The Telecom and Signalling Sector develops and maintains the technical specifications and cooperative mechanisms essential to ensure safe, reliable and interoperable communications and control systems. Its leading programme is FRMCS, the future successor to GSM-R, covering requirements, system architecture, onboard communications, frequencies, migration, and international standardisation.
This work is closely linked to joint trials and system validation with railway stakeholders and industrial partners. The sector coordinates important test activities, including the earlier 5GRail project and the current MORANE 2 programme. Their results provide practical feedback to improve UIC specifications and related standards.
It also manages GSM-R specifications and European network interconnections during the transition to FRMCS, addressing operational continuity and relevant security requirements. With regards to signalling, the Signalling Expert Group maintains and updates legacy UIC leaflets and International Railway Solutions (IRS). The Smart communication For Efficient Railway Activities (SFERA) initiative develops interoperable specifications on the topic of operational data sharing with Driver Advisory Systems.
