Security Platform Steering Committee, Project Group Security of Stations, Working Group BIRC – participants met from 10 – 12 April 2017 in Ostrava, Czech Republic

Last week, the members of the individual security bodies gathered in Ostrava, Czech Republic. The diversity of topics ranged from strategic to technical themes.

Security Platform Steering Committee
The Steering Committee, which meets every quarter and involves the UIC regions (the special Colpofer group for Europe, etc.), UIC department activities (passenger, freight, rail system/infrastructure) and professional and political partners (UITP, RAILPOL, CER, EIM, etc.), held on 10 April 2017. Under the chair of Gerd Neubeck (DB AG) the participants discussed the network of quick responders, the action plans 2017-2018 of the permanent Working Groups Technology, Human factor and Strategy as well as the FIFA World cup 2018 and Confederations Cup 2017.

In addition, the UIC Security Division communicated:

  • the current results and further steps of the additional security programme (2016-2017),
  • the structure of the Security Week 2017 (6 – 9 June 2017 in Paris, France),
  • the Security Congress (31 November – 1 December 2017 in Potsdam, Germany),
  • the organisation of a seminar on Security and Safety in high speed systems (19-21 April in Tangier, Morocco).
  • and ongoing European research projects.

Furthermore, Colpofer, CER and RAILPOL informed the participants about their current topics and activities.

Project Group Security of Stations:
The aim of the project group is to analyse effective solutions for station security measures and their impact on station business elements and customer perception.
Around 14 security and station manager experts attended the first Expert Workshop, which focused on technical security measures. They discussed, inter alia, about the potential of CCTV, body cams, video analytics, passenger and baggage checks, access control, SOS & Help systems, social media analysing, Passenger Name Record as well as dosimetric detectors – this is just an excerpt of the topics during the workshop session.

The results of this and the following Expert Workshops will be summarised in a dedicated handbook and presented during the NextStation Conference, which will be held from 19 – 20 October 2017 in Madrid.

The next workshops with security and station manager experts taking place on the following dates:

  • 12 May 2017 in Paris, France – focusing on organisational and procedural measures
  • 6 June 2017 in Paris, France – additional meeting
  • 14 June 2017 in Moscow, Russia – focusing on human factor measures

Working Group BIRC:
The Working Group Security – Border crossing, International Railway Corridors (short BIRC) chaired by PKP PLK held its 9th meeting. The aim of the Working Group is to study the issues related to railway cargo and passenger transportation at border crossing all along the Eurasian space to improve the safety and security in this area.

This working group is composed of three subgroups:

  • 1st subgroup: “Security-International Freight Corridor” Coordinated by CCTT: Council for Trans-Siberian Transportation
  • 2nd subgroup: “Security-International Passenger Corridor” Coordinated by FPC: Federal Passenger Company
  • 3rd subgroup: “Security-Borders Crossing” Coordinated by SOK: Railway Security Guard

During this meeting, the 30 participants discussed the strategic approaches, the updates of the contents of UIC Leaflets, which were published in 2014 as well as about specific contributions of all members of the working group.

They also conversed about the state of the art related to multilateral agreement on exchange of information relating to infringing activities taking place in trains of international transportation, presented best practices in the field of international railway passenger and cargo transportation considering the security issues and the CCTT project Secure Train.

It was finally decided to sign the multilateral agreement on exchange of information during the next security week that will be held in Paris from 6 to 9 June 2017.

The next meeting of the working group will be held in September in China.
