UIC Security Division participated in the 71st COLPOFER Conference held from 28 – 29 November 2019 in Prague

The meeting was chaired by Mr Franco Fiumara, chairperson of the COLPOFER group and also Director of Security at FS Spa. He presented some innovative solutions developed at FS to address security threats in passenger services and underlined the role of COLPOFER in developing cooperation on security at the operational level.

Up next, the Czech railways presented how they organise security, the Czech police shared how they cooperate with the railways, and Czech railways cargo demonstrated how they take into account security for freight transport. Both the Czech State Railways Administration and the Ministry of Transport further developed on security issues that face the rail sector. Following which, there was an update on DGMOVE Activities.

Then Mr Libor Lochman from CER pointed out the issues of the newly introduced customs guarantee obligation for rail freight transport and the need to cooperate on this issue to find suitable solutions with the European Commission. Mr John Laene from RAILPOL gave an update on the recent activities and especially the latest action days organised.

This was followed by the review of ongoing COLPOFER working groups: Cybercrime, Antiterrorist and extremist activities, Fraud /Ticket Forgery, Managing Events and control rooms, Graffiti, Pan European Corridor X).

Ms Maria-Cristina Fiorentino, General secretary of Colpofer, presented the organisation of an International Security Open day (with universities, students ...) in 2020 in Brussels. UIC security division will be integrated in the organisation. She also announced that Next Colpofer GA will be organised next year by FTA (Finnish Transport Organisation) in Helsinki from 11 – 12 June 2020.

Then Ms Marie-Hélène Bonneau, head of UIC security division, presented the progress of on-going EU Research projects SHERPA (“Shared and coHerent European Rail Protection approach”) and SAFER-LC (SAFER Level Crossing by integrating and optimizing road-rail infrastructure management and design). She also reported on the UIC security platform 2019 activities as well as the working programme for 2020. The UIC Security Platform working group on Human Factor chaired by RZD will work next year on the drafting of a leaflet on Transport security arrangements during mass public events. It is proposed to collect and consolidate the information from Security platform members and Colpofer members and to organise a meeting in 2020 together with the Colpofer working group “Managing Events and control rooms”.

Lastly, Ms Laura Petersen, research advisor at UIC security division, presented the PROACTIVE EU project which deals with CBRNe (chemical, biological, radiological, nuclear and explosive) threats and invited the members of COLPOFER to join the advisory board.
