Training on “Signalling and Railway Safety” (Paris, UIC, 6 – 8 July 2011)

The first edition of the training dedicated to “Signalling and Railway Safety”, which took place at UIC from 6 – 8 July 2011, was attended by 40 participants from 12 countries.

As UIC Director-General Jean-Pierre Loubinoux pointed out in his welcome address, the training was organised as a follow-up to the international training needs’ survey conducted among all UIC members by the UIC expertise development unit, as well as a follow-up to the conference targeted at signalling experts, which took place in Tokyo in 2010.

The purpose of the three-day training was to look at signalling from an integrated perspective and was attended by both signalling engineers and safety experts.
The first day was dedicated to the core principles, research and current developments of railway signalling. Particular attention was paid to recognising the basic principles of signalling and its systematic application irrespective of the technology being used.

The second day looked at the transition from traditional signalling to new systems, while on the third day, the attendees had a good insight into signalling from the perspective of the driver, signalman, traffic controller and dispatcher.
The training session was designed so that at the end of the training the attendees would:

  • Have an overall vision of what constitutes signalling
  • Understand the stakes at play in signalling performance and in particular its relation to overall safety as part of a single railway system
  • Be able to make and justify choices in signalling applications and technology
  • Be able to implement safety management according to the choices made
