UIC Director General visits CEOs of Renfe and Adif

Following a desire to cooperate by maintaining contact with members at high level, and following the tradition of conducting a visit after the renewal of the position of the head of Spanish National Railways, the UIC Director General, Mr Jean-Pierre Loubinoux, visited the recently appointed CEOs of Renfe Operadora, Mr Juan Alfaro Grande, and Adif, Mr Juan Bravo Rivera, on 17 March in Madrid.

The President of Renfe Operadora is simultaneously the President of the Fundación de los Ferrocarriles Españoles, the Spanish National Railways Foundation (FFE) – also a UIC member.

The meeting was held at the headquarters of Renfe Operadora and was also attended by Mr Francisco Minayo, Renfe Director General of Operations, Mr Alberto García, Renfe Director General of Development and Strategy, Mr Diego Molero, Director of the Renfe President Cabinet, Mr Miguel Nieto, Adif Director General of Corporate Business Development and Mr Fernando de Nicolás, Adif Director of International Affairs.

Mr Loubinoux was accompanied by Mr Ignacio Barrón, Director of the UIC Passenger and High Speed Department.

All the attendees considered the meeting to be extremely interesting, especially taking into account this important moment in the history of the European railway system.

During the meeting, the strong commitment to UIC’s objectives and work was confirmed on the part of all the Spanish railway actors, Renfe, Adif and FFE, as well as the other UIC members, Basque Railways (ET), Catalan Railways (FCG), Fundación Caminos de Hierro (FCH), universities and other institutions.

Spain will soon celebrate the 25th anniversary of the inauguration of the first High Speed Rail services, AVE, which started on 21 April 1992 from Madrid and Seville.

The involvement of Spanish UIC members includes not only the regular participation in the many different Forums, Platforms, Committees and other Projects and Working Groups, but also the traditional secondment of several representative from these companies to the UIC offices in Paris.

After a brief and general introduction of UIC, its history and current developments and projects, the main subjects evoked were the relationship between UIC and ERA, the relationship between UIC and the supply industry, the importance of training, the participation in the Digital Platform activities, the organisation of Next Station (the World Conference on Railway Stations, to be held in Madrid in October), the participation of Spanish Railways in high-level statutory meetings, etc.

A further meeting will shortly be scheduled in order to continue the historically strong participation of Spanish Railways in UIC’s main objectives.

Mr César López appointed new Director General of the Spanish National Railways Foundation

The Spanish Railways Foundation (FFE), in its ordinary session on 16 March, agreed to appoint Mr César López-Sánchez as the new Managing Director, taking over from Mr Alberto García Álvarez, recently appointed General Director of Development and Strategy of Renfe Operadora.

César López is a Civil Engineer and has a long career in several technical departments of Adif.

Until his appointment at the head of the management of FFE, he held the position of Deputy Director of Functional Analysis in the Project and Planning Department of Adif.
He regularly cooperates in UIC projects, conferences and congresses, particularly in High Speed Rail issues.

UIC congratulates Mr César López on his appointment and wishes him all the best in his new role.

UIC presented at African Union Transport Committee meeting the results of its study on “Revitalisation of railways in Africa – destination 2040”

Lomé, Togo, 13 – 17 March 2017

The First Ordinary Session of the African Union (AU) Special Committee on Transport-Transcontinental and Interregional Infrastructures, Energy and Tourism (SCT) was held from 13 – 17 March 2017 in Lomé, Togo. This meeting was well attended by the delegations of the different African countries.

The opening session was chaired by Mr Cheikh Bedda, Infrastructure and Energy Director of the African Union Commission.

On behalf of Mr Jean-Pierre Loubinoux UIC General Director, Mr Jesus Providence Niazaire congratulated the African Union (AU) and the Commission for their remarkable work on Africa’s steady progress. UIC hoped that the work of the SCT would be a step towards achieving the common objectives.
However transport is not the only sector for which development seems to be a topical issue for the African Union.

Many international organisations have already studied and identified the opportunity represented by Infrastructure, Energy and Tourism in the context of development in Africa. These studies will result in several investment programmes, the benefits of which will create new jobs.

This meeting, which is in line with the vision of the African Union’s Agenda 2063, has focused more specifically on the potential employment benefits of young African people, which can be generated by the different fields of continuity of the overall vision of the African Union to "build an Africa with reliable, efficient and affordable integrated transport infrastructure systems capable to promote regional integration and ensuring hemispheric participation in global trends.

Recent surveys shown that nowadays in sub-Saharan Africa:

• 110 million young people are expected to enter the labour market each year for next 10 years,
• 62% of the population in sub-Saharan Africa is rural,
• 200 million hectares of available and unmanaged arable land is in sub-Saharan Africa (53% of which is more than six hours away from markets) or 60% of the world’s estimated reserve,
• For example, France has 1.6 km of paved roads per km2 of territory whereas Togo has 0.2 km of road per km2 of which 20% are paved national roads.

For its part, UIC has carried out within African regional activity a Study on “the Revitalisation of Rail in Africa – Destination 2040” which was adopted by the Ministers in charge of Transport at the 3rd Conference of African Ministers held in Malabo, Equatorial Guinea, from 7 – 11 April 2014.

The study is therefore the reference document of the African Union (AU).
UIC African region is chaired by Mr Mohamed R. Khlie – CEO of Moroccan Railways (ONCF). During his mandate UIC developed many actions and projects within the Region, where the ONCF shows outstanding progress in rail development, which could be a pattern for many of African rail companies.

The participants at the transport session greatly appreciated the presentation of UIC and wished to have the complete study on the vision to 2040.

UIC and the UA Commission acknowledge that the first results of railway privatisations and concessions in Africa are mixed.
In general, UIC finds that concessions in Africa have revitalised many systems, but it is not certain that this will guarantee their long-term survival without further injections of public investment funds.

UIC recalls that the railway has the advantage of structuring city-village relations: it is an economic regulator and a catalyst for the population. Rail transport is also the most environmentally-friendly mode of transport for all modes of transport.
It should be noted that the African Union (AU) vision 2063 for rail is to build an integrated African high-speed rail network.

This vision must first consider the rehabilitation and modernisation of existing networks in the near future, since the railways should, in the interest of the national economy as well as in their own commercial interests, where they can offer services tailored to the needs of customers in terms of cost and competitive prices, i.e. in areas of commercially profitable activity.

Furthermore, it is essential to recall that the African continent has experienced record speeds on metric tracks, namely:
In 1976, Ivory Coast achieved the record speed of 160km/hr on a metric gauge (1,000mm).
In December 1978, the South Africa Railways network noted a speed record of 245km/hr on the metric gauge (1,067mm).
All this to justify the need for countries to rehabilitate and modernise existing networks.

It should also be underlined that this meeting was attended by the new African Union Commissioner for Infrastructure and Energy H.E. Mrs Amani Abou-Zeid from Egypt.
It should also be noted that Togo and Niger have signalled its intention to join UIC.

UIC participates in digital innovation session at the SITL Transport and Logistics Event

During the SITL Transport and Logistics event from 14 – 16 March, UIC had the opportunity to reposition itself on the digital issue during the session Computerisation: the great leap forward

The key messages included:

Creation of the Digital Platform with several aims including monitoring on the part of our members and meeting their needs in terms of digital innovation

Digital technology: making reliable information available to anyone in real time

Anyone with a smartphone is potentially a digital player and has access to information

Innovations developed within start-ups: projects carried out within shorter deadlines and reduced budgets

Several open business approaches: open source, open data

For rail freight, digital technology brings numerous advantages. The current trend comprises the terms connected objects and big data.
The expected outcomes are:

  • Improvement in production and better quality of service for rail freight customers.
  • Big data can lead to improved management of train-paths and increase the quality of service

The computerisation of various transport documents can simplify procedures, increase productivity, reduce processing times and increase quality

Regarding customers, digital technology can help broadcast information in terms of accessible data and access channels and make it more reliable thanks to connected objects

Many things are already in place but we should be aware that in the area of digital technology – what we call the third industrial revolution – we have only just begun and the scope of possibilities is limitless

Transport Research Arena TRA 2018 in Vienna, 16 – 19 April 2018: Call for Papers still open!

The Transport Research Arena TRA is THE European research and technology biennial conference on transport and mobility. After a decade of successful editions around Europe the 7th TRA will take place in Vienna, Austria from 16 – 19 April 2018.
TRA 2018 will be run under the theme “A Digital Era for Transport – Solutions for Society, Economy and Environment” and will look at all modes of transport including rail, as well as with their interaction in an intermodal European Transport System. For the railway aspects being addressed at TRA 2018, the Austrian organisational team is supported by UIC, UNIFE and UITP on behalf of ERRAC – the European Rail Research Advisory Council. UIC is a member of the TRA 2018 Management and Programme Committees.

Conference Structure

TRA 2018 will include:

  • Plenary sessions dedicated to important policy challenges addressed by invited keynote speakers
  • Strategic sessions fostering exchange between industry and policy makers and addressing major innovation fields

Call for Papers

The Call for Papers for the 2018 TRA edition is presently open and will close on 24 April 2017. Scientists, researchers and engineers are invited to submit their abstracts online. We also particularly encourage members of the Rail Operating Community involved in research, development and innovation to respond to this call so that rail transport innovations will be well featured in the 2018 programme!

Abstracts of up to 500 words in English are now invited for online submission. They are expected to report on original, recent and substantive achievements related to one or more of the 12 TRA 2018 topics. After successfully passing the abstract review, authors will be invited to submit full papers which – if successfully reviewed – will be presented in oral or poster format at the conference.

The abstracts can be submitted for 12 research topics. These are:

Environment and Energy Efficiency; Vehicles (rolling stock) – Design, Development and Production; Advanced Propulsion Systems; Smart Urban Mobility & Logistics; People Mobility – Systems and Services; Freight Transport and Logistics; Transport Infrastructure; Connected and Automated Transport; Digital Technologies for Transport; Safe, Secure and Resilient Transport Systems; Human Dimension in Transport; Socio-Economics, Innovation and Policy

Two types of abstract/paper are welcome:

  • Scientific papers, which will undergo a scientifically-oriented review process
  • Technical papers, which are reviewed based on the quality of technology, relevance for implementation and case studies

Authors are invited to submit abstracts by 24 April 2017 at, where full details on the selection criteria and decisions are provided. A selection of the best scientific papers will be invited for publication in a peer-reviewed scientific journal. All accepted papers will be published in the conference proceedings and made electronically accessible. Scientists who submit papers presenting results from EU-funded projects are additionally invited to take part in the TRA Visions 2018 competition for senior researchers in the field of innovative surface transport.

TRA Visions 2018 competitions

Closely linked to the TRA event is the TRA Visions project. It aims to bring the science, research and industry closer together and point out challenges and opportunities they can efficiently face together in order to create an efficient and sustainable mobility of people and goods.

This European project invites young and senior researchers from all over Europe to enter their ideas of all kind concerning these and other questions to the competition. TRA Visions takes place every two years and awards both a prize for innovative concepts for transport solutions for students and for senior researchers in European funded projects throughout Europe.

The winners of the competition will be presented an award during a prestigious award ceremony at the Transport Research Arena (TRA) Conference 2018 in Vienna on 16 – 19 April 2018. The award ceremony will take place during the TRA conference.

Call for Abstracts for the TRA Visions competition

At present, a Call for Abstracts for the TRA Visions competition for students is open until 30 June 2017. Following this, participants are requested to develop and submit their full idea by 30 October 2017 where they need to provide a report, a short presentation and a project poster accompanied by an optional short video.

The submission phase will be followed by an Evaluation of Ideas period during which a judging panel comprising experts from universities, research institutes and industry will determine which are the top three ideas per transport mode (Rail, road, waterborne and cross-modality).

The concepts must be submitted related to one of the 12 conference topics which have been mentioned above.

Results from 3rd edition of the UIC Global Rail Research & Innovation Awards

Rail transport faces huge present and future challenges for which innovation and step changes are necessary. As UIC’s overall mission is to promote an increased use of rail transport at world level and to help members to make rail transport more attractive, effective, sustainable and economically viable, the General Assemblies have brought their strong support to the ambitious programme of UIC’s International Railway Research Board (IRRB), as well as its initiative to set up the UIC Rail Research & Innovation Awards. The 3rd edition of the Awards concluded with the organisation of the Award ceremony held in St Petersburg in Russia on 1 December 2016.

Through these Awards, the UIC aims to support and promote:

  • The development of theoretical, experimental and applied research in railway transport
  • The development process of international cooperation in this field
  • The promotion and attraction of leading experts from different countries, research institutes, universities, railway operators, infrastructure managers, railway suppliers, passenger transport organizations, governmental bodies in charge of transport and individual researches to address the most important problems and challenges of modern railways
  • The global recognition of role of single researchers and research groups in order to establish rail as the sustainable backbone of the transportation system which is cost-efficient, reliable, safe and secure and therefore will become the mode of choice for passengers and freight forwarders

Following the previous articles in the series of 2016 Awards we now present you with some information on Mr. Jun Izawa, the UIC Global Rail Research & Innovation Awards winner in the category Safety & Security and his development of the earthquake disaster simulator for railways against mega-scale earthquakes.

Jun IZAWA, Dr. Eng. ( has been a Senior Researcher at the Centre for Railway Earthquake Engineering Research, Railway Technical Research Institute since 2010. He studied at the Tokyo Institute of Technology (2002-2010). He worked on this research project together with Kimitoshi SAKAI, Dr. Eng., Assistant Senior Researcher, Kohei TANAKA, Dr. Eng., Assistant Senior Researcher, and the Director of the Centre for Railway Earthquake Engineering Research, Railway Technical Research Institute Mr. Yoshitaka MURONO, Dr. Eng. Who has worked at RTRI since 1993.

Railway systems are composed of many structures continuously stretching over a long distance and their entire functions might stop even if only a limited part of the structures are damaged by an earthquake. It is, therefore, important to identify hazardous areas among the entire railway, plan strategies for seismic countermeasures, and implement them to minimise possible damage caused by an earthquake. As it is effective, for this purpose, to predict possible damage using computer simulation, we have developed an earthquake disaster simulator for railways against earthquakes. The simulator can evaluate non-linear response of surface ground and serious damage to structures caused by a mega-scale earthquake. However, this simulation needs a vast amount of analysis models and it is impossible to develop all of them manually. We then built data archives for faults, ground and structures, and developed modelling tools to construct analysis models automatically using the archive data.

These tools have made it possible to conduct earthquake disaster simulations of railway lines stretching over several hundred kilometres. We have also developed a visualisation tool, which displays obtained results on Geographic Information System and creates images of damaged structures so that non-experts can understand possible risks in earthquakes.

The simulator has already been used to make seismic hazard maps showing possible seismic intensity and liquefaction potential for some railway companies. In the future, the simulator can help decision-making in providing sufficient seismic performance to newly-constructed and existing railways in seismically active areas in the world.

UIC IRRB Plenary meeting and meeting of the IRRB Area 01 Working Group at Institut Kolejnitcwa – IK in Warsaw, Poland

On 2 and 3 March 2017 two meetings of the UIC IRRB – International Rail Research Board were held at the invitation of Dr Andrzej Zurkowski, Director of Railway Research Institute (IK) in Warsaw and Vice Chairman of the IRRB.

The meeting on 2 March was the first meeting of the new Area 01 Working Group led by Dr. Zurkowski. The aim of this WG is to update the present version of the Global Vision for Railway development – GVRD – which has been endorsed by the UIC General Assembly in December 2015. A number of recent technological developments such as digitalisation, IoT, Big Data, satellite based navigation etc. have led to the decision that an update would be welcome. The meeting took the form of a brainstorming session during which many good ideas were brought forward. Important notions brought forward such as the fact that the updated GVRD document should indeed remain ‘global’ but should also take into account the huge differences between countries and regions (e.g. African, Asian, European countries).

When thinking of research, development and innovation, two streams are possible: research on issues very specific to railway as well as ‘translation of innovations from other fields towards rail use (e.g. new materials or maintenance in aeronautics, IT developments, etc). Flexibility is needed in the interpretation of technologies used for the sake of interoperability. Not every rail operator or infra-manager is obliged to use exactly the same technology as long as the systems can communicate through smart interfaces (e.g. ERTMS, ECTS, GNSS, Glonass...) It is important to look for flexible solutions, translatable to different situations. The GVRD should be a ‘balanced’ Vision, setting targets in a balanced way.

On 3 March the first Plenary IRRB under the new chair team was held at the IK premises. Following the opening, welcome and a very interesting video presentation about the responsibilities and activities of the Polish rail research institute IK, the members were updated on some of the European research and innovation related issues such as the EC’s H2020 Programme as well as the recent S2R developments, some facts about the UIC activities in the area of standardisation and the recent signing of the MOU between UIC and ISO.

Another returning important item on the IRRB agenda is “Research and Innovation news from the UIC Regions”. A number of interesting presentations were given about developments ad planning of hyper-loop activities in South Korea (KRRI), new developments in the USA (TTCI/AAR), new developments in Turkey (TCDD), research news from Russia (NIIAS) and the UK Capability Delivery Plan (RSSB). All presentations have been uploaded to the Research Workspace on the UIC Extranet.

Following these topics, the agenda listed the five working areas as described in the IRRB three year working plan. To start with, Dennis Schut presented the slides used by IRRB chairman Prof. Boris Lapidus during the UIC General Assembly on 1 December 2016 in St Petersburg. This presentation described the achievements accomplished over the previous three years as well as the plans for the next three years.

For each of the IRRB working areas the plans of the vice-chairs responsible for these areas were presented and discussed. These 5 working areas are the following:

  • Area 01 – Update of the Global Vision of Railway Development – GVRD and the organisation of a global transport innovation conference
  • Area 02 - Definition of global and trans-regional research projects based on the updated GVRD
  • Area 03 – Research expertise and capacity data base
  • Area 04 – Dissemination and knowledge exchange
  • Area 05 – UIC Global Research & Innovation Awards 2018

The next two IRRB Plenary meetings will take place in July and December, in conjunction with the dates of the UIC General Assembly meetings. In addition, the meetings will take place using tele- conferences. UIC members as well as specialist rail research academia and research institutes are welcome to participate in the important activities of the International Rail Research Board – IRRB.

ONCF Seminar on Risk Management held on 15 March 2017 in Rabat

On 15 March 2017, ONCF organised its yearly seminar on railway safety at its headquarters in Rabat, Morocco. This year, the central topic focused on accidents to persons, in a global context where train-person collisions account for most fatalities and injuries in the whole railway system. More than 70 managers involved in railway safety at ONCF participated in this event. In its continuous effort to improve safety, ONCF invited three UIC experts to provide keynote speeches related to the central topic of the seminar.

Jacques Colliard (Head of UIC Security Division) opened the programme and spoke about the interactions between safety and security. Then he gave an overview of the UIC security activity and the 2016 Additional Security Program consisting of three major outputs. He highlighted the necessary interactive work between UIC HQ and its members, specifically ONCF in order to answer the needs and requests in appropriate ways.

Grigore Havarneanu (Research Advisor Security Division) then gave a 90-minute lecture about the prevention of railway suicide and trespass. His presentation was based on the lessons learned in the RESTRAIL EU project ( and on its afferent toolbox ( This toolbox is openly available for all UIC members.

Furthermore, François Jeannot (former SNCF expert) closed the morning session with a presentation about the Safety Management System (SMS) and the management of safety risks. The three presentations were very interactive, with many questions and comments from the audience.

In the afternoon session, Mr M. Smouni (ONCF Development Director, representing Mr M. Rabie Khalie, (General Director of ONCF) took note of the most important points of the seminar. He then awarded some of the present managers for their initiative to improve safety in the year 2016, as well as some collaborators who proved their involvement and vigilance on safety during their tasks.

Cascading Effects Conference – Understanding, modelling and managing cascading effects in crisis

The Cascading Effects Conference took place on 16 and 17 March 2017 in Brussels ( The aim of this conference was to present the academic and practical output of the research projects CascEff, CIPRNet, FORTRESS, PREDICT and SnowBall. All these projects are currently coming to a conclusion and were funded by the European Union’s Seventh Framework Programme. During four sessions, the 125 participants talked about the understanding, modelling of cascading effects, acting during crisis and implementation of results and tools into practice. The UIC Security Division was involved in the projects PREDICT and CIPRNet.


The aim of the PREDICT project (PREparing of the Domino Effect in Crisis siTuations; 2014-2017) was to provide a comprehensive solution for dealing with cascading effects in multi-sectoral crisis situations covering aspects of critical infrastructures. The key results of the project are as follows:

  • The PREDICT incident evolution framework, which provides a threat quantification methodology allowing for the assessment of cascading effects and the modelling of interdependencies between critical infrastructures.
  • Improved versions of tools:
    • SBR, a tool supporting the generation and analysis of most probable set of scenarios;
    • PROCeed, which enables crisis managers to model and run crisis scenarios on a Geographic Information System (GIS) web-interface;
    • Myriad, a tool supporting decision-making by risk-based assessment of the current and predicted situation.
  • The Integrated PREDICT Tool Suite (iPDT), which successfully combined these tools to provide a solution enabling crisis managers to generate, run and analyse alternative scenarios of a given crisis, identify crucial dependencies between critical infrastructures, and act with a better understanding of the future.

Throughout the PREDICT project, crisis management practitioners have thus followed the progress of work, exchanged best practices with their peers and assisted in defining common needs pertaining to the management of cascading effects.
This method of “co-development” ensured that the solutions developed in the project respond to the requirements and constraints of these professionals. According to this, several dissemination activities have been conducted and papers have been published over the course of the project, ensuring that the results of PREDICT are usable and exploitable by the research community.


In addition, the Critical Infrastructure Preparedness and Resilience Research Network (CIPRNet; 2013-2017) established a Network of Excellence in Critical Infrastructure Protection (CIP) and provided accessible tools and resources for the critical infrastructure community. The project CIRPNet performed research and development that addresses a wide range of stakeholders including (multi)national emergency management, critical infrastructure operators, policy makers, and the society. It integrated resources inform more than 60 EU co-funded research projects. A key technology for the new capabilities was modelling, simulation and analysis for CIP. CIPRNet built a long-lasting virtual centre of shared and integrated knowledge and expertise in CIP which includes new services and capabilities such as:

  • CIPedia©: a Wikipedia-like online community service focusing on CIP and Resilience(CIR)-related issues, aiming to establish a common reference point for CIP and CIR concepts and definitions:

The aim of the CascEff project (Modelling of dependencies and cascading effects for emergency management in crisis situations) was to improve the understanding of cascading effects in crisis situations to reduce the consequences of escalating incidents in complex environments. The CascEff project identified initiators, dependencies and key decision points. These were used to develop an Incident Evolution Tool which enables improved decision support in escalating incidents, contributing to the reduction of collateral damages and other unfortunate consequences associated with large crises. The FORTRESS project (Foresight Tools for Responding to cascading effects in a crisis) helped to identify and understand cascading effects of a crisis by using evidence-based information from a range of previous crisis situations. FORTRESS aimed to improve crisis management practices by identifying the diversity of such cascading effects. Its main outputs include the development of a predictive model addressing potential impacts of decisions made in crisis situations, and the development of an incident evolution tool to assist decision-makers in preparing and training for crises with cascading effects. The project Snowball (Aggravating Factors in Crisis) aimed at lowering the impact of aggravating factors in crisis situations thanks to adaptive foresight and decision-support tools. Snowball project aimed at increasing the preparedness of the European Union in respect to hazards that could amplify a large crisis. SnowBall outcomes primarily consist in a deep analysis of cascading effects, in the development of methods to anticipate them, and in a Decision Support System able to display current crisis monitoring and results of simulated decisions integrating cascading effects. Successful UIC RailTopoModel and railML dissemination workshop at SŽDC in Prague

In order to inform interested Czech railway partners and especially the management of the Czech infrastructure manager SŽDC, members of the railML team travelled to Prague at the invitation of Miloš Futera (SŽDC). The event was set up similar to the informative RailTopoModel and railML session at ADIF in Spain last year. About 60 representatives from different Czech railway undertakings, software developers and universities came together with SŽDC staff and top management to attend the general railML® and use case presentation of Vasco Paul Kolmorgen ( governance coordinator) with experiences from other European infrastructure managers. “This information is very helpful for SŽDC’s data management strategy regarding the upcoming changes like ETCS, BIM and open access”, noted Ing. Josef Hendrych, Deputy to Director General of SŽDC for Traffic Control.

A specific, technical presentation with focus on railML3 and UIC’s RailTopoModel was given on the second day by Christian Rahmig ( Infrastructure coordinator). The aim of the workshop was to inform the participants about the development, advantages, implementation, and future perspectives of UIC’s RailTopoModel and railML®.

The audience was especially interested in the technical aspects of RailTopoModel and railML 3, and eagerly started discussing hot topics with the railML representatives. The meeting was scheduled for two days and raised a lot of awareness for railML and RailTopoModel in the Czech Republic. The participants were very pleased with the content and organisation of the meeting.

Three weeks until the UIC Railway Asset Management Conference

The Asset Management Sector within the International Union of Railways (UIC), together with the Asia-Pacific Region, will organise an International Conference dedicated to Asset Management in Brisbane, Australia from 6-7 April 2017.

The conference will be organised in conjunction with AMPEAK 2017, the Australian professional Association on Asset Management, and aims to enable an open, relevant and comprehensive exchange of information, between railway members, showing the results of the UIC Asset Management Working Group.

The dissemination of the recently issued “ISO 55001 Application Guide for Railway Infrastructure Organisations” will be one of the main subjects, whose main objectives are to:

  • Explain the context of ISO 55001 and the relevance of an Asset Management System;
  • Explain each requirement of ISO 55001, within a railway context, and suggest evidence requirements or ‘artefacts’ that can be used to support the seeking of compliance with or certification to ISO 55001;
  • Provide an outline of the sequential approach to implementation of ISO 55001 and to assist railway organisations in preparing for a certification audit.
  • UIC provides a strong platform for worldwide exchange in Asset Management, for our members and mainly for the railway industry, for new and experimented staff, in this discipline.
  • We expect to hear the latest developments across the Asset Management world, with speakers from outside the railway sector and from different continents to enrich the knowledge and experience of participants.

RailAdapt Workshop to be held from 27 – 28 April 2017 in London

Hosted by RSSB (Rail Safety and Standards Board)


RailAdapt is a UIC initiative aimed at keeping UIC Members informed and prepared, in support of national Adaptation Plans, UN agreements and EU encouragement to reduce risks and costs whilst improving railways’ resilience in the face of Climate Change. Building resilience in transport has been given a boost since the United Nations climate negotiations in Paris (COP 21) and Marrakech (COP 22), where all of the world governments agreed to develop adaptation plans. Railways will play no small part in this.

UIC is supporting its members by arranging a series of fact-finding and briefing workshops during 2017. UIC is inviting members and other key stakeholders to share experience and outline what support railways have and will need from governments and investors to help make the case and secure funding for improving the resilience of rail services. The findings of the workshop will provide timely input to the reviewed EU strategy on Adaption and associated EU Staff Working Document due to be published in 2018.

Third Conference on Rail Telecoms to be held from 17 – 18 May 2017 at Paris Headquarters

The International Union of Railways (UIC) is organising in cooperation with the Railway Operational Communications – Industry Group (ROC-IG) the Third Conference on Rail Telecoms, from 17 – 18 May 2017 at Paris Headquarters.

Over 200 participants from several countries from the areas of telecoms and signalling domains, authorities and standardisation bodies, railways and rail transport experts and strategy decision makers are expected to attend this third international conference.

This edition will be the first to deal with the transition from GSM-R to FRMCS: On track for Evolution and Convergence aims to meet the current needs as well as new features enabling rail to evolve towards digitalisation. Korean-French Railway Component Manufacturers Expo co-hosted by KORAIL and SNCF

21 corporate participants from both countries, bringing about more active railway cooperation

Korean-French Railway Component Manufacturers Expo, co-hosted by KORAIL (CEO, Hong, soon-man) and French state-owned railroad company, SNCF (CEO, Guillaume Pepy) was held at KORAIL headquarters in Daejeon from 8 – 9 March.

The expo, which aims to introduce good railway component manufacturers in Korea and France, and strengthen cooperation between railroad operators and manufacturers, brought together some 120 participants from 25 institutions and companies.

The participants of the expo were railroad operators of both countries, including KORAIL, SNCF, Seoul Metropolitan Rapid Transit Corporation, and Daegu Metropolitan Transit Corporation as well as railroad vehicle and component manufacturers of both countries, including seven French companies such as Anvis Industry and seven Korean businesses, including Hyundai Rotem and Yoojin Engineering. During the expo, component manufacturers were introduced, showcase booths operated and numerous meetings took place between operators and manufacturers.

With the introduction of quality railroad component manufacturers, KORAIL expects that the expo will promote active exchanges and progress in the railroad industry between our two countries. In particular, this event is seen as a great opportunity for Korea’s quality railway component manufactures to make an entry into overseas markets, such as Europe.

KORAIL CEO Hong, soon-man commented that the expo will provide an opportunity to improve the maintenance quality and competitiveness of railroad operators and enhance the technology capability of small businesses by providing export support, thereby contributing to the growth of the railroad industry as a whole.

China: Wuhan Railway Administration eliminates hidden dangers for safer environment along railways

As in spring residents living along railways often fly kites and discard disposable plastic films and other light objects, which often pose safety risks on the OCL and railway power supply, Wuhan Railway Administration recently organised relevant units to carry out in-depth investigation and treatment, strengthen precautions and ensure the safe operation of railways.

Wuhan Railway Administration strengthened study and judgment on safety risks for high-speed lines, busy trunk lines and key areas, carried out timely and decisive early warning, and took pre-control measures to create a safe environment along the railway. At the same time, the administration organised depots of transport, locomotive, track maintenance, communication and signalling, power supply and other units to focus on eliminating hidden dangers posed by the damage or collapsing, wide gaps, loose sealing and uneven heights on the inside or outside of railway safety protection facilities in accordance with the division of responsibilities; check whether the facilities are in line with the standards of “three proofs” and whether warning signs on protective nets are complete; and inspect the observances of crossing facilities standards, operating standards, day-to-day management and emergency response programme. In addition, it inspected the observance of locomotive crew working standards, prioritising seven key links, namely lookout, whistling, joint control, speed control, brake use, reporting and searching, checked whether there are garbage, waste dumped by residents, scattered plastic films, hanging or floating objects at stations and on both sides of track security zones and gave limited time to eliminate the risks and dangers.

In addition, the administration also strictly implemented the system of routine inspection of track security zones, safety risk information reporting system and safety risk analysis system, and improved emergency response mechanism. It established a mechanism to communicate with local departments and joint prevention and control mechanism in working with community (sub-district), carried out joint treatment of hidden risks and publicity of railway regulations and knowledge and enhanced the awareness of residents living along the railway to protect the lines.

United Kingdom: Long Eaton footbridge to close for vital upgrades

Network Rail will begin work to renovate Station Street footbridge in Long Eaton as part of the Railway Upgrade Plan.

The project of improvements will see the footbridge temporarily removed so that it can be cleaned, strengthened and painted.

The work will take place between Friday, 21 April and Thursday, 29 June. During this period, pedestrians will have to cross via the level crossing or take an alternative route.
Network Rail is reminding anyone who uses the level crossing to do so safely by following and adhering to the instructions at the crossing. Pedestrians are also advised to allow extra time for their journey.

There will also be several road closures whilst the work takes place to allow the bridge to be removed and then reinstated.

  • 22:00 on Saturday, 29 April until 06:00 on Sunday, 30 April
  • 22:00 on Wednesday, 21 June until 06:00 on Thursday, 22 June

Network Rail is inviting residents to attend a public information event on Tuesday, 14 March at Long Easton Baptist Church to find out more about the work which is taking place. Network Rail representatives will be at the event between 15:00 and 19:00 to answer any questions which residents may have.

Luxembourg: First combined transport and rolling-road trains arrive

On 5 March, CFL multimodal subsidiary CFL terminals officially opened phase one of the new Bettembourg-Dudelange intermodal terminal. The terminal has now handled its first combined transport and rolling-road trains.

On 5 March, the new Bettembourg-Dudelange intermodal terminal part-opened for service as scheduled. The four tracks for receiving, loading and unloading combined transport trains are now operational, as is one of the two rolling-road transshipment platforms. “All of CFL terminals’ business has been successfully relocated to the new site thanks to the dedication and hard work of our staff, partners, and contractors. The commissioning of phase one will enable us to handle all our existing trains at the new terminal” explains CFL terminals Director Daniel Feyder.

HGV access and checks will continue at the old site until the new terminal’s infrastructure is completed (delivery is scheduled by the end of the first half of this year). Drivers will then be guided to the new terminal via an on-site connecting bridge. After loading and/or unloading their semi-trailers and containers, the HGVs will exit the new terminal in the direction of the Croix de Bettembourg interchange.
The old terminal site will partly be converted into a secure road haulage centre for customers using the Eurohub Sud (located in Bettembourg-Dudelange).

Kazakhstan: The trade unions of Kazakhstan and Russian Railways agree on cooperation

The Kazakhstan trade union of workers from the railway, road air and water transport (Kazproftrans) and the Russian trade union of railwaymen and transport builders (Rosprofzhel) signed an agreement about interaction and cooperation in Moscow.

The document is aimed at protecting the social and labour rights of trade union members working in the branches of JSC NC KTZ, located on the territory of the Russian Federation, and workers of JSC Russian Railways engaged in Kazakhstan.

According to the Chairman of Kazproftrans O. Akhmetbaeva: “In accordance with the statutes and within the limits of their authority, we will work to guarantee, as defined by national labour law and collective agreements of the two countries”.

The unions intend to negotiate with employers at the conclusion of sectoral agreements and collective agreements, to organise training and improving the skills of trade union officials and activists, to promote the development of physical culture, thus promoting a healthy lifestyle among the railwaymen.

The head of the Union Rosprofzhel N. Nikiforov notes that the "agreement is reached on all paragraphs of the document, our actions are aimed at supporting and strengthening the unity of trade unions, maintaining corporate interests of the group of companies JSC NC KTZ and JSC Russian Railways.
