At the 20th Session of the RID Committee of Experts’ Standing Working Group, held on 27–28 May 2026 in Bern, Switzerland, UIC presented the EU co-funded BEHOLDER project (Build and Extend CBRNE-related Hazard-Assessment and Anomaly Detection Capabilities in Urban Environments).

Organised by OTIF, the meeting brought together experts from RID Contracting States, international organisations and industry stakeholders to discuss the international regulations governing the transport of dangerous goods by rail.

During the session, Joost Overdijkink (UIC) showcased how BEHOLDER uses advanced detection technologies, Artificial Intelligence and smart-city integration to strengthen preparedness and response to Chemical, Biological, Radiological, Nuclear and Explosive (CBRNE) threats in public spaces, including the rail environment, and invited OTIF member states to join the BEHOLDER community, where they can stay updated about the project’s progress and results.

Within BEHOLDER, the UIC Security Department represents rail end users, contributes to the definition of requirements and training activities, develops the pilot methodology and evaluation framework and leads the two railway pilot demonstrations. Through its continued participation in the legislative processes for the Transport of Dangerous Goods at the UNECE and OTIF, UIC contributes to a forward looking, safe and economic set of harmonised, multi-modal rules, fit for the rail sector and society.
