UIC and RZD launched the INTERTRAN project on the sidelines of the 5th Eastern Economic Forum

On behalf of Mr Francois Davenne, UIC Director General, the UIC delegation attending the first train within the INTERTRAN project departed from the Vladivostok trade port. Transit cargo sent on the Yokohama – Vladivostok – Moscow route was issued using a new electronic service.

On 4 September 2019 at the Vladivostok Commercial Sea Port on the sidelines of the 5th Eastern Economic Forum, a demonstration of a new electronic service for registering the transport of foreign trade cargo within the framework of this project took place. A container train with goods from Japan was sent from the port of Vladivostok in the direction of Moscow using exclusively electronic documents, which reduced the time for processing documents at the port by four days. The project provides for effective digital interaction between the railway, seaports and regulatory authorities, creates incentives to increase the level of containerization of domestic and foreign trade flows.

The event was attended by First Deputy General Director of Russian Railways Mr Alexander Misharin, Deputy Minister of Transport Mr Yuri Tsvetkov, President of the FESCO Transport Group Mr Alexander Isurin, as well as representatives of UIC and UNESCAP.

The implemented information technology is based on the existing regulatory framework. With the help of the new information and logistics service, it is possible to accompany the transport of the container of any forwarder or operator with electronic data and documents along the entire route, provide the necessary electronic information not only to interested parties, but also to state regulatory authorities. In addition, the introduction of mobile workplaces for railway station employees enables the design of technological operations to be optimised.

The INTERTRAN project was initiated by Russian Railways in October 2018 in the framework of the UIC Asia-Pacific Regional Assembly strategic action plan, with the funding of all UIC members of the region and the support of the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP). The project aims to develop “multimodal transport in the Asia-Pacific region and increase the competitiveness of rail transport”, especially thanks to information technology.

Russian Railways and UIC together with partners such as international organisations (OSJD, FIATA), UIC members and other stakeholders plan to extend this universal multimodal transport information technology to all international transport corridors within the next phases of the INTERTRAN project to be discussed during the forthcoming seminar in Vladivostok on 14 October 2019.
