

By supporting the migration toward a harmonised European 5G railway communication framework, FP2-MORANE-2 contributes directly to the digital transformation, competitiveness and sustainability objectives of the European rail sector.

FP2-MORANE-2 continues to ensure close cooperation with rail regulatory and standardisation bodies, particularly the European Union Agency for Railways.

François Davenne, UIC Director General highlighted:
“FRMCS is a strategic enabler for the future of rail mobility in Europe. Through FP2-MORANE-2, the railway community is demonstrating its collective capacity to deliver interoperable, future-proof and resilient communication systems that will strengthen both operational performance and the attractiveness of rail transport.”

Enno Wiebe, Director General of UNIFE stated: “For the first time, the entire European railway sector has truly pulled together to lay the foundations for the telecommunications system of the railway of the future.” “We are now putting these first results through the necessary stress test - and there is no time to lose. Europe must accelerate the deployment of FRMCS as quickly as possible. This is an important milestone, but the largest and most demanding part of the journey still lies ahead".

UIC was pleased to accept the invitation from the Centre for Transportation Studies for the Western Mediterranean (CETMO) to participate in the 11th Ministerial Conference of the Group of Transport Ministers of the Western Mediterranean (GTMO 5+5), held in Rabat, Morocco on 23-24 June 2026.

The GTMO 5+5 format convenes transport ministers from France, Italy, Malta, Portugal and Spain, Algeria, Libya, Mauritania, Morocco, and Tunisia, as well as observer entities, including UIC, to foster cooperation and discussion on transport in the western Mediterranean.

During the two days of meetings, in-depth conversations were held about challenges and opportunities for the transport systems across the ten countries, and how cooperation grounded in best-practice sharing within the GTMO format can help advance the region's transport systems.

Representing the railway sector, UIC reminded ministers and fellow observer organisations of the vast potential of carbon credit revenues for railways as an additional funding stream, the need for adaptation planning through adopting concrete resilience measures, as well as standardisation being the driving force for harmonising networks within and across borders while decreasing costs.

UIC also took the opportunity to meet representatives from UIC member Moroccan National Railways (ONCF) and participate in a bilateral meeting between UIC Director-General Francois Davenne and Minister of Transport and Logistics H.E. Abdessamad Kayouh.

Beyond its current contribution to CETMO's work on climate change resilience, UIC also stands ready to support the GTMO 5+5 format in light of its newly adopted ministerial declaration.

Stay tuned and sign up for the upcoming UIC x ONCF event on Investment and Financing Solutions for Africa's Railway Future, to be held on 14-15 October 2026 in Rabat, Morocco.

Summer 2026 has begun with a strong focus on accessibility for the UIC Passenger Department.
The season began in Dublin on 9 June 2026 with a conference dedicated to improving accessibility across transport systems, jointly organised by the AccessibleEU initiative, of which UIC is a member of the Advisory Board, and Ireland's National Disability Authority. The event highlighted the growing complexity of accessibility challenges and the continuing impact of inaccessible transport for passengers with disabilities.

A central question shaped the discussions: How can we move from accessibility policies to accessibility in practice?

Representing UIC, Bertrand Minary, Passenger Director, emphasised the importance of international standards, interoperability, and cross-border cooperation. He presented the work of the Passenger Assistance System for Seamless Access and Guidance for Everyone (PASSAGE) expert group, which brings together more than 30 railway companies to improve accessibility across rail networks. Examples included the UIC Person with Reduced Mobility Assistance Booking Tool (PRM ABT), which facilitates assistance requests for international rail journeys across Europe, and the recently launched e-learning training course on accessibility in rail.

The conference highlighted a key principle: accessibility must be viewed as a seamless end-to-end journey rather than a series of isolated technical requirements. It also reinforced the need to design solutions that actively involve people with disabilities from the outset.

The focus then shifted to London, where Eurostar hosted the 57th PASSAGE meeting. For over a decade, the group has enabled railway companies to share best practices and develop common solutions to accessibility challenges.

The meeting placed a specific focus on hidden disabilities. With around 80% of disabilities not being immediately visible, recognising and responding appropriately to travellers' needs continues to be a significant challenge for the transport sector. The importance of staff awareness, training, and respectful engagement was also emphasised during discussions.

Representatives from the “Just a Minute” (JAM) Card and the Hidden Disabilities Sunflower initiatives also joined the meeting to present their approaches to supporting people with hidden disabilities. Participants discussed their experiences with measures designed to improve the travel experience of passengers with non-visible disabilities, and compared the different approaches to identification, communication, and assistance. The importance of voluntary and widely recognised schemes such as the Hidden Disabilities Sunflower and the JAM Card in helping staff better understand passengers' needs while promoting confidence and independence for travellers was also emphasised.

PASSAGE members then shared experiences from their own organisations, covering staff training, partnerships with disability associations, internal policies, and practical measures to better accommodate passengers whose support needs may not be immediately visible.

The meeting also marked an important transition for PASSAGE. After more than a decade of dedicated leadership, Paola Negri stepped down to take on new professional responsibilities. Members expressed their gratitude for her outstanding contribution to the international railway community and for her role in establishing PASSAGE as a leading forum for collaboration and innovation in accessibility.

Following a vote, a new leadership team was elected. Mauro Borsellino, Relations with Stakeholders Manager at the Italian Railway Network (RFI) was elected as Chair of PASSAGE, while Esther Buchmueller, Head of the Centre of Competence Accessibility & Inclusion at Swiss Federal Railways (SBB CFF FFS), was elected Vice-Chair.

Both are long-standing and highly engaged members of the group and will build on the strong foundation established by Negri, while bringing new perspectives to PASSAGE's future work.
As accessibility gains an increased prominence across the transport sector, these events demonstrate the value of international cooperation, shared expertise, and meaningful engagement with users in delivering more inclusive travel experiences.

On 15 June 2026, UIC's World Rail Tourism (TopRail) group of experts and Commuter and Regional Train Services (CRTS) groups met in Florence, Italy, for a joint meeting and technical visit hosted by Trenitalia and Fondazione FS Italiane, an Italian railway heritage foundation. The event brought together representatives from railway companies and industry stakeholders across Europe and Japan to discuss rail tourism, regional mobility, the customer experience, and railway heritage.

A key focus of the meeting was the advancement of several TopRail initiatives. Participants received updates on the European Erasmus+ Tour&Rail project, including the completion of a compendium covering 36 railway lines and ongoing comparative research on the role of railways in supporting regional development and social cohesion. Discussions also addressed Bike+Rail integration, highlighting both the opportunities and operational challenges of combining cycling and rail transport for tourism, especially in rural areas and on regional lines. In addition, members reviewed preliminary results from the proposed UIC Heritage Group initiative, which aims to support the preservation and operation of historic railway rolling stock. Participants also discussed passenger assistance during service disruptions, with plans to develop a survey and future workshop dedicated to sharing best practices among railway undertakings.

During the CRTS meeting, members shared views on Public Service Obligation (PSO) contracts across Europe, explored a potential collaboration with the International Association of Public Transport (UITP) on commuter rail indicators, and reviewed the success of the first African edition of the UIC CRTS training programme.

The group also received an update on the upcoming CRTS training programme, to be held in Barcelona from 28 to 30 October 2026 with the support of Catalan Government Railways (FGC), continuing UIC's efforts to promote knowledge sharing and professional development in the field of regional and commuter rail services.

Members also gave presentations to highlight innovative approaches to rail tourism and the customer experience. West Japan Railway Company (JR West) showcased the West Express Ginga, a tourism-oriented overnight train designed to promote regional destinations across western Japan through unique onboard experiences and local partnerships. FGC presented its recent tourism initiatives, including its new Tourist Train Passport and destination-based tourism programmes linking railway stations with cultural and heritage attractions in Catalonia.

The technical visit included presentations by Fondazione FS Italiane on the preservation and regeneration of Italy's railway heritage, followed by a visit to the Pistoia Historic Rolling Stock Maintenance Centre. Participants were able to gain insight into the restoration of historic rolling stock and the importance of preserving specialised railway expertise for future generations.

The Florence meeting highlighted the growing connections between rail tourism, regional passenger services, and heritage preservation. By sharing experiences and best practices, participants reinforced the role of railways as a driver of sustainable mobility, tourism, and regional development.

The discussions held during the joint TopRail and CRTS meeting were further enriched on the following day through participation in the Tour&Rail conference “Low Traffic, High Value: Activating the Potential of Rail Services in Europe's Rural Areas”, hosted by the University of Florence. As a dissemination event of the Erasmus+ Tour&Rail project, the conference brought together railway companies, tourism stakeholders, public authorities, and researchers to examine how tourism can enhance the value and long-term viability of regional rail services in rural areas. Through presentations on the Tour&Rail project findings, case studies from the Douro and Aulla–Lucca lines, and a round table involving railway companies and academic experts, participants explored how stronger cooperation between rail and tourism can contribute to regional cohesion and development, as well as sustainable mobility across Europe. This provided a fitting conclusion to two days of discussions focused on the future of regional railways, rail tourism, and the sustainable development of rural areas.

On 16 June 2026, UIC organised the conference “Low Traffic, High Value: Activating the Potential of Rail Services in Europe's Rural Areas” in Florence, Italy. The event brought together railway undertakings, infrastructure managers, stakeholders from the tourism sector, regional authorities, and researchers to discuss the future of rural railways and their contribution to regional development.

The conference was organised as part of the Tour&Rail initiative, and explored a central question: how can the value of regional rail services, which serve rural and low-density areas, be assessed beyond passenger numbers alone? Opening the event, representatives from UIC and the University of Florence highlighted the growing need to recognise the broader benefits produced by these services, including improved accessibility, social cohesion, increased tourism, environmental sustainability, and regional resilience.

The first session introduced the objectives and preliminary results of the Tour&Rail project, with researchers from the Universidad Politécnica de Madrid and UIC presenting ongoing work which examines how rail tourism can contribute to revitalising low-density areas and support more sustainable mobility patterns across Europe.

The conference then focused on two case studies which illustrated different ways in which rail services support rural regions. The Douro Line in Portugal was presented by representatives from Trains of Portugal (CP) and Turismo do Porto e Norte as an example of how scenic and heritage railways can strengthen the international attractiveness of the region while supporting local communities, as has been the case for the Douro Valley.

The Aulla–Lucca Line in Tuscany was then presented by the Tuscany Region, Trenitalia, and the Italian Railway Network (RFI), who highlighted the contribution of regional rail services to accessibility, maintaining local identity, and developing sustainable tourism. The discussion demonstrated how railways can act as a backbone for mobility in rural areas while supporting broader regional development objectives.

The conference concluded with a round table discussion bringing together representatives from Trenitalia, the Catalan Government Railways (FGC), CP, and academic institutions. The session focused on governance models, multimodal integration, climate objectives, and the long-term public value generated by regional rail services.

By bringing together experts from the railway, tourism and research sectors, discussions at the Florence conference underpinned how low-traffic railways can benefit regional communities, and highlighted the importance of developing new approaches to assessing railway performance and strengthening cooperation between transport and tourism stakeholders to support the future of rural rail services across Europe.

As the conference was live-streamed with simultaneous interpretation in English and Italian, interested stakeholders can access the full programme online and explore the presentations, case studies, and round table discussions that examined the contribution of regional rail services to tourism, regional cohesion, and sustainable development.

On 15 June 2026, a high-level delegation from the Korea Railroad Corporation (KORAIL), led by its recently appointed President and CEO Kim Tae-Seung, paid a visit to the UIC Headquarters in Paris. The delegation was warmly received by UIC Director General François Davenne and other key UIC representatives. The meeting provided an important opportunity to strengthen the long-standing partnership between the two organisations and share their thoughts about common strategic goals for the 2026-2028 period.

During the discussions, KORAIL outlined its current strategic vision, which places operational safety as its foremost priority, alongside the dual pillars of carbon neutrality and sustainable development, with a strong emphasis on driving a modal shift. KORAIL also highlighted its vision to enhance international connectivity through the development of robust multimodal transport corridors linking the region to markets around the world. Acknowledging the importance of seamless cross-border logistics, KORAIL also expressed its interest in using the UIC framework to facilitate international operational coordination and streamline international freight corridors.

Davenne responded by stating that he welcomes these priorities, noting that KORAIL's strategic vision aligns perfectly with UIC's current global agenda. Addressing the sustainability pillar, he also highlighted UIC's efforts to convene a coalition to bring together transport operators, financial institutions, development banks, technical experts, and policy organisations to review, update, and develop carbon credit methodologies that will enable rail and public transport projects to participate in international carbon markets. Davenne then invited KORAIL to share its expertise with carbon credits within the coalition, given its tried and tested methods. Finally, Kim emphasised the value of his company's UIC membership and their interest in taking part in UIC's sustainability and safety activities.

The visit, which took place approximately 100 days into President Kim's mandate, concluded on a positive note. Both parties expressed their shared confidence in the future of rail development, working together to promote a safer, greener, and more connected railway network in the Asia-Pacific region and beyond.

On 18-19 June 2026, UIC took part in the inaugural Association of Southeast Asian Nations (ASEAN) RailCon 2026, hosted by the Philippines' Department of Transportation (DOTr) and the Philippine Railways Institute (PRI), with the support of the Asian Development Bank (ADB).

As an important platform for dialogue and exchange, this first edition of ASEAN RailCon, held online, showcased the ASEAN Member States' commitment to advancing railway connectivity, sustainability, resilience, and cooperation across the region.

Following the theme ‘Navigating Our Future, Together: Advancing ASEAN Connectivity Through Railways', the conference helped lead towards closer cooperation among railway stakeholders in Southeast Asia and the development of more efficient, sustainable, and future-ready railway systems.
Anneli Lontoc, DOTr Undersecretary and PRI acting Executive Director, emphasised that looking at infrastructure alone is not enough and that true transformation requires interoperability across borders, digital innovation, climate and energy resilience, and people equipped with the right skills to lead change.

Through his participation in two panel discussions, Philippe Lorand, UIC Asia-Pacific Region Coordinator, highlighted the importance of strengthening regional and international cooperation, promoting knowledge-sharing, training and capacity-building, and advancing safety, standards, interoperability, innovation, and partnerships in support of railway development.

During the session ‘Sustainability, Resilience, and Responsiveness for a Future-Ready Railway System', Lorand underlined rail's sustainable advantages, notably its low carbon footprint, high capacity and electrification potential. In the following discussion, key priorities were highlighted for resilience-building, including adaptation financing, the integration of railway adaptation measures into national planning frameworks, and stronger coordination across sectors and transport modes. From a UIC perspective, these priorities are addressed through activities such as the development of harmonised frameworks, notably through Resilient Railways (RERA), the strengthening of knowledge-sharing and expert networks, and tools for risk assessment and asset prioritisation.

In the session dedicated to ‘Safety, Standards, and Service Excellence to Elevate Passenger Experience, and Operational Performance', Lorand highlighted the close link between safety and passenger experience, noting that safety standards and international cooperation are essential to delivering seamless, reliable, and attractive passenger mobility. He also stressed the importance of common standards and shared tools to reduce fragmentation and improve cross-border services.

Looking ahead to 2026-2028, he reiterated that UIC will focus on delivering tangible results, accelerating the implementation of common solutions, and strengthening cooperation with regions such as ASEAN to build safer, more efficient, and more attractive railway systems.

UIC warmly congratulates the organisers on this landmark initiative and reaffirms its commitment to supporting the development of rail and regional cooperation in the ASEAN and Asia-Pacific area.

On 18 June 2026, a UIC Africa Rolling Stock Taskforce webinar was organised as a part of the UIC Africa Region's annual programme.

In his welcome message, Adriano Scapati, UIC Director of the Rail System Department, highlighted that rolling stock is essential for Africa's railway development, as it drives transport capacity, efficiency, and reliability for both freight and passengers. He stressed that modern, well-maintained fleets help reduce operational costs, strengthen trade corridors, and improve regional connectivity. Scapati also emphasised the environmental benefits, noting that rail can lower emissions and reduce road congestion by shifting transport from road to rail and underlined UIC's role in supporting Africa through standards, expertise, training, partnerships, and financing initiatives to modernise rolling stock and build local capabilities.

The programme included a training session on maintenance by Henri Tsukahara, UIC Senior Advisor of Rolling Stock and Labelling. The presentation outlined key rolling stock maintenance principles, emphasising safety, reliability, availability, and cost-efficiency across the railway lifecycle. It explained European regulatory frameworks, notably the role of the Entity in Charge of Maintenance (ECM) and structured maintenance levels from routine checks to heavy overhauls.

Preventive, predictive, and condition-based maintenance, supported by data monitoring, feedback systems, and continuous improvement of maintenance rules were also emphasised.

The programme also showcased the UIC project TrainDY, a UIC-developed software that simulates train dynamics to analyse risks, optimise performance, and support the design of longer and heavier freight trains. The presentation was delivered by Andrea Ottati, Chair of the TrainDY group, and Hajar Toumi, UIC Junior Rolling Stock Advisor.

From 10 to 12 June 2026, the 81st COLPOFER General Assembly took place in Berlin, hosted by the German Railways (DB AG), bringing together 57 representatives from 30 organisations across 21 countries. Held under the theme “Military Mobility in Crisis and Defense”, the event provided a platform to share strategic and operational perceptions of railway security against a constantly evolving geopolitical background.

Discussions highlighted the growing importance of rail as critical infrastructure and a strategic asset for European security, particularly in the face of a range of different threats, sabotage risks, and increasing demands related to military mobility. The official accession of the Ukrainian Railways (UZ) to COLPOFER was one of the Assembly's milestones, and the company's contribution gave a constructive insight into maintaining operational resilience under extreme conditions.

The programme featured high-level contributions from institutional and operational stakeholders, including the European Commission, the European Association of Railway Police Forces (RAILPOL), the International Association of Public Transport (UITP), and the UIC Security Department. As part of this, the UIC Security Platform was highlighted as a key framework for fostering cooperation, sharing expertise, and developing joint approaches to rail security challenges at European and global level.

The assembly concluded with a renewed commitment to strengthening cooperation and improving preparedness and information sharing across the European railway security community, while reaffirming COLPOFER's role as a special group within the UIC framework.

Giancarlo de Marco Telese, Deputy Head of the Operations and Safety Unit at UIC lead a session that focused on the following UIC activities:

Translate4Rail (T4R), which aims to overcome language barriers in cross-border rail operations through standardised predefined messages, improving safety, efficiency, and training.

The Iberian blackout, which highlighted the critical importance of energy resilience, redundant communications, and strong crisis coordination in railway systems.

The Digital Automatic Coupler (DAC) as a core innovation enabling automated, digital, and more efficient freight train operations across Europe.

The harmonised DAC Rulebook, which is being developed to standardise operational processes, using clear flowcharts and modular rules to support implementation across stakeholders.

UIC-organised railway training sessions are crucial for strengthening local expertise in Africa, harmonising standards, and supporting the sustainable development of efficient and safe rail systems across the continent. It is also essential to achieve the objectives of the African Union's Agenda 2063 by building skilled human capital that supports safe, efficient, and integrated rail networks to drive economic growth and regional connectivity.

On 4-5 June 2026, the Optimised Risk-based Intelligence-driven Operations for Next-generation Secure, Reliable and Privacy-preserving Border Management (ORION) Horizon Europe project held its Plenary Meeting in Chania, Crete, hosted by the Hellenic Mediterranean University. The meeting brought together partners from across Europe to review progress, align activities, and prepare the next steps of the project.

Ahead of the plenary, ORION was featured in a Special Session of the 7th International Conference in Electronic Engineering & Information Technology (EEITE), where several partners presented the technologies being developed within the project to the wider research community. UIC was represented by Paula Fernandez Diaz, Security Advisor, who presented ORION's main goals and planned activities. Other contributions highlighted key innovations in areas such as intelligent border management systems and advanced security technologies, helping to strengthen the project's scientific visibility.

During the two-day plenary meeting, discussions focused on both operational and technical progress. Partners shared information on operational needs and gap analysis, alongside ongoing developments in identity verification, vehicle screening, privacy-preserving data processing, resource allocation, and the overall system architecture.

A key part of the meeting was dedicated to the project's pilot activities, which will validate ORION solutions in real operational environments. These include use cases such as the management of embarkation processes at roll-on/roll-off (ro-ro) ferry terminals, improved risk assessment at land borders, and seamless identity verification at train stations. Strong emphasis was placed on ensuring that solutions meet end-user needs and are ready for real-world deployment. The railway pilot project will be hosted by Eurostar and UIC will support its implementation.

The consortium also addressed communication, dissemination, and stakeholder engagement, led by the UIC Security Department, recognising their importance in maximising the project's impact and ensuring the uptake of its results.

Bringing together research organisations, industry partners, and public authorities, the ORION project continues to develop innovative solutions to improve the efficiency and security of border management, while maintaining full respect for privacy, ethics, and data protection.

On 4 June 2026, the Passenger Services Group Innovation Workshop ‘From tickets to accounts: designing account-based journeys' took place at the UIC Headquarters in Paris, with representatives from Benerail, China Academy of Railway Sciences (CARS), Entur, FSTechnology, Hungarian Railways (MÁV), Dutch Railways (NS), Austrian Federal Railways (ÖBB), Spanish National Railway Network (RENFE), Swedish Railways (SJ), National French Railways (SNCF), Slovenian Railways (SŽ), Trenitalia, Trenord, and UIC participating.

Bertrand Minary, UIC Passenger Director, opened the Innovation Workshop and welcomed the participants, who attended both in person and online.

Following a quick round of introductions, Stefano Scarci, EY, delivered an introductory presentation – “The Why, What and How of Account-Based Mobility”, as account-Based Ticketing (ABT) changes how customers travel and how travel providers operate and cooperate. The Deployment of ABT is growing globally and has been quickly embraced by users, with adoption rates exceeding 70%. There are a variety of possible ABT models (e.g., pre-paid vs post-paid, open-loop vs closed-loop) and the most suitable model depends on the context. Interoperability is both the biggest challenge and the biggest opportunity.

Representatives of leading railways shared their experiences and lessons learned about ABT.
Federica Follesa and Simone Angelici, Trenitalia, gave a presentation on “Tap&Tap experience in Trenitalia: a new way to travel”. Tap&Tap is the digital purchase channel of Trenitalia Regionale that allows passengers to travel using a physical or virtual payment card as a travel ticket. There is no need to purchase a ticket in advance: passengers simply tap their card on the validator at the departure station (Tap in) and tap again at the arrival station (Tap out). Customers will automatically get the best rate by registering their card.

Daniel Strobel-Folk, ÖBB, then described “SimplyGo!”. ÖBB offers check-in/check-out closed-loop ticketing integrated in its app. Users enjoy a highly convenient, fast, flexible, and automated ticketing solution with tariff optimisation. SimplyGo! covers ÖBB regional and long-distance trains, ÖBB buses within Austria, and many other regional and city transport services by other operators in Austria.

Bob Vinke, NS, discussed the evolution of the OV-chipkaart to OVpay, which offers full coverage in the Netherlands across multiple operators and modes of transport (including train, bus, tram, metro, taxi, parking, bike, and scooter). Alongside the open-loop experience offered by OVpay (in which customers can travel with a bank card), the new OV-pas, the successor of the OV-chipkaart, offers a closed-loop digital experience.

In breakout sessions, participants brainstormed ideas around three questions:
1.	How can railways leverage open-loop ABT to enhance the experience of visitors, tourists, and infrequent resident travellers?
2.	How should railways use closed-loop ABT or identity-linked open-loop ABT to improve the experience of commuters, students, concession-eligible riders, and other frequent travellers?
3.	How can UIC advance common standards and initiatives so that railways can realise the full benefits of account-based mobility?

Following the breakout sessions, several potential actions were identified, aimed at enabling interoperable access rights, managing open European IDs in accounts, linking accounts among partners, improving automation, facilitating identity linking with open-loop accounts, and improving information for travellers.

The next Innovation Workshop ‘From chat to action: will agentic AI transform the travel experience?' will take place on 10 September 2026 in Rome.

The joint UIC-East Japan Railway Company (JR East) workshop on Hospitality & Service Training Session was held in Tokyo, Japan from 1 to 5 June 2026, bringing together participants from eight countries: Azerbaijan, India, Malaysia, Mongolia, the Philippines, South Korea, Thailand, and Vietnam.

Workshop overview
The workshop aimed to share practical knowledge on improving service quality among railway operators in the Asia-Pacific region. In addition to classroom-based learning, participants acquired a hands-on understanding through site visits to passenger service providers and training facilities responsible for human resource development within the JR East Group.
In this interactive workshop, not only did members of JR East Group share their experience and expertise in hospitality and service, but participants were also invited to present their own organisations' initiatives and challenges related to improving hospitality and service quality.

Programme highlights
Day 1:
On the first day, the workshop began with welcome message videos from Philippe Lorand and Yuke Li of UIC, followed by an introduction to JR East Group. Participants then gave presentations on their organisations, including overviews, current service initiatives and challenges, and what they hoped to learn and acquire from the workshop sessions.
In the afternoon session, the Service Quality Improvement Department, which is responsible for creating and promoting strategies to improve the overall service quality and foster a hospitality mindset among employees in the company, delivered a session introducing JR East Group's service quality improvement initiatives and its latest management vision ‘CX Strategic Vision' for improving customer experience value.

Day 2:
During the morning session, participants visited Tokyo Station to observe the pre-duty preparation work of GranClass attendants, who provide onboard services for the highest class on JR East's Shinkansen. During this, they learned about the attendants' ingenuity and mindset when it comes to enhancing customer experience value.
Afterwards, they traveled from Tokyo to Sendai on the Tohoku Shinkansen in GranClass, where they experienced the service firsthand.
After arriving at Sendai Station, participants visited the Sendai Shinkansen Crew Depot, received an introduction to initiatives by Shinkansen crews to improve service quality, which included how Shinkansen conductors manage onboard air conditioning and how they respond to problems on board. In addition, they learned how to handle passengers experiencing sudden illness through a demonstration using a train simulator.

Day 3:
At the beginning of the day, participants visited the training facility of JR East TESSEI Co., Ltd., which is responsible for Shinkansen cleaning operations. After an introduction to the company, participants experienced part of the cleaning process, table wiping, using training mockups.
Then they moved to Tokyo Station, where they observed actual operations and received explanations from TESSEI staff.
Participants were able to deepen their understanding of how to achieve both high-quality cleaning and excellent service within the limited time available, particularly during the approximately seven-minute cleaning process carried out between Shinkansen train turnarounds.

Day 4:
In the morning session, participants attended a lecture by a specialist on safe and reliable Shinkansen operations, learning about JR East's efforts to maintain these high standards in its operations.
In the afternoon, participants visited the training facility of JR East Service Creation Co., Ltd., whose service they had experienced firsthand on Day 2. They further learned about the duties of GranClass attendants and experienced training on facial expressions and customer service attitudes, which help to ensure customer satisfaction.

Day 5:
On the final day, participants reflected on what they had learned and acquired during the workshop sessions, and presented how they would apply these lessons within their own organisations. Feedback from participants included the following:

I learned that the high level of customer experience value realised by the JR East Group is supported by the strong awareness and service-oriented attitude of all JR East Group employees.

I reaffirmed that high-quality railway service is built upon a solid foundation of safety.

I expressed my intention to review and improve our own service training programmes by applying the knowledge gained through discussions with JR East Group staff and fellow participants.

Further opportunities

FRMCS, developed by UIC as the successor to the Global System for Mobile Communications – Railways (GSM-R), is based on 3GPP Mission Critical Services and 5G technologies. UIC plays a unique role in translating operational railway needs into standardised technical requirements and actively represents the railway sector within 3GPP. This participation spans service requirements, system architecture, protocols, and radio performance aspects, ensuring that railway-specific needs are addressed within international telecommunications standards and facilitating worldwide interoperability for future railway communications .

Throughout the Dalian meetings, UIC submitted and supported numerous technical contributions covering key FRMCS topics, which support the ongoing evolution of 3GPP Releases 19 and 20, as well as future releases, further strengthening the technical foundation of FRMCS.

As railways across the world prepare for the transition from GSM-R to FRMCS, UIC remains committed to working closely with railway operators, suppliers, regulators, the European Telecommunications Standards Institute (ETSI), and 3GPP partners to deliver a robust, interoperable, and future-proof communication system supporting the digital transformation of rail transport.

This is a critical part of the framework that plans to introduce FRMCS V3 specifications to the Technical Specification for Interoperability – Control-Command and Signalling (TSI CCS) in 2028, when FRMCS implementation will officially start.

On 10 June 2026, the 5th edition of the TRESPAD conference brought together railway professionals, researchers, AI and technology experts, suicide prevention experts and psychiatrists from around the world. The event provided a platform to share knowledge and explore innovative approaches to trespass prevention, railway safety, human factors, and emerging technologies.

The conference was officially opened by Dr Ann Mills, Rail Safety and Standards Board (RSSB), Chair of the UIC TreSP Network and Vice Chair of the UIC Safety Platform, followed by a screening of the new TRESPAD video.

Preventing railway trespass: a multi-dimensional approach

The morning sessions explored the issue of trespass from a range of perspectives, including operational, behavioural, technological, and human-centred approaches.

A key highlight was a panel discussion led by SNCF Réseau, which demonstrated how SNCF Groupe is making use of large-scale reporting systems, advanced data analysis, geomatics, cognitive science, and public awareness campaigns to better understand trespassing behaviour and implement targeted prevention strategies.

International insights were also shared by experts from:

RSSB (Great Britain) on defining requirements for effective trespass signage

Transport Research Centre (Czech Republic) on understanding the impact of train-person incidents on train drivers

University of Zagreb, Faculty of Transport and Traffic Sciences (Croatia), examining multiple perspectives on railway trespassing

Network Rail (Great Britain) who delivered a cross-industry strategy for visual surveillance

ENSCO, Inc. (USA) who gave a presentation on using cellular GPS data for trespass hot-spot detection

Center for Urban Transportation Research at the University of South Florida (USA), who explored AI-enabled and connected technologies to prevent trespass and suicide incidents
Discover the new TRESPAD video in English: https://lnkd.in/eSDCGb36

Railway suicide prevention: a shared responsibility

The afternoon sessions focused on suicide prevention in railway environments, bringing together clinical experts, railway undertakings, researchers, and safety practitioners to discuss international best practices.

Discussions centred on how the railway sector can better understand, anticipate, and prevent suicidal crises through a comprehensive, system-wide approach that combines infrastructure design, technology, human factors, healthcare expertise, and cross-sector collaboration.

Key themes included:

Railway suicide prevention strategies

Technology, AI, and data analytics for safety enhancement

Human, medical, psychological, and communication approaches to prevention

Participating organisations included: UIC, SNCF Groupe, SNCF Réseau, PAPAGENO, Karolinska Institutet (NASP), Trafikverket, ProRail and Nederlandse Spoorwegen (NS).

A clear message emerged throughout the conference: effective suicide prevention on the railway network requires a genuinely shared responsibility, bringing together engineering, healthcare, research, operations and communication to create safer environments for everyone.

Supporting partners, sponsors, and exhibitors

A particular thank you goes to SNCF Réseau for sponsoring four technical visits on 11 June, including one in Valenciennes, jointly organised with and supported by Railenium.

On 11 and 12 June 2026, Trenitalia welcomed the UIC high-speed rail community for a new series of key meetings, hosted at their headquarters in Rome. The programme brought together experts, researchers, and members from across the high-speed sector for three different sessions: the High-Speed IRS Working Group and the Alliance of Universities for High-Speed Rail (AUHSR) Plenary on 11 June, followed by the ICHSC Plenary Session on 12 June.

Given Italy's central place in international high-speed rail, Trenitalia was therefore a fitting host for the occasion, and built on the momentum from the previous meeting in Paris. The sessions focused on strengthening research partnerships, advancing standardisation work, and setting priorities for the community.

ICHSC Plenary Session
The ICHSC Plenary was chaired by Huo Baoshi, China Railway, with Federica Santini (Trenitalia), Chair of the UIC Global Passenger Forum, opening the session with a welcome address on behalf of the host organisation.
One of the session's highlights was the announcement that the 7th edition of the UIC High-Speed Atlas 2025 will be published shortly.
Three keynote presentations provided different perspectives on how the sector is evolving:

Mauro Capurso, Trenitalia, examined renewed interest in night trains and their relationship with high-speed services in Italy.

Jan Ilík, Czech Railways (CD), outlined the trajectory of high-speed development in the Czech Republic and the wider region.

Stefano Scarci, Ernst & Young (EY), took stock of where high-speed rail stands today in relation to emerging mobility technologies.

Additionally, members reviewed the status of the ongoing UIC high-speed rail research projects: Liber-Afford, OptSpeed, High-Speed Transport Comparison (HSTC), and High-Speed Financial Models for Infrastructures (HS-FMI). While the HS-FMI has been published, the remaining projects are also approaching completion. The session also touched on the UIC HSR Training Programme, which is currently under development.

AUHSR Plenary Session
The AUHSR Plenary, chaired by Prof Li Dewei, Beijing Jiaotong University, brought together universities and industry partners to review the alliance's growing activity.

The session featured three keynote contributions: Prof Dewei shared insights on HSR loyalty and ticketing programmes; Stefano Scarci (EY) revisited the innovation landscape across high-speed rail, maglev and hyperloop; and Prof. Andrew R. Goetz, University of Denver, explored the potential for closer Air+HSR intermodal integration.

The session also highlighted the upcoming 6th International Symposium on High-Speed Rail Socioeconomic Impacts, scheduled for 8-9 September 2026 at the University of Naples Federico II (UNINA).

High-Speed IRS Working Group Meeting
Jointly chaired by Eduardo Romo, Foundation Caminos de Hierro (FCH), and Huo Baoshi, China Railway, the IRS Working Group meeting marked an important milestone with the conclusion of the technical review of IRS 60673: Implementation of High-Speed Railway (Design Phase).

The session also laid the groundwork for the upcoming revision of IRS 60662: Maintenance of High-Speed Lines, with members agreeing on the scope and next steps.

Technical visit: Trenitalia maintenance facility
The two days concluded with a technical visit to Trenitalia's high-speed train maintenance facility. Participants were given an inside look at depot operations, including a presentation of ARGO, Trenitalia's advanced diagnostic and monitoring technology for high-speed rolling stock.

The visit offered a rare opportunity to see first-hand the systems behind Italy's high-speed rail network, and was widely appreciated as a fitting close to two days of intensive discussions.

Looking ahead
The Rome meetings wrapped up with a strong sense of momentum and a clear set of commitments across all three working groups. Michele Gesualdi and Bertrand Minary brought the two days to a close by thanking Trenitalia and the participants for their attendance and engagement, and by looking ahead to the continued work of the global high-speed rail community.

On 11 June 2026, the General Assembly of the Agreement on Freight Train Transfer Inspections (ATTI) Special Group was held online, bringing together railway undertakings that are committed to improving the quality and efficiency of international rail freight transport.

The meeting was opened by Dirk Euler, DB Cargo, Chair of the ATTI Special Group, who welcomed participants and introduced the members of the ATTI Executive Committee: Alain Voltz, HEXAFRET; Gaël Castagné, DB Cargo France; Fabiola Stori, Rail Traction Company; Thomas Dangl, Rail Cargo Austria; and Jan Kavřík, ČD Cargo.

Bertrand Minary, UIC Director of Passenger, Freight, Operations and Safety, highlighted the importance of ATTI in supporting freight interoperability and addressing future challenges, including digitalisation and regulatory changes. He also underlined UIC's role in developing railway standards and supporting the sector through expertise, services, and training.

Following the presentation of the agenda by Euler, Paulo de Freitas, UIC Senior Freight Advisor, announced that 17 new railway undertakings had joined ATTI since the last General Assembly, bringing total membership to 198 railway undertakings.

Kavřík shared the activities of the Executive Committee during the 2025-2026 period, focusing on the reform of the General Contract of Use for Wagons (GCU), the development of the ATTI strategy, revisions to the agreement text, and future improvements to the ATTI Quality Management System (QMS) database.

Alain Voltz detailed the ongoing revision of GCU Appendix 9, aimed at aligning its scope with contractual requirements. He also talked about the new IRS 40436, entitled ‘Technical Transfer Inspection – TTI-25', which came into force on 1 January 2026 and is available free of charge on the UIC website: https://shop.uic.org/.

Euler then introduced a proposal for further development of the ATTI strategy under the theme ‘ATTI – The Key to Interoperability.' The proposal outlines priorities for the coming years, including strengthening confidence in ATTI, improving monitoring processes, harmonising language versions of the agreement, and further developing the ATTI QMS database and web application. The proposal was approved by the General Assembly. He also provided updates concerning Appendix 2 (Quality Guidelines) and IRS 40474.

Dangl presented a proposal concerning Appendix 3 of the ATTI Agreement, which addressed irregularity reports. The proposal aims to remove the requirement for a specific report format while maintaining mandatory compliance with the content and numbering of report fields. It also recommends the continued use of the existing templates available through the UIC Extranet until a future ATTI IT solution is developed for creating and transmitting irregularity reports. The proposed amendments to Appendix 3 were approved by the General Assembly.

Euler then provided an update on the election process for railway undertaking representation on the Executive Committee and the current expression of interest for an available seat. At the time of the meeting, there were no formal candidates.

De Freitas presented the final accounts for 2025, the provisional 2026 budget, and a forecast for 2027. The budget for the 2025–2027 period was formally approved.

On 8 June 2026, several topics of interest to rail data providers were discussed during the Eurostat Expert Group on Rail Transport Statistics virtual meeting.

At the beginning of the meeting, Eurostat highlighted the continued importance of communicating annual and quarterly data. Regarding the regional statistics collected every five years on goods transport, passenger transport, and rail infrastructure, Eurostat plans to cooperate with the European Union Agency for Railways (ERA) to integrate Primary Location Codes (PLCs) into station files and to explore the possibility of pre-filling certain metadata using information from the Register of Infrastructure (RINF). This development could help reduce the statistical reporting burden for data providers.

Eurostat then emphasised the need to improve the consistency of international rail freight statistics, particularly in light of the discrepancies identified through mirror checks. Several countries presented possible solutions, and Eurostat plans to continue discussions with the countries most concerned, in order to document the possible causes of these inconsistencies and promote good practices.

Several innovative approaches to data collection were also highlighted in the meeting. The Netherlands proposed using data from the national rail ticketing system to support statistical production. Managing confidentiality issues was also addressed during discussions. In addition, Eurostat presented the option of using RailNetEurope's Train Information System (TIS) as an alternative or complementary source for train-kilometre statistics and five-yearly traffic flow data. However, this option requires further evaluation regarding coverage, definitions, access conditions, and compatibility with the railway statistical framework.

Eurostat also presented its work on final energy consumption (FEC) in rail transport, which included a breakdown by energy source and by rail transport domain (high-speed rail, conventional rail, metro, and tram systems), as well as the possibility of linking this data to indicators of sector performance.
From a European policy perspective, the Directorate-General for Mobility and Transport (DG MOVE) highlighted several developments that should be closely monitored, notably the May 2026 Passenger Package and the upcoming revision of the Rail Market Monitoring (RMMS) Regulation. This revision aims to reduce duplicate data requests, improve consistency between statistical databases, and improve the accuracy of reporting.

ERA then presented an overview of its statistical activities, covering railway safety, interoperability, studies, and public factsheets, as well as new priorities such as the climate, energy, rolling stock, and linked data. In the field of railway safety, Eurostat confirmed that it relies on ERA data to publish European statistics on railway accidents, accidents involving dangerous goods, casualties, and railway suicides, in order to avoid duplicate reporting.

Finally, UIC presented recent passenger and freight traffic trends, ongoing methodological work, and persistent challenges related to data comparability. UIC highlighted the ongoing work on methodologies to measure the resilience of railway systems, improve definitions and measurement methods for train punctuality, and enhance high-speed rail statistics. Differences in network scope was identified as one of the main comparability challenges, as can they affect the comparability of statistics, as well as lead to the discrepancies observed in mirror checks due to the differences in consignment notes.

For further information, the meeting documents can be downloaded from the extranet.
