South Africa: Rail reform moves ahead, RSR reinforces cooperation with UIC

The rail industry in South Africa is undergoing significant transformation, including a new rail reform that makes it possible to have private operators on the network. These developments mean that the South African Railway Safety Regulator (RSR) will need to introduce additional regulatory and operational tools and thereby further enhance cooperation with UIC.

The RSR team, led by CEO Brian Monakali and the UIC team, led by Director General François Davenne met to advance discussions on strengthening regulatory cooperation, knowledge sharing, and alignment on rail safety and interoperability standards. Both parties agreed to continue having structured meetings toward a formal framework of collaboration.

The RSR delegation’s visit to UIC also included discussions with the Safety, Security and Standardisation teams.

Cooperation will also focus on signalling and telecommunications, as well as developing regulatory standards for operations, telecommunication, signalling, asset management, rolling stock, and infrastructure.
