23rd International Railway Safety Conference (IRSC), Vancouver/Canada, 6 – 11 October 2013

The International Railway Safety Conference (IRSC) provides a platform for rail safety professionals to come together to share their knowledge and experiences in a global forum.

In 2013 this conference was co-chaired by Mike Lowenger of the Railway Association of Canada (RAC) and Kirby Jang of the Transportation Safety Board of Canada (TSB).

Key note speakers in the opening ceremony were Lisa RAITT, Minister of Transport in Canada, Geoff Meggs, Vancouver City Council and Michael Bourque, President and CEO of the Railway Association of Canada (RAC)

Around 220 participants from 23 countries took part in this worldwide railway safety event. They were representatives from rail undertakings, infrastructure managers, safety regulators, railway accident investigation agencies, rail unions, equipment manufacturers. Peter Gerhardt, Manager of Safety Unit, represented UIC HQ.

The banner theme for IRSC 2013 was “Enhancing Railway Safety through Innovation, Community, Partnership and effective Safety Management”.
Presentations and discussions were submitted on the following core themes:

  • Railway Proximity Issues
  • Safety Culture and Organisational Leadership, from lessons learned to operational solutions
  • Railway Suicide Prevention
  • Safety Management System – Risk Management Methodologies and Safety Performance Measurement
  • Use of Technology for Risk Mitigation

Dirk Thater, Director Safety, Deutsche Bahn AG (DB AG) and Ralf Schweinsberg, Vice-Chairman of the “Eisenbahn-Bundesamt” (EBA) announced the 24th IRSC; the conference will take place from 12 – 17 October 2014 in Berlin and will be jointly hosted by DB AG and EBA.

The main topic will be “Railway Safety in Times of Fundamental Changes”.
