Shanghai Railway Administration, which is the largest subsidiary of 17 administrations belonging to China Railway Corporation (member of UIC), expressed its wish to UIC to organise regular conferences in Shanghai, in order to train its staff with the most important topics related to railway (high speed, engineering, maintenance, technical matters…). For the first conference, Shanghai Railway Administration was keen to listen to a French expert from SNCF about the maintenance of high speed rolling stock, due to the fact that the first high speed lines were built in France, meaning SNCF has the most experience in the maintenance of this type of rolling stock. Marc Guigon, Senior Advisor for Passenger Transport, gave the right contacts to organise this lecture.
Shanghai Railway Administration comprises 180,000 employees in Shanghai, Jiangsu Province, Zhejiang Province and Anhui Province.
Shanghai Railway Administration has 44 departments within its headquarters, 23 organisations in branch, each with 8 – 18 depots respectively. Shanghai Railway Society – which has organised this conference – is a department of Shanghai Railway Administration. It is responsible for academic seminars and communication with other countries on railway topics, and holds some forums.
Shanghai Railway Administration has opened 9 high-speed railway lines in the six years since the Hefei-Ningbo railway high-speed railway has been in operation. The length of the high speed network in these provinces is now 2,323 km (3,500 km in 2015, 5,000 km in 2020).
Jean-Louis Treuil, from SNCF’s International Department has an extensive experience of rolling stock maintenance, and has participated in many international cooperation projects (Korea, Morocco, Gabon, Thailand, India…). He gave a lecture on the experience of high speed train maintenance within SNCF: maintenance policy, life cycle cost, maintenance schemes, performance, availability of rolling stock, future maintenance…
The members of the audience in the conference room were all from locomotive, power supply and rolling stock departments in the administration, and other relative departments (around 200 persons). The Vice-Presidents of Shanghai Railway Administration also participated in this conference.
At the same time, a video conference comprised 14 different conference rooms in the other provinces with an audience in all the branch depots of rolling stock, power supply and locomotive departments. The total number of participants came to around 2000.
Shanghai Railway Society was represented by Mr LAN Tao, General Secretary and Mrs ZHAO Yuanyuan, his assistant.
After the success of this conference, Shanghai Railway Administration expressed its wish to organise other conferences with worldwide experts (Europe, Japan…) on other topics, such as maintenance of security infrastructure.
Shanghai Railway Administration would like to have regular support from UIC to organise conferences.
