EU Network of Excellence for more resilient Critical Infrastructures

“CIPRNet” aims at establishing a European Infrastructure Simulation & Analysis Centre (Sankt Augustin, 10 April 2013)

The EU-sponsored Critical Infrastructure Preparedness and Resilience Research Network (CIPRNet) project will establish a European Infrastructure Simulation & Analysis Centre. This centre will provide substantial improvements for fast and adequate responses by authorities and critical infrastructure owners to complex emergencies affecting or originating from critical infrastructures. The research network will integrate knowledge and technologies to create added-value decision support capabilities for national and multi-nation emergency management.

On 1 March 2013, the Critical Infrastructure Preparedness and Resilience Research Network (CIPRNet) project commenced. CIPRNet is a Network of Excellence activity in civil security research, co-funded by the European Commission’s 7th Research Framework Programme (FP7). The CIPRNet consortium will make a decisive effort towards providing support from the Critical Infrastructure Protection (CIP) research communities to emergency responders, governmental agencies and policy makers, enhancing their preparedness against service disruptions of Europe’s complex system of interconnected and dependent infrastructures.

CIPRNet comprises six European research institutes (Fraunhofer, ENEA, TNO, CEA, JRC, Deltares), the International Union of Railways (UIC), three European universities (Rome, Cyprus, Bydgoszcz), a Canadian university (UBC in Vancouver) and ACRIS GmbH from Switzerland. The project is coordinated by the Fraunhofer Institute for Intelligent Analysis and Information Systems IAIS. The CIPRNet consortium of research organisations, universities and end-users brings together a unique set of knowledge and technology gathered in over sixty previous research projects in the field of CIP. Each partner also functions as a multiplier by connecting to national and international networks and research platforms.

Reaching and maintaining the required level of preparedness requires adequate and fast adaptation to on-going changes of Critical Infrastructures (CI). CIPRNet will implement advanced modelling, simulation and analysis capabilities for supporting more effective responses to disasters and emergencies that affect or originate from multiple CI. In particular, CIPRNet will create added-value decision support capabilities for national and multi-national emergency management. These capabilities will enable decision-makers and operators to analyse the various possible courses of action, perform ‘what if’ analysis, and to learn about short- and long-term consequences of their decisions. The consequence analysis will be based on real-time and statistical data, status information on involved CI, meteorological data, and more. The development of this new decision support capability will build upon pooling and integrating technologies and resources available at CIPRNet’s partners and beyond. As an additional capability, CIPRNet plans to support the security design of Next Generation Infrastructures like Smart Grids.
From the start, CIPRNet will involve its stakeholders in the design of the new capabilities. This will be accomplished both by an International Advisory Board of end-users and other stakeholders, and by targeted workshops and training events. As a field test of the new capabilities, CIPRNet will demonstrate timely, actionable, risk-informed CIP analysis and strategies for authorities (nationally, cross-border, and EU-wide).

For achieving a long-term impact and improvement, the new capabilities need to be consolidated and sustained beyond the duration of the project. For the development and consolidation of the new capabilities, CIPRNet will establish a virtual centre of competence and expertise in Critical Infrastructure Protection (VCCC). The VCCC shall serve as a foundation for a European Infrastructure Simulation & Analysis Centre (EISAC), with the ultimate goal of sustaining the new capabilities and further innovations. A design study of EISAC is available from the former EU project DIESIS and will be employed in CIPRNet.

In CIPRNet UIC is an end-user in the railway infrastructure sector. Additionally, UIC will actively contribute to dissemination activities to its members, within CIPRNet, and more. UIC will also add end-user perspectives from the railway transport domain on the joint research activities, the VCCC, and the definition of realistic scenarios. UIC will host one of the CIPRNet workshops with end-users.

Fraunhofer IAIS will coordinate and manage the CIPRNet project. Its main technical contribution will be the realisation of ‘what if’ analyses as a combination of advanced modelling, simulation and analysis methods and serious gaming techniques.

Hubert du Mesnil appointed new President of Lyon Turin Ferroviaire

Lyon Turin Ferroviaire’s (LTF) Ordinary General Shareholders’ Meeting, held on Friday 29 March in Rome, appointed Hubert du Mesnil as the subsidiary’s new administrator and president.

Hubert du Mesnil succeeds Patrice Raulin, whose mandate has recently come to an end.

LTF’s senior management, comprising Jacques Rapoport, President of RFF, Michele Elia, Managing Director of RFI, and Mario Virano, Italian Government Commissioner for the Lyon-Turin project, met Italy’s Minister for Infrastructure Corrado Passera in Rome on 29 March, to take stock of progress on the new Lyon-Turin rail link.

On this occasion, C. Passera reconfirmed the Italian government’s commitment to France with regard to the Lyon-Turin project.

Hubert du Mesnil, Chairman of the French Institute of Delegated Management (IGD), was notably President of Réseau Ferré de France (RFF) from 2007 – 2012, having been Director General from 2005 – 2007. He was formerly CEO of Aéroports de Paris from 2001 – 2005 and Director of Land Transport at the Ministry for Infrastructure, Transport and Housing from 1995 – 2001. Hubert du Mesnil succeeds Patrice Raulin, former head of the Ministry of Transport’s civil engineering bureau, President of LTF since March 2008, who had himself succeeded François Lépine, President from 2002 – 2008. Patrice Raulin was also Chairman of the Société Française du Tunnel du Fréjus (French company which operates the Fréjus road tunnel), President of the Board of Directors of the Ecole nationale des TPE (French National School of Public Works), Chairman of the Board of Trustees of the Société des Aéroports de Lyon, and former Director General for Maritime and Land Transport at the Ministry of Infrastructure, Transport and Housing. During the General Meeting, RFF and RFI paid tribute to Patrice Raulin and highlighted his achievements at the head of LTF.

Lyon Turin Ferroviaire is responsible for the studies and reconnaissance work conducted on the cross-border section of the new Lyon-Turin rail link. LTF is the joint subsidiary of Réseau Ferré de France (RFF) and Rete Ferroviaria Italiana (RFI).

Switzerland: work on the Lausanne-Renens railway junction

The Swiss Confederation intends to invest over a billion Swiss francs to develop and upgrade the Lausanne-Renens railway junction. The aim is to improve existing infrastructure to be able to transport more passengers on longer 400m trains with double-deck coaches.

Work on this junction will accommodate the growing demand on west Switzerland’s network and is scheduled to start in December 2015 for a period of around 10 years.

The work requires careful planning, particularly with regard to train timetabling. It involves reconciling the various work constraints (safety, budget, delays) with continued railway operations whilst ensuring a balance among passenger, regional, national, international and freight traffic. To this end, a working group comprising SBB, the Federal Office of Transport (FOT) and the cantons of Geneva and Vaud was established in October 2011 to assess the impact of the work.

The assessment shows that current railway services can be maintained during the 10-year project, albeit with a few adjustments. Journey times and some connections will need to be changed, in particular between Lausanne and Geneva and between Basel and the Lake Geneva Region. The ICN service between Basel-Bienne-Lausanne is expected to take an extra 30 minutes.

Successful 5th International Seminar on Railway Safety and Security

The 5th International Seminar on Railway Safety and Security – held in Tangier on 10 and 11 April and followed by a technical visit to the future high speed line – took place under the high patronage of His Majesty King Mohammed VI. The event was attended by almost 250 participants and over 40 panellists, railway managers and external advisors.

This was the 5th seminar organised on this common theme by UIC as part of its global activities (Passenger/High Speed Department and Security Division) and by ONCF, Moroccan National Railways (Security and Control Division).

This edition served as an occasion to highlight the concept of integrated protection of railway operations which encompasses and brings together the aspects or policies of:

  • Security in terms of protection and combat against malicious intent, from damage and petty crime to terrorism – a responsibility shared between the public authorities and railway companies
  • Safety of railway systems in terms of addressing risks by using human factors and technologies, implementing procedures to ensure the rail transport system is reliable for customers: key and ongoing responsibility of the railway sector
  • Civil and environmental safety in terms of addressing risks relating to the rail system’s environment (natural hazards, extreme weather conditions…) and which can disrupt operations, as well as risks relating to the running of the system (complex nature of managing heavy flows, potential technical defects of station infrastructure,…)
  • Civil defence, resilience of railway systems, role of emergency services and crisis management in the event of incidents and accidents with a view to mitigating the consequences

The seminar was also the occasion to once again emphasise the specificities of high speed and their significance for companies and countries which use and develop them. The security of high speed systems has specific characteristics linked to the amount of investment (notably public) that they represent, their symbolic business aspect, customer requirements, and potential worsening of effects caused by incidents due to traffic speed. To this end UIC has decided to develop – together with its members involved – a manual on the security of high speed systems, which will become part of the series of high speed manuals that have already been published or that are being drafted. The work will be coordinated by the UIC Passenger/High Speed Department and Security Division.

These two key aspects were also addressed during the official opening session:

  • By Mr Aziz Rabbah, Minister for Transport and Infrastructure of the Kingdom of Morocco, who highlighted: “2013 is about improving railway transport thanks to large investments in infrastructure and giving priority to security and safety aspects.”
  • By Mr Mohamed Rabie Khlie, Chief Executive of ONCF et Chairman of the UIC Africa Region who confirmed: “ONCF has budgeted three billion euros for its 2010 – 2015 investment programme. A quarter of the investment budget is allocated to improving safety and security.”
  • And by Mr Jean-Pierre Loubinoux, UIC Director General, who concluded the session by saying: “For the first time, participants from 25 different countries will discuss experiences and projects in the field of safe railway operations, security of goods and people, and anticipating crisis situations by mitigating the consequences. Strengthening links with civil defence services as well as specific issues relating to high speed will also be discussed. Though safety and security have been rail’s principal assets since its creation, we should remain modest about our achievements in these areas so as to ensure strong progress in the future.”

First test runs in Gotthard base tunnel to start in December

Following completion of tunnelling work on the Gotthard base tunnel in 2011, over 40% of the railway infrastructure has now been installed and full trials are scheduled to begin in December this year.

60% of the excavation work on the Ceneri base tunnel has been completed, despite delays due to difficult geological conditions. According to construction company AlpTransit Gotthard (ATG), the Ceneri base tunnel is expected to open, as planned, in 2019.

Regarding the Gotthard tunnel, trial operations on the 15.5-km stretch at the southern end of the west tunnel between Bodio and Faido are scheduled to start in December. Trains are expected to reach speeds of 230 km/hour during test running. The Gotthard base tunnel is expected to open to commercial traffic at the end of 2016.

European wagonload production alliance “Xrail” appoints new CEO

Xrail has announced the appointment of Sassan Rabet as its new Chief Executive Officer. Sassan Rabet, currently Deputy CEO of Xrail, is taking over the position from 1 May 2013.

Concerning the appointment of Mr Rabet, Ferdinand Schmidt, Chairman of Xrail, also Chairman of the UIC Freight Forum, said “we could not have selected a better person for the position.” “With his specific in-depth experience in the rail freight industry, including several leading positions at SBB Cargo, we are confident that Mr Rabet is the right person to further develop the Xrail Alliance.” “I am looking forward to continue enhancing the Xrail Alliance and to contribute to a significant and sustainable improvement of the European wagonload segment in close cooperation with the alliance partners. I believe that we have some very exciting prospects ahead of us”, said Sassan Rabet.

The Xrail management change will take place on 1 May 2013. “On this occasion I would also like to express my gratitude to Guenther J. Ferk who took on the challenge of developing the wagonload alliance in 2008 and who has been leading Xrail ever since”, said Ferdinand Schmidt. “Under Mr Ferk’s leadership, Xrail has been successfully positioned on the European railway map. The implementation of alliance standards between the seven partners provides customers with enhanced reliability and transparency for international wagonload transport”, added Mr Schmidt.

Ferdinand Schmidt continued, “on behalf of all alliance partners, I wish Mr Ferk the very best for the future. The focus of Xrail will not change with this management change. We will proceed with our current strategy, which is to create added value for our members and their customers by improving the quality and transparency of international wagonload traffic.” Sassan Rabet, born in 1972, holds a Master’s degree in Public Policy and Management. He joined the railway industry in 2001 and worked in the fields of strategy, business development, product management and business process reengineering, before joining Xrail.

The X rail initiative was launched in 2007 in Paris under the auspices of UIC. Under UIC coordination the alliance partners defined together the international production standards, the indispensible IT systems and measures aiming to improve quality. They also finalised in the frame of UIC the contract to form this new alliance in the field of rail freight transport. Xrail implements a cross-border production standard which benefits wagonload customers in three areas: reliability (at least 90% in international wagonload traffic on the Xrail network), transparency (international timetables from customer siding to customer siding, active information systems) and offer process (standard response time of three days maximum). In September 2010, the involved operators created Xrail S.A. as a company with offices in Brussels.

UIC is globally involved in freight issues (including wagonload status) and its activity aims to increase revenues of UIC members by improving the competitiveness of international products and services, reducing UIC member costs by harmonising international business, operational and information processes and developing freight corridors and reinforce confidence of customers in rail. These objectives can be achieved by organising knowledge transfer among members and from other industries with benchmarking, workshops, conferences as well as establishing permanent links with strategic partners in the supply chain (intermodal operators, freight forwarders). France/Russia: Project to establish a high speed training and research centre

In addition to the information published in the 339th edition of eNews, and following on from French President François Hollande’s state visit to Moscow to meet Russian President Vladimir Putin on 28 February, Russian Railways (RZD) and SNCF signed a statement of intent at the end of March to establish a Franco-Russian high speed training and research centre in cooperation with Moscow State University of Railway Engineering (MIIT), Paris’ Conservatoire National des Arts et Métiers (National Conservatory of Arts and Crafts – Cnam), and Ecole des Ponts et Chaussées (Civil and Structural Engineering School – ENPC, Ecole des Ponts ParisTech).

The agreement was initialled during a ceremony held at Cnam by RDZ President Vladimir Yakunin, SNCF President Guillaume Pepy, as well as the project’s partner universities: the Rector of MIIT Boris Liovine, the Deputy Head of Cnam Christian Forestier, and the Director of ENPC Armel de La Bourdonnaye.

This Franco-Russian high speed training and research centre will aim to strengthen and develop the scientific, technological and training aspects of bilateral cooperation in this fast-growing field. “Russia and France share a great railway culture and tradition”, recalled Guillaume Pepy, highlighting that “this future Franco-Russian centre will make it possible to establish high speed routes from the Atlantic to the Pacific.”
“Today’s aim isn’t about copying SNCF but about working together to create more modern high speed transport systems, taking into account Russia’s vast distances and low temperatures”, said Vladimir Yakunin, President of RZD. “This agreement illustrates Cnam’s desire to support French companies in their international development by training future managers and technicians for this project”, explained Christian Forestier, Deputy Head of Cnam. MIIT and ENPC will provide their expertise through joint research, exchanges between teachers, researchers and students, and training schemes.

This agreement comes as part of the broad-based cooperation between SNCF and RZD, particularly in the area of knowledge and know-how. Since 2006, SNCF and MIIT have jointly trained over 350 managers and leaders at RZD in a number of technical fields. Four training sessions of this kind are thus planned this year. A Masters in Infrastructure and High Speed Operations in Russia and Ukraine was also launched in November 2012 at the impetus of Cnam’s Chair in Railway Technology and Competence (TCF) and SNCF, as well as other partners including RZD, MIIT and Saint Petersburg State University of Railway Transport.

From September 2014, this programme – selected and financed by the European Union (Tempus Programme) – will train railway managers in Moscow and Saint Petersburg in specific aspects of high speed. SNCF and the Ecole des Ponts ParisTech have in recent years strengthened their cooperation in the field of rail transport, firstly by expanding their study programmes through the creation in 2008 of a specialised Masters in Guided Rail Transport Systems to deal with the shortage of railway engineers, and secondly, by developing areas of common research, evidenced by the creation in May 2012 of a Chair in Reinventing Stations in the 21st Century.

5th TRA Conference co-organised by UIC/ERRAC

Research is one of the core issues that UIC is involved in on behalf of its members. As was the case with the 4th TRA (surface) Transport Research Conference in Athens last year, the UIC is involved – on behalf of ERRAC – in the organisation of the 5th TRA Conference.

Next year the 5th Transport Research Arena (TRA) 2014 conference will take place from 14 – 17 April at Paris-la-Defense, France. All aspects of surface transport modes (road, rail and waterborne) and cross-modal aspects (including intermodal freight transport and urban mobility) will be covered as part of TRA 2014.

The main role for ERRAC and UIC in the organisation of the TRA is to see that rail is featured in the programme in a prominent role next to road and waterborne transport. Issues of competition as well as inter-modality are concerned here.

Underlining the prominent role for rail transport will certainly be made a lot easier if there are a good number of abstracts submitted addressing interesting activities in the area of research and innovation in the rail system! On this basis we can organise many important sessions during the conference.

We would like to invite you to help us promote rail transport in all its facets by drafting and submitting abstracts that address the research and innovation projects and studies your company might be involved in. It is an opportunity to showcase your activities as well as the innovative rail system as a whole!

Besides research, there are many representatives of local, regional and national governments, high officials and even Director-Generals of the European Commission, the supply industry and users and potential users.

Therefore, all abstracts/papers around the results of your project (scientific and end-user oriented abstracts), FP7 funded projects and others, are very welcome.

After the selection of papers, E-proceedings as well as thematic hard copy volumes will be published. The best papers will also be submitted to highly-rated journals. We would urge you to consider submitting a scientific paper based on the work and results of your projects.

Germany: preventative measures help reduce non-ferrous metal theft

German national railway company Deutsche Bahn, Deutsche Telekom, electricity supplier RWE and the Association of German Metal Traders VDM have recorded successful operations for 2012 to combat non-ferrous metal theft.

According to the three companies, non-ferrous metal theft declined by over 10% in 2012, with 3,400 incidents of theft. The material damage amounted to over 20 million euros – a slight increase on the previous year. In addition one must take into account the negative consequences in terms of public image, with the cancellation and delays of train services, as well as disruption to telephone communications and data links.

DB’s latest figure of 2,700 cases of theft corresponds to 10% fewer than the previous year. However the consequences were still significant, with over 240,000 minutes of delays involving more than 17,000 trains. Delays were reduced (in minutes) by 15% compared to the previous year, for the same number of trains. The material damage came to 17 million euros – that is an increase of two million euros.

High Level Freight Meeting 11 – 12 April 2013, Brussels

The 2013 UIC-CER High Level Freight meeting took place in Brussels on 12 April 2013.

On the previous evening, Mr Keir Fitch, Deputy Head of Cabinet of European Commission Vice-President Siim Kallas, chairs of the rail freight corridors’ executive boards and representatives from national permanent representations to the EU met the rail freight CEOs.

Following the key conclusions from the new CER Rail Freight status report Executive Director Libor Lochman highlighted that the overall impact of EU policy measures introduced throughout the last decade with a view to revitalising rail freight was limited. While the objective of greater intra-modal competition has been reached, with an average of 25% of new entrants on the EU rail freight market, the imbalance between rail and road has increased, with a loss of 2.3 points in rail freight’s modal share between 2000 and 2010. He underlined the need for essential measures:

  • Sufficient investment in infrastructure
  • A fair level-playing field between all transport modes
  • The remove of technical and administrative bottlenecks

Mr Keir Fitch gave an overview of some measures introduced by the Commission in the Fourth Railway Package. He presented the Commission’s views on the one hand for better cooperation between infrastructure managers to facilitate cross-border traffic and on the other for greater powers to ERA, regarding certification of wagons.
Regarding Shift2Rail, Mr Fitch explained that this ambitious programme should provide a large research budget to the rail sector.
He concluded, “interoperability guarantees safety and at the same time decreases the costs. He asked the sector to focus interoperability, governance and market opening”.

The plenary session of 12 April began with the warm welcome of HLFM Chairman Ferdinand Schmidt, Managing director of ÖBB Produktion and Chairman of the UIC Freight Forum. Various topics were debated:

  • Jean Pierre Loubinoux, UIC Director General, gave an overview of the 3rd Global Rail Freight Conference with about 250 people from 25 countries who met last October in Tangier (Morocco). The delegates and participants involved in the global logistics system such as logistics operators, maritime transport, ports, intermodal operators, the supply industry, forwarders, and commercial intermediaries, discussed key themes such as international freight corridors, intermodality between maritime and rail transport technological innovations for logistics.
  • Introduced by the chairwoman and chairman of corridors 1, 2, 3 and 8, the debate on Rail Freight Corridors highlighted the need for uniformed requirements related on capacity allocation, dispatching rules or even longer trains. The need to coordinate the rail freight operators acting in the advisory boards of the Corridors was underlined. That is the aim of UIC corridor project.
  • The increase of Rail Freight Productivity through heavier and longer trains gave Dr Hedderich from DB Schenker Rail and Ms Sylvie Charles from SNCF Geodis the opportunity to present the results of the pilot cases in Germany and between Luxemburg and France. In addition, Bernard Schmitt, UIC project manager, presented some conclusions and recommendations of the UIC global study. The main one demonstrates that any development in increase of length or payload reported reduces the operational costs.
  • Regarding the implementation of ERTMS, extra costs and sales shortfalls caused by uncoordinated implementation of ETCS were said not to be acceptable
  • The CEOs signed a letter to the EC asking for a connected public database providing the needed information regarding the check for a certified ECM for any wagon incorporated in a train.
  • Mr Juergen MUES, member of the SBB management board, presented the future initiative “5L”, focusing on rail freight wagons as the key elements of logistics.
  • The chairman F Schmidt presented the outcome of the UIC working group about a new concept of the Freight Forum. The CEOs agreed to a yearly endorsement from Freight CEO’s of the proposed work programme. (High Level Freight UIC-CER meetings)

The next HLFM is scheduled to take place around the same time as the high level infrastructure meeting in Stockholm at the beginning of June 2014.
