Budget & Audit Commission meeting held from 30 – 31 March 2016 in Paris

The B&A Commission met from 30 – 31 March at UIC HQ. The UIC Budget and Audit Commission is composed of a Chairman and its members nominated every four years by the UIC General Assembly among the active members of the UIC. Their task is to examine the UIC accounts before they are submitted to the UIC General Assembly and state their opinion. The members come from wide financial/accounting and/or controlling areas and occupy within their companies positions of Chief Accounting officers, CFOs, Auditors or Controllers.

The new B&A Commission was elected at the end of 2015. It is currently composed of the representatives of SNCF (Chair), RZD, PKP, JBV, Trenitalia and KTZ. The Chairman and the Commission work with the UIC Finance Director and Head of Accounting as permanent support to UIC.

The existing B&A Commission meets twice a year: in spring for the closing of the accounts for Year N-1 and in autumn to examine the revised budget of the Year-to-End and provisional budget of Year N+1.

A UIC Presentation Seminar was organised for the recently elected members of the B&A Commission in order to provide an in-depth presentation of UIC before the first meeting of the Commission in May. During the two-day seminar, the members met with Mr Jean-Pierre Loubinoux, UIC Director General, who presented UIC and its objectives. Further presentations provided an insight into the UIC member composition, fees and regions; a detailed overview of accounting, controlling, as well as of the EU Projects and OPTin in 2016-2017. There were also presentations on the UIC Communications strategy, a presentation of the Rail System department which showed the work and organisation of UIC’s largest technical department; further presentations explained the work of two UIC subsidiaries L&T (Technical Language Services) and ETF (Railway Technical Publications), as well as the TAP TSI project, and QMS (Quality Management System).

The meeting was a real success. It allowed participants to better understand UIC, provided an opportunity for multiple Q&A sessions and exchange ideas on further joint work.

The next meeting of the B&A Commission is scheduled for May 2015 to go through the closing of the accounts for 2015.
