On the 9 September 2020, Director General of UIC François Davenne and the rector of the Emperor Alexander I St. Petersburg State Transport University (PGUPS), Alexander Panychev, in telecommunication mode, signed a memorandum of cooperation between PGUPS and UIC.

According to Igor Kiselev, head of the PGUPS project office for international programs, now the university will be able to participate in the implementation of international projects, in particular, in high-speed, heavy traffic, safety and quality construction and operation, and digitalisation

PGUPS became the second university after the Russian University of Transport to sign such a memorandum.
