UIC Rail System and East-West Standardisation: Cooperation within the APRA Region

UIC launched the project Diagnostics of infrastructure facilities with equipment installed on the locomotive

On 21 May 2018, the kick-off meeting was held by representatives of UIC and KTZ Holding companies. The 24th Asian Pacific Regional Assembly assigned KTZ as the Project Leader for the APRA project “Diagnostics of infrastructure facilities with equipment installed on the locomotive (DSRIBL)” which was launched during the kick-off meeting. Following the decision of the recent APRA Web Conferences, the principles of Quality Management Process during the implementation of the project were discussed and agreed by the teams of KTZ & KazATK and UIC representatives.

From the UIC side the kick-off meeting was attended by Ms Irina Petrunina, UIC Advisor for CIS countries and APRA international organisations, and Mr Vytautas Kinderis, UIC Coordinator for Standardisation and East-West Relations.

From the KTZ & KazATK side the kick-off meeting was attended by 25 representatives of KTZ Holding companies headed by Mr Batyr Kotyrev, KTZ Chief engineer, Mr Beibit Ibrayev, KazATK Executive Director for Research and Cooperation, and Ms Gulmira Kamedenova, Manager of KTZ Department for Integration and International policy.

Study background
This project is dedicated to railway infrastructure control with high over-load on axis and speed up to 200 km/h. In other words, the device should be installed on locomotive transferring data online to special information centre. The modern technology should save financial resources on personnel and special locomotive renting, and also the time for diagnosis by including train schedules. It is necessary to perform an appraisal for existing railway systems, marketing research of diagnostic devices, to test the diagnosis devices. If the project is not implemented, there is a risk of losing the opportunity to optimise diagnostic costs, reduce the lifetime of the railways.

Study phases & stages

Phase 1 (2018):

  • Stage 1: Analysis of the list of equipment for the diagnosis of infrastructure facilities
  • Stage 2: Analysis of the parameters provision of diagnostic laboratory based on the locomotive
  • Stage 3: Justification of the chosen type of locomotive for creating a diagnostic laboratory

Phase 2 (2019):

  • Stage 4: Pilot tests.
  • Stage 5: Pilot test result appraisal and report

Phase 3 (2020):

  • Stage 6: Development of Guidelines on the use of railway tracks diagnostic technology for railway companies

Study deliverables
The Preliminary Reports will be delivered on 1 September and the final ones on 1 December 2018, 2019 & 2020 accordingly with the aim of being validated by the relevant UIC Technical Departments or Forums/Platforms and by UIC APRA members.

Mr Baurzhan Urynbasarov, KTZ Board Vice-chairman on infrastructure, and Mr Jean-Pierre Loubinoux, UIC Director General, have been informed about the results of the kick-off meeting and have confirmed the practical and scientific-technical benefit of the study results to be expected for the technological evolution to be progressively advanced within the international railway community.
