UIC attends and assists the ERA/OSJD Contact Group

The anniversary meeting of ERA-OSJD Contact Group on the analysis of EU & non-EU interlinked rail systems was held on 5 – 7 March 2019 in Lille.

The meeting was attended by representatives from OSJD Member States: Georgia, Latvian Republic, Lithuanian Republic, Republic of Poland, Russian Federation, Ukraine as well as representatives of OJSD Committee, ERA, DG MOVE, UIC and CIS CRT. Mr Jozef Doppelbauer, ERA Executive director, addressed the anniversary meeting and congratulated participants on the results achieved so far as with forthcoming plans to extend ERA-OSJD collaboration to a permanent nature of cooperation.

ERA-OSJD analysis on interlinked rail systems

ERA, OSJD and UIC experts attended the ERA/OSJD Contact Group meeting held on 5 – 7 March 2019 in Lille.

During discussions UIC Leaflets or/and ERA Technical Documents (elaborated & based on UIC Leaflets) were addressed and referenced.

On behalf of Mr Jean-Pierre Loubinoux, UIC Director General, and Mr Francois Davenne, UIC Deputy Director General, the UIC delegation expressed assurance in delivering strategical visions of the organisations to be shared and coordinated within both frameworks of high-level technical regulations – EU (Directives & TSIs) and EEU (Regulations & GOSTs) – where UIC expertise and contributions linked to UIC Leaflets and IRS are required.

The meeting adopted the following agenda:

1. Analysis of the parameters of the subsystem “Telematic applications for passenger service (TAP)”
2. Analysis of the parameters of the subsystem “Telematic applications for freight service (TAF)”
3. Analysis of the parameters of the subsystem “Noise”
4. Improvement of draft ERA-OSJD MoU

When handling the topic “Analysis of the parameters Telematics applications for passenger traffic (TAP)”, the participants discussed a number of improvements and additions, including TAP Basic Parameters 4.2.20 – 4.2.21.5 which amend IT general requirements, and agreed on the 19th version of the document. The final version of the document is going to be discussed at the next ERA-OSJD meeting to be held on 14 – 16 May 2019 in Warsaw.

When handling the topic “Analysis of the parameters of the subsystem Telematics applications for freight traffic (TAF)”, the participants discussed a number of questions and additions, including TAF Basic Parameters (1) 4.2.1.1 & 4.2.1.2 linked to UN/EDIFACT standards, (2) for 4.2.3 – 4.2.3.2 the practical examples of messages to be provided, (3) for 4.2.6 – 4.2.6.4 the additional information to be provided by experts of Poland and Slovakia, (4) for 4.2.7 – 4.2.7.8 the general requirements / documents to be provided by CRT CIS which are linked to the subsystem “Wagon movement”. The meeting agreed on the 5th version of the document. ERA will send an updated version of the document by 7 May 2019.

When discussing the topic "Analysis of the parameters of the noise subsystem”, the meeting addressed additional information provided by Georgia, Poland and Slovakia as well as information linked to Basic Parameter “Bypass noise” provided by ERA. Participants of the meeting agreed on the 10th version of the document and expect (1) information on noise measurable parameters according to GOST 32206-2013 and OSJD R 652/4 to be provided by the Russian Federation, (2) additional information on actually applied requirements / documents to be provided by Georgia, Moldova, Poland and Slovakia, (3) next update of Basic Parameter “Bypass noise” to be performed by ERA.

Next generation of ERA/OSJD MoU

Representatives of OSJD Committee and ERA informed participants on the course of activities for a draft of new-branded ERA-OSJD MoU which is going to be of undefined duration and validity. According to EC juridical procedure, ERA has to submit a draft of MoU to the Board for it to be approved. The next meeting of the ERA Board is to be held on 4 June 2019.

The next ERA-OSJD meeting is scheduled to be held on 14 – 16 May in Warsaw.
