Belarus: Belarusian Railways have implemented the MERITS-PRIFIS international reference and information system

One of the key objectives of Belarusian Railways is to improve its services and to attract more passengers. For this purpose it aims to provide its customers with the latest reference information.

Thus, Belarusian Railways has recently implemented the MERITS-PRIFIS databases, which contain information on train timetables in Western Europe. As a result, passengers can visit a major ticket office of the Belarusian Railway and find out how to get from one place to another in Europe, for instance, from Warsaw to Rome, by train. They will be provided detailed information including that on interchanges, ticket price, etc. The system makes it possible to purchase a ticket for a definite train provided there is available accommodation therein.

Belarusian Railways is increasing the availability of its services due to significant growth of passenger transport between Belarus and the states of Western Europe. The volume of passenger transport grew by 17.5% in March 2015 compared to February 2015, and there was also a 2.2% growth in April 2015 in comparison with March this year.

Passengers may get the necessary information to plan their trip to Europe at the following railway stations: Minsk Pasažyrski (international ticket offices, ul. Kirova, 2; ticket office No.5, railway terminal), Orša Centraĺnaja, Maladziečna, Baranavičy Palieskija, Baranavičy Centraĺnyja, Luniniec, Brest, Pinsk, Homieĺ, Žlobin, Mahilioŭ, Babrujsk, Asipovičy, Salihorsk, Viciebsk, Polack.

Belarusian Railways has included data on Belarusian trains in this international reference system.

The single customer database was developed under the MERITS-PRIFIS project. The database allows the members to enhance the sales within their own booking systems all over Europe. Almost all European railway authorities are members of the project. The data is upgraded on a weekly basis.

EUROC signature

On Thursday 21 May the development of the Shift²Rail programme took another step forward.

That is the day by which those companies and consortia that had already successfully passed the first stage for Associate membership, were required to submit their detailed project proposals for the second stage.

The EUROC consortium of 14 UIC member companies was amongst this group of candidates and it was with considerable delight and not a little relief that their submission was sent to the Shift²Rail team for consideration.

From now on there will some further steps to achieve for any of the candidate associate members and these include:

a. The finalisation of membership to the S²R JU:

  • Evaluation of 2nd stage applications by independent experts (June-July 2015)
  • Invitation of pre-selected candidates to negotiations on their draft membership agreements (July-October 2015)

b. The award of the first grants for carrying out projects.
As S²R is being governed within the Horizon 2020 framework, funded activities can only start once there has been a call or an invitation to submit proposals issued by the JU, followed by an evaluation of proposals by independent experts. Therefore the next steps (and indicative planning) are:

  • Final decision of the Commission on the membership structure and signature of membership agreements with all members (November-December 2015)
  • Invitation to all members (founding and associated) to submit proposals for the first projects (November-December 2015)
  • Evaluation of the proposals (February-March 2016)
  • Award of first grants and launch of first projects (spring 2016)

It can therefore be seen that there are still a number of significant steps to be taken before S²R can really and truly be regarded as being live and fully active.

The EUROC consortium, recognising the significant number of steps that are required and further recognising that they would greatly benefit from the support, advice and facilitation of a well-experienced project management organisation, have asked UIC to formally act on their behalf. A contract that covers the period up to and including all the steps identified above, was signed by the EUROC Consortium Leader, José Carlos Clemente (REFER) and Jean-Pierre Loubinoux (Director General, UIC) to cover the provision of a range of support services. This will enable EUROC to present itself and the ideas that the partners have for the S²R work programme in a really professional manner and ensure that the EUROC consortium is managed efficiently and effectively.

Speaking on behalf of the EUROC partners Mr Clemente said “I am delighted that UIC is able to help us in this manner. It is important to us that these services are provided under a separate contract as it right and proper that only those companies in EUROC are paying for these services. There is still a long way to go in this adventure and I am confident that the UIC team we have working with the EUROC partners will ensure that we arrive at the end of the journey in a really strong position”.

Jean-Pierre Loubinoux said that “Ever since the first time the Shift²Rail idea was first mentioned to us in 2011, we have indicated the added value that a properly constructed research and innovation programme can bring to the development of the future European railway system and the business model of the ROC. We are of course delighted to be able to support the EUROC partners in this way and we must thank the UIC team that has enabled this position to be reached.”

United States: Daniel Curtin Appointed to High-Speed Rail Authority Board of Directors

The California High-Speed Rail Authority (Authority) Board of Directors Chair Dan Richard issued the following statement on 15 May 2015 upon Daniel Curtin’s appointment to the Authority’s Board of Directors:

“We welcome the addition of Daniel Curtin who has been a champion of more than 100,000 working and retired union members in the carpentry industry,” said Chair Dan Richard. “He understands what the high-speed rail program is doing for California’s workers and their families, and brings an important voice to the Authority.”

Curtin, of Sacramento, has served as Director for the California Conference of Carpenters since 2001 and previously held the same position from 1992 to 1999. From 1999 to 2001, he served as Chief Deputy Director for the Department of Industrial Relations. Prior to that, Curtin was a legislative advocate for the California Conference of Carpenters. His experience in the California Labor movement began in 1973 when he started as a Union organizer and worked for the California Labor Federation.

Curtin is currently a member of the California Water Commission and also serves on the California State Compensation Insurance Fund. He is a graduate of the City College of New York.

Assembly Speaker Toni G. Atkins appointed Curtin to the Board. His term lasts until the end of 2017. Curtin replaces Patrick W. Henning, Sr., effective immediately. Henning was appointed on June 6, 2013 by former Assembly Speaker John Perez.

Sustrail Final Conference – Brussels, 21 May 2015

The sustainable freight railway: Designing the freight vehicle – track system for higher delivered tonnage with improved availability at reduced cost

The SUSTRAIL consortium and the International Union of Railways (UIC) held the SUSTRAIL Final Conference on 21 May 2015 at the Royal Flemish Academy in Brussels, offering issues for debate to participants – including railway suppliers, research groups, railway operators (undertakings and infrastructure managers) the chance to discover the main achievements of the projects and to be informed of the use of the project’s results, guaranteeing that project solutions will satisfy user needs and fulfil railway requirements, railway organisations at EU and international level.

Launched in June 2011, and ending on 31 May 2015, SUSTRAIL is a four-year collaborative R&D project co-funded by the European Commission within the FP7, with the overall objective to support the freight railway in regaining a primary position in the market, accounting for:

  • The increase in demand of the total freight transport volumes: about 40% (in tonne-kilometres) by 2030 and 80% by 2050;
  • The shift of 30% of road freight over 300 km to other modes such as rail or waterborne transport by 2030 (50% by 2050) as targeted by the European Commission.

Mr Hans-Günther Kersten, Director of the UIC Freight Department, gave an introductory speech on behalf of UIC. He highlighted UIC’s important role of disseminating the project results, as dissemination is an integral part of its core business of sharing knowledge with its Members. He said: “SUSTRAIL set itself some very ambitious goals which have been successfully achieved. The project was guided by a systemic approach which is becoming standard in all research projects. This systemic approach and consideration for the interaction between vehicle and track has produced a tangible innovation in the shape of a track-friendly bogie, which is aimed at limiting vulnerability to which infrastructure is subjected due to rail traffic.”

Dr Gerhard Troche, representing the European Commission, gave an opening address in which he spoke of the key challenges of rail freight in terms of quality, cost, service, and securing political support. He stressed the importance of the White Paper on Transport – the 2050 vision for rail freight – outlining the use of energy-efficient modes and the importance of reinforcing cooperation among infrastructure managers, improving capacity, harmonising standards and providing rail freight services of good quality to meet customer needs. He added that it was a key initiative of the Commission to revitalise the European rail freight system and to achieve the objectives of the White Paper on Transport.

Highlights of the programme included:

  • Novel wheel profiles (Lucchini, Politecnico di Milano)

  • Establishing the business case (Univesrity of Leeds)
  • LCC and RAMS analysis (Lulea Technical University)
  • User and environmental benefits, (University of Leeds),
  • Technical implementation (Network Rail, Gruppo CLAS)

Under the theme of the freight train of the future, the work package leaders were able to present the results of their studies and tests carried out on a prototype bogie. Tasked with designing a rail freight vehicle which is environmentally-friendly, lightweight, low-noise and with improved running gear, the work package leaders showed the testing of the bogie and described the main parameters, concepts and challenges throughout the design and testing process. They explained how they were able to implement a new and improved braking system.

By taking a holistic and integrated approach, the SUSTRAIL project was able to achieve successful results. What now remains to be done is to translate the project’s results into standards – into Technical Specifications for Interoperability, EU legislation and European Standards from the European Committee for Standardisation Controls (CEN), and more generally into guidelines and recommendations from UIC.

2nd UIC/CIT e-Ticketing Workshop successfully held from 21 – 22 May 2015 in Utrecht, Netherlands

Further to the success of the previous workshop held in Frankfurt am Main, Germany, from 24 - 25 October 2012, the second edition of the UIC e-ticketing workshop took place in Utrecht, Netherlands from 21 to 22 May 2015 at NS Headquarters.

The event was jointly organised by UIC (International Union of Railways) in cooperation with CIT, the International Rail Transport Committee, NS, the National Railways of Netherlands, and supported by Mastercard.

Travelling by train has been changed by technology and railway companies face the task of developing new systems of ticketing in order to reduce costs and meet customer expectations. According to this evolution, the aim of the workshop was to look for an optimal solution to make travelling by train more attractive in every possible way and to allow participants to learn about the latest tendencies in this field:

The objectives of this two-day workshop were to:

  • Provide a vision of the current e-ticketing world from a legal, a commercial and a
    technical point of view;
  • Get up-to-date with the major sector initiatives in e-ticketing;
  • Learn about new technologies that will significantly impact ticketing strategies;
  • Understand the legal and regulatory requirements for e-ticketing and how to manage them;
  • Review the benefits of standards in e-ticketing;
  • Work together with other experts on resolving key e-ticketing issues.

Participants were managers, experts, decision makers in e-ticketing from legal, commercial, and technical departments as well as ticket vendors, railway companies and consultancies.

Mr Luis Casado, Senior Advisor within the UIC Passenger Department, thanked the participants on behalf of UIC and the CIT for attending the event and expressed his delight at welcoming almost 90 attendees from all over the world.

Mr Maarten Bakker, of behalf of NS management, welcomed participants to the NS premises and wished them a successful meeting.

The event provided an opportunity to learn about the recent developments in e-ticketing. The main themes of Day 1 were on strategic topics on Technologies and Rail Ticketing Innovation:

  • Mastercard Solutions for Railways: Andrew Slattery, Mastercard
  • Bluetooth Low Energy (BLE) on the Service of E-ticketing: Jeremy Acklam (GTA)
  • Host Card Emulation (NCE) a Solution for NFC Ticketing: John Elliott (CHYP)

  • The Universal Railway Ticketing: David Sarfatti (UIC)
  • NS Technologies on E-ticketing: Joost Mortier (NS)

  • New Developments of Touch and Travel: Ruetger Fenkes (DB)

The third part of the Day 1 dealt with the legal setting for e-ticketing and was presented by Ms Tetyana Payosova, CIT Legal Advisor. She spoke about the legal requirement for e- tickets and the need to have coherence between ticketing requirements, concerning the legal, functional and technical specifications. The subject of data protection was then presented by Mrs Victorine Kossi from the Legal Department of DB. She highlighted the importance of privacy and data minimisation in e-ticketing.

Day 2 was dedicated to workshops, analysis and discussions. Participants were offered the possibility to participate in two out of eight different groups, chaired by experts in their field discussing e-ticketing concerns related to commercial, legal and technical issues.

The day began with the Panel Discussion to introduce the workshops. The proposed topics were as follows:

  • Can national transport smartcards be used for international rail tickets? By

Finally, Mr Querée addressed the audience to summarise what had been done over the last two days. Mr Casado and Ms Payosova thanked the participants for their active participation and the people involved in the organisation for the perfect working conditions and invited the representatives of the different companies to the next edition of the e-ticketing workshop in the following years.

First session of SIAFI 2015 held at UIC headquarters

The first session of SIAFI 2015, which took place at UIC headquarters, Paris from 18 – 22 May, was attended by participants from seven different nationalities.

The SIAFI training programme, which addresses talents from different backgrounds and competences, is an opportunity for trainees to learn, on the one hand, the railway as a system encompassing its different facets and activities, and on the other, to acquire a set of business skills. In addition to discussions around topical railway issues, an important part of the week was devoted to team building, project management, business model innovation workshops and sharing information sessions.

The international character of the programme offers trainees both the chance to view their own industry challenges in new surroundings and to see other perspectives.

The learning during this week was acquired through different training methodologies:

  • Extensive networking activities and exchange of information and practices between the trainees themselves and through interaction with the presenters (international experienced professionals and experts, external consultants and academics)
  • Group based working
  • Intercultural team project work

The varied backgrounds and competences of the SIAFI audience, together with the experience of participants and of the lecturers favoured rich and fruitful exchanges, debates and discussion.

The topics eventually selected by participants are as follows:

  • Justification for high speed rail decisions
  • More intelligent rail infrastructure through monitoring systems
  • Innovative intermodal freight solutions: Rail4Freight (R4F)

The three constituted project teams will continue working between the two sessions, with coaching web conferences with the active support from UIC experts and university professors from Newcastle University (Newrail), “Politehnica” University of Bucharest and Instituto Superior Técnico, Universidade de Lisboa (University of Lisbon).

Luxembourg: CFL multimodal aims for a 20% CO2 emission cut within 5 years in the context of the Lean & Green programme

On 18 May, the CFL multimodal group, via its member CFL logistics, was awarded the Lean & Green label by the Secretary of State, Mr Camille Gira. CFL logistics aims to cut its CO2 emissions by 20.42 % by 2020.

Lean and Green is an international stimulation programme, which encourages companies and organisations to engage in sustainability measures. In 2014, the Ministry of Sustainable Development and Infrastructure started collaboration with the Cluster for Logistics in order to implement this label for transport & logistics companies in Luxembourg.

CFL logistics, a Luxemburgish logistics operator and CFL multimodal subsidiary, was awarded the Lean & Green label today by Mr Camille Gira. CFL logistics aims reduce its CO2 emissions by 20.42% within five years, by implementing a series of measures including:

  • Optimising truck routes and loading rates,
  • Reducing fuel consumption,
  • Developing an energy-efficient and zero-emission fleet, as well as
  • Modal transfer from road to rail for specific destinations

By participating in this programme, the CFL multimodal group aims to strengthen its energy efficiency plan already covering its entire logistics activities. The group furthermore wishes to encourage the involvement of its employees in its sustainable development strategy as well as environment protection. CFL multimodal believes that a collective approach and joint actions will enhance the impact of each measure, thus multiplying its effects more than the simple sum of each respective target.

Cross-sector coalition calls for EU-wide action against metal theft

In support of the cross-sector coalition against metal theft, UIC has jointly published a statement that aims to raise awareness of the metal theft on the railways phenomena.

This type of crime causes considerable service disruptions and costs with replacing and repairing the damage. The loss of communications, energy and transport systems can sometimes put in danger public safety and security.

Stolen metals are often transported across several borders (EU and Non-EU), far away from the actual scene of the crime, being sold as scrap or for recycling. Thus, both national and international cooperation and collaboration initiatives are needed to raise awareness, providing expertise and best practices to allow the exchange of ideas between all actors involved.

In the several actions against metal theft, at a technical and strategic level, the UIC Metal Theft WG members are very pleased with the growing level of collaboration in this field between railways, law enforcement, security authorities and the private sector across Europe, working collaboratively with its members as well as with the national and international authorities. It is within this spirit that UIC joins and supports this initiative of the Cross-sector coalition against metal theft.

Metal theft is far from being mitigated and is in fact affecting multiple industries and by consequence society. Railways in particular cannot afford to be passive and wait for others to take action on their behalf. Rail’s response to this problem can and must be consistent across Europe having as a common and single objective “Mitigate metal theft and its impacts on railway users.”

Eleven associations representing the energy, railway, public transport and recycling industry – all highly affected by metal theft – are calling on EU policy makers to take action to prevent and counter metal theft in Europe. The newly formed coalition is issuing a common statement setting out the areas in which EU-wide action is necessary to counter the phenomenon.

The coalition aims to raise awareness about the negative effects of metal theft on the functioning and quality of services of general interest and its overall impact on public life.

In their common statement, the associations urge EU policy makers to take appropriate steps in three areas in which Europe-wide action and cooperation is needed to complement measures already in force at national level and initiatives already undertaken by the concerned stakeholders:

1. Proper implementation and enforcement of existing waste legislation across Europe is crucial in order to prohibit uncontrolled management of metal waste and scrap. In addition, proposing new measures linked to the identification of metal waste and scrap buyers and sellers should be considered in order to allow for more efficient and effective investigations and prosecution of metal theft crime.
2. The cross-border nature of metal theft and its ties to organised crime need enhanced international coordination and cooperation between law-enforcement authorities and better exchange of data.
3. Common definitions and sanctions need to be introduced in order to make foreseen penalties for metal theft proportional to the actual impact and cost of the crime.

The coalition is actively advocating these measures in order to ensure that concerns related to metal theft are duly taken into consideration by the EU policy-makers.

Railway Talent Event: Launching the network – a collaborative and networking event for global railway talents

What is the Railway Talent Project?

The Railway Talent Project started in 2013 and it is all about the attraction and retention of talents within the railway sector worldwide. In other words it is about showing talented people, male and female, engineers and scientists, HR and marketing experts, what the rail industry has to offer. And there is a lot out there! With a number of large scale railway projects (e.g. Crossrail in London, UK; high speed in China; railway developments in Brazil) and various new railway lines and upgrades projects taking place around the globe the demand for railway man and women is growing.

To meet this demand for qualified and enthusiastic workforce the Talent Project aims to attract talents from beyond the sector as well as make sure the talents within the sector are satisfied and happy to continue working for the railways.


The official launch of the UIC Global Network of Railway Talents will take place on Friday 17 July 2015 at Newcastle University, UK. The purpose of the event is to create a dedicated physical space for network members to connect with international peers beyond a virtual online platform and collectively address one major challenge of the rail sector: the attraction and retention of talents.

The event will also:

  • Promote the UIC Global Network of Railway Talents in order to attract new members and boost growth;
  • Create a convivial event allowing the network members to meet and exchange about the rail sector and personal development opportunities;
  • Facilitate a conversation among passionate railway talents on timely global challenges of the sector;
  • Provide networking opportunities to network members and beyond

7th edition of International Level Crossing Awareness Day (ILCAD) to take place in Istanbul on 3 June 2015

The 7th edition of ILCAD will take place on 3 June 2015 again in many countries with bigger or smaller campaigns around the world. On this occasion the 2015 international press conference, together with a round table on level crossing safety with experts from different sectors and side events will be hosted by TCDD in Istanbul, Turkey.

The public targeted in 2015 are pedestrians and cyclists.

Ahead of the International Level Crossing Awareness Day 2015 on 3 June, UIC has produced a new video “Take your time, don’t risk your life!”

The video will be used by ILCAD partners during their national press conferences, staff and public awareness sessions and shown in the international press conference in Istanbul.

14th High Level Freight Meeting takes place in Paris on 22 May 2015

European rail freight CEOs met in Paris on 22 May for their annual High-Level Meeting. The meeting addressed two key issues: the challenges of rail freight in the 21st century and wagon related topics.

In the presence of Olivier Onidi, Director of European Mobility Network at the European Commission, Freight CEOs explained the stringent economic and political context in which they have to grow rail’s market share and illustrated the reality they face with infrastructure bottlenecks, coordination of infrastructure works, path and capacity planning and allocation, ERTMS implementation, noise, cross border interoperability etc.
While these issues are being addressed at expert level via dedicated UIC initiatives and promoted by CER at political level through reminders of a need for a level playing field between modes, rail freight CEOs reaffirmed their commitment to support progress on these issues at the highest level level by establishing a CEO task force so as to ensure the necessary measures receive adequate endorsement for their implementation.

The High-Level Freight Meeting also offered a first-time opportunity for European rail freight CEOs to have a high-level exchange of views with wagon keeper CEOs (members of UIP) on two key topics: liability for damages caused by wagons and on the exchange of safety-related information in the context of digitalisation of transport. On the liability regime, rail freight CEOs were pleased to announce to UIP representatives the consensus they reached and on the basis of which joint work could be progressed.

Lastly, all European rail freight CEOs thanked Ferdinand Schmidt, Managing Director of ÖBB – Technical Services GmbH, following his decision to leave the chairmanship of the UIC Freight Forum and of the CER-UIC High-Level Freight Meeting after 10 years of extremely appreciated dedication. CEOs welcomed Reinhardt Bamberger, Member of the Board of ÖBB – Rail Cargo Group, as his successor.

UIC Asia-Pacific Workshop on Productivity Increase with Heavier and Longer Trains

The UIC Workshop on Productivity Increase with Heavier and Longer Trains within the framework of the UIC Asia-Pacific Regional Assembly strategic action plan was held in Saint-Petersburg (Russian Federation) from 20 – 22 May 2015. Originally scheduled to take place in Indonesia with the Indonesian Railways, it was finally initiated and organised by JSC Russian Railways.

The event was attended by over 40 representatives of railway companies, transport administrations, wagon building plants, transport universities and research institutes from Russia, Kazakhstan, Mongolia, China, Sweden, France and Australia.

Development perspectives of heavy haul transport across regions, infrastructure maintenance issues connected with it, special rolling stock construction, and technical innovation in heavy haul technologies, advantages and economic effects were discussed during the workshop.

The participants noted that the organisation of heavy haul transport is vital for the increase of railway carrying capacity, cost-cutting transport expenses for consignors and improving competitiveness in railway transport.

On the basis of reports, comments and the final discussion, participants worked out the final recommendations to be included in the next edition of the UIC Asia-Pacific strategic action plan, including the continuation of the work in the UIC framework on the organisation of joint events with the participation of all interested parties, in order to share the experience in the field of heavier, longer and faster rail transport development in different UIC regions. For the development of this traffic, complex measures should be undertaken in the different fields of the rail system. Those final recommendations are being finalised and will be made public before mid-June.

All actors of high speed rail development across the world to meet in July 2015 in Tokyo at “UIC HIGHSPEED 2015” World Congress

“Celebrate the past, Design the future” 7 – 10 July 2015, Tokyo

The 9th World Congress on High Speed Rail “UIC HIGHSPEED 2015” is being organised by the International Union of Railways (UIC) and East Japan Railway Company. The largest international congress and exhibition devoted to High Speed Rail in the world, which was initiated by UIC and which has brought together 1,000 professionals every few years since 1992, will finally come back to the birth place of High Speed Rail, Japan. This edition of UIC HIGHSPEED Congress in Tokyo will be a once-in-a-lifetime opportunity to review the past half century and to envision the next half century of high speed train operations worldwide.

The official opening ceremony will take place in the presence of high-level representatives of the Government of Japan and foreign Governments and Presidents and CEOs of railways operating High Speed Rail around the world. The closing ceremony will bring together high representatives of 10 countries about to or wishing to operate high speed system in the coming years.

Congress overview:

The “UIC HIGHSPEED 2015” Congress in Tokyo will coincide with the 50th anniversary of high speed train operations worldwide.
Since 1964, many different countries and regions worldwide have opened and developed their own high speed system. 15 billion passengers have travelled at global level – twice the world’s population – for the past half century.
Nowadays there are nearly 23,000 km of dedicated high speed lines operating in the world. In 20 years, this figure will double.
Unlike past congresses, the 9th UIC HIGHSPEED Congress will embrace the “50-50 concept” which will create a temporal dynamism throughout the congress.
That is, the first half of the congress will focus on challenges already raised and the lessons drawn from experience over the past 50 years, and the last half will focus on the new challenges to face and the opportunities to take over the next 50 years.

In addition to the above-mentioned temporal “50-50 concept”, the congress will embrace the concept of the topics to be presented and discussed. That is, half of the topics will focus on political, managerial and administrative issues, and the other half will focus on technological issues, because both are essential to review and envision High Speed Rail.

Therefore the congress will have and revolve around a series of 5 parallel sessions with the 5 streams:

  • Technology: engineering structures, performance, track, technical specifications, systems, safety and security, maintenance, energy and environment, system improvement, new technical developments, advanced structures and, finally new technologies.
  • Management: risk, capacity, real time operation, operations and stations, project, new trends.
  • Customers: mobility, services, marketing and distribution, competition, revenues accessibility and intermodality.
  • Culture and Society: sustainability, network planning, benefits, rail policy, territory management, system choice.
  • Academic: worldwide universities professors will share their vision about the future of high speed system.

During the congress, two round tables will be held, on the 50-50 concept:

  • Round table 1: Theme on past innovations
  • Round table 2: Theme on future innovations

A trade exhibition will illustrate the latest development of products and services in the field of High Speed. The exhibition will be held in the same resort as the congress sessions.

Technical visits with 8 courses including rides on Shinkansen trains running at a maximum speed of 320km/h and varieties of Shinkansen-related facilities.
The participants will benefit from the latest technological installation of Japanese Railways, with the visit to the Shinkansen, an experience of travelling at a maximum speed of 320Km/h.

International Innovative Technologies Seminar in Passenger Distribution Systems

Saint Petersburg, Russia, 25 May 2015

On 25 May 2015, the seminar on International Innovative Technologies for Passenger Distribution Systems was held in Saint Petersburg. This seminar was co-organised by RZD FPC (Federal Passenger Company), UIC and OSJD and chaired by Mr Mikhail Akulov, FPC Director General, Mr Jean-Pierre Loubinoux, Director General of UIC and Mr Victor Zhukov, Deputy Chairman of OSJD Committee.

In his welcome speech, Mr Jean-Pierre Loubinoux presented the digital revolution in passenger domain, such as connecting passengers in trains, knowing the status of the customer in real time, and, of course, digital distribution of tickets. The seminar serves as a platform for railways to openly discuss the integration of rail transport in the world transport system using innovative technologies. Such a platform can facilitate the exchange of experience, opinions and decisions with regard to the implementation of innovations presented by railways, international organisations such as UIC and OSJD, as well as IT companies.
He added: “UIC is honoured to co-organise this seminar with RZD-FPC and OSJD, focused primarily on the digital revolution which is well underway, and which will shake the sales process and bring new services to customers. This digital revolution provides our customers with a better service by adapting to their changing needs and behaviour, the reduction of costs in our companies and greater international interoperability.”

Mr Loubinoux thanked Mr Akulov for the fact that FPC had joined the MERITS community.

He presented all innovations which have been developed by UIC in the distribution domain, and which were presented at this seminar: shared timetables with the Merits system, Universal Rail Tickets (URT), Passenger Key Management Website (PKMW), PRM Assistance Booking Tool, and Hermes.

Many speakers have presented their developments. They came from different horizons: university, private companies such as Mastercard or Megaphon and railway sector.

The UIC speakers were Mr Marc Guigon, Senior Advisor for Passenger Transport, Mr Luis Casado, Senior Advisor for Passenger Transport and Fabrice Setta, Senior Advisor for Information Technologies.

Fabrice Setta presented URT, Universal Railway Ticket. This development aims to develop a universal ticket which is readable by all railway undertakings and ensure the interoperability of the distribution chain, and the process of checking the validity of the ticket by railway conductors. Universal Rail Ticket (URT) which should allow interoperable mobile ticketing and avoid each railway undertaking developing its own standard. This ticket will be compatible with all current domestic standards. The first part of the results of the URT working group in 2014 was the rail ticketing processes functional description. URT for the most part describes the mobile App ticketing processes and their interactions with classic CIT paper and print@home rail tickets. The second part of the URT work in 2015 is the technical description and the messaging composition. Using XML Spy and Enterprise Architect the group defines in detail each message to be exchanged in the processes sequence diagrams defined in Part 1. Then, in 2016, there will be development of a trial with some railway undertakings.

Fabrice Setta then presented PKMW, the UIC website where railway Public Keys are stored.

Luis Casado presented the PRM Assistance Booking Tool. Passengers with Reduced Mobility Assistance Booking Tool (PRM-ABT), linked to the PASSAGE group is the UIC software development to coordinate assistance to PRMs in different countries (15 so far). This tool is linked with the Passenger Accessibility Solutions Support and Action Group for Europe (PASSAGE) working group activities.

Marc Guigon presented the situation of Merits in Russian railways. Merits now contains all FPC trains, and Marc Guigon would like other railway undertakings in Europe to present these timetables in their own journey planners, to inform their clients about Russian train timetables.

European Work Programme 2016 launched

The proposals for new projects to be started as part of the 2016 European work programme were presented to European members at a workshop that took place in Paris on 21 May.

With a wide ranging set of business segments covered, all emanating from the Rail Technical Strategy Europe, it was possible for the RUs and IMs present to be able to explore a number of possibilities relevant to their business model.

All of the proposals presented had been developed as part of the technical planning process undertaken within the various Forums and Platforms and these included subjects ranging from remote monitoring and supervision systems for maintenance, operation and renewal of signalling systems through to detection of broken rails on lines not equipped with track circuits including topics related to noise and in particular acoustic control for new LL brake blocks as well as brake performance, the management and operation of freight corridors and security processes related to the traffic crossing state boundaries.

This is only a sample of the 18 proposals that were presented. The attendees were all keen to know that none of these is likely to be duplicated by the planned activity inside the Shift²Rail programme. The meeting learned that it will not be possible for Shift²Rail to cover all of the areas pertinent to the development of the business needs of the ROC and that the Horizon 2020 programme will not have any rail-specific developmental opportunity within it. This means that having a selective complementary research and innovation programme, that is able to support not only the business needs of individual companies but also the technical objectives of the ROC, is essential to the development of the future European railway system.

It was noted that there is also interest in some of these projects from companies that are located in other UIC regions leading to them being considered as potentially multi-regional. This is a good way in which to spread not only the cost of the developmental budget but is also a really good way of getting experience from other regions into the European work programme as well as being able to open European experience to other parts of the world.

Members will now be invited to decide in which projects they would like to invest when the call for contributions is opened on 29 May. This will run until midday on 8 September by when all responses are anticipated to have been received. This will then enable the UIC HQ team to gather together the expressions of member engagement into a consolidated programme that is intended to be presented to the European Management Committee at their meeting to be held on 24 September.
