Mr Havrila was born on 4 February 1958 in Bratislava. He graduated from the Faculty of Civil Engineering of the Slovak University of Technology in Bratislava.

He started working for ČSD (predecessor of ŽSR) on 1January 1985. Since 2004, he has held various positions at ŽSR: Deputy Director of Infrastructure Department, Director of Railway Tracks and Structures Department and Deputy Director-General for Operation.

The Minister of Transport and Construction Mr Andrej Doležal appointed Mr Miloslav Havrila to the post of Director General of ŽSR with effect from 9 April 2020.

Mr Miloslav Havrila speaks English and Russian.
