Asian Development Bank recruiting a Railway Specialist

In the framework of the partnership established between UIC and the Asian Development Bank (ADB), UIC is pleased to communicate this information on behalf of ADB as an opportunity for UIC Members to also provide their expertise and contribution.

The consultant will assist, during a 40-days contract, in the formulation and articulation of sector policy and strategies, engaging Central and West Asian Developing Member Country (DMC) governments in policy dialogue on transport sector reforms, particularly in relation to railways and multi-modal transport, and conducting ADB’s activities to
support sector policy and reforms. Assist in identifying, developing, implementing and administering loans, Technical Assistance (TA) projects, and non-lending products and services (NLPS) in the railway subsector. Work within general policies, principles and goals, working directly with clients.

He will assist in both processing and administration of railway projects in Afghanistan,
Azerbaijan, Tajikistan, Turkmenistan and Uzbekistan by providing timely written and verbal inputs to various documents, discussions, and correspondence.

Detailed Tasks and/or Expected Output

  • Assist the development of policy and strategies for the transport sector in DMCs, especially in railways and regional cooperation and integration, in consultation with relevant government agencies, other stakeholders and Resident Missions (RMs).
  • Assist policy dialogue with DMCs to advance policy and institutional reforms in the transport sector, especially in areas of railway network development, legal and regulatory framework, railway asset management and sustainability, and institutional efficiency and reforms.
  • Assist country programming activities and ensure that operational strategies and programs are adequately reflected in the resultant country programming documents.
  • Conduct sector analysis in the context of sustainable economic development, and poverty reduction.
  • Coordinate with RMs for consistency of approach, exchange of experiences, and continuous improvement of practices and integration of transport sector policy commitments to the management of projects.
  • Collaborate with other development partners in the transport sector for consistency and harmonization of approach, exchange of experience, partnerships, and cofinancing where appropriate.
  • Lead the development, processing and administration of loan and TA projects in the transport sector, especially those with potential for improving of sustainable transport systems.
  • Liaise with and coordinate with development agencies on development of TA and investment projects.
  • Ensure key technical, economic, financial and crosscutting issues are incorporated into projects.
  • Lead the implementation and administration of loans and TAs, covering both developmental impact and project management aspects.
  • Substantially contribute to activities for advocacy, dissemination and knowledge building around transport sector issues, in particular railways and multi-modal transport area.

The consultant will be based in ADB Headquarters.
