UIC-IRaTCA Training session - High Speed rail system


Seoul, South Korea 10 – 14 October 2016

General context

High speed rail is not just only a technical subject, but a modern and complex railway system which encompasses a very large list of technical aspects (such as infrastructure, rolling stock, operations…) and cross-sector issues (such as financial, commercial, managerial, strategic and training aspects), all of them at its highest level.
A well conceived high speed rail system combines all these various elements by using highly sophisticated technologies.

This transport mode, very rapidly expanding, is often described as “the transport mode of the future” for a number of reasons.
As well as improving rail services, promoting the modern image they seek to convey and yielding greater customer satisfaction, high speed trains also play a key role in the structuring of territories and helping to create socioeconomically balanced societies at world level.

This highly efficient transport mode makes significant demands in terms of investment, technology, industry, environment, political and social aspects, etc., and media coverage of these various aspects is often unbalanced.
This misinformation affects public opinion as well as technical staff of rail companies and decision-makers.

It is in this context (and in an often tense economic, political and social climate in some countries) that managers must take what are in some cases historic decisions regarding transport in general and rail transport in particular.

In order to meet the many requests from its members and with their cooperation for comprehensive and unbiased information on the subject, UIC is staging basic Training sessions on High Speed Systems (THSS-I, in Paris, France) since 2004 and an advanced version (THSS-II, in Madrid, Spain) since 2012. Other versions adapted to the necessities of the many different UIC Regions have been developed during the last years in Turkey, Brazil, USA, etc.

Under the request of the UIC Asia Pacific Regional Assembly, we present the 2016 UIC-IRaTCA Training Session, dedicated to High Speed Rail Systems, by taking as reference and following the principles of the last THSS-I.

Objectives

Most important objectives of this Training are:

 Provide an accurate and comprehensive overview of high speed rail systems

 Provide managers with all the information needed to facilitate decision-making on the subject of high speed rail

 Foster exchanges of experience and information about the latest developments in the field

 Give a global vision of high speed rail to experts on some particular elements of the system

 Benchmark and network on experiences from all around the world.

Target groups

This Training has been conceived for managers, engineers, experts in strategy, decision-makers, transport planners, economists, technicians…

The session is targeted at managers in decision-making positions in the transport sector in general, and in the railways in particular, whether working for railway companies or for ministries, local authorities, universities, advisory bodies, agencies, associations…

Conditions for participation

The seminar is targeted at persons interested in acquiring a comprehensive overview of the high speed system.

Seminar participants don’t need having special in-depth knowledge of any specific subject relating to high speed systems.

Due to these principles, the attendance to at ALL the sessions is therefore mandatory.

Speakers

The speakers for any THSS are all experts in the subjects addressed and are drawn mainly from railways, universities and industry.
They represent all the countries and world regions with experience in the field of high speed rail systems.
In this particular session, they are particularly focused in Asia Region.

Dates and venue

All the sessions will be held in Room N°4, 4th Floor, Seoul Station (see map enclosed)

The training will start on Monday 10 October 2016 at 09.00 hrs (arrival on Sunday 9 is almost required) and will finish on Friday 14 October 2016 at 15.00 hrs.

Registration will start on Sunday 9 in the evening and will follow on Monday from 08.30 to 09.00 hrs.

Technical visits

Thanks to the kind cooperation of KORAIL, technical visits are expected to:

  • Haeng-sin maintenance facilities for high speed rolling stock
  • Seoul Station
  • Travelling on board of a KTX high speed train.
  • Osong Station
  • Guro Control Center (Seoul)

Logistics

The ideal number of attendants should be between 20 and 40.

As for the language, the training session will be held in English.

All the presentations will be available on the website of UIC, as soon as they will be given.

WIFI access will be provided to the participants during the session.

Concerning accommodation, a convenient hotel will be recommended close to the venue, including negotiated fares.

Registration fees

The training session will be free of charge for any representative staff from the UIC member companies in Asia Pacific Region.

Travel expenses, accommodation and meals will be free of charge for ONLY ONE participant by UIC member of the UIC Asia Pacific Region.

Travel expenses, accommodation and meals other than training lunches, for the second and following participants are not included.

Participants will be admitted in the limit of the capacity of the session’s room.
