UIC co-organised a side event with UITP as part of the UN Climate Change Conference on 26 June 2019 in Bonn

The goal was to raise awareness on how the Global Climate Action transport initiatives are developing strategies in order to scale up national ambitions with regard to decarbonising transport.

Speakers included representatives from transport initiatives and leading international organisations engaged in low carbon transport responsible for implementing activities in the transport sector.

It was a great honour to have the high-level champion for COP24, Tomasz Chruszczow, Special Envoy for Climate Change from the Ministry of Environment in Poland, on the panel of speakers.

As an Introduction, Mark Major, Senior Advisor, Sustainable Low Carbon Transport Partnership (SLoCaT), presented what is at stake for the transport sector, being the third largest CO2-emitting sector and experiencing the second largest growth.

Wei-Shiuen Ng, Advisor for Sustainable Transport and Global Outreach at ITF (OECD), spoke about ITF’s in-house models covering all modes of transport. It analyses how the world could change if different policies and development paths were chosen. This also shows the importance of managing change. Unmanaged disruption leads to modal shift towards private car use in urban areas, managed disruption (policy actions and regulation to support transition) can result in significantly more sustainable urban mobility.

Carole Escolan-Zeno, Head of Sustainability Unit, UIC, explained why railway transport is a key actor to decarbonize the transport sector. Rail is one of the most efficient and sustainable modes of transport. While covering 8% of the world’s passenger transport, it represents only 2% of total energy demand (1/10th of the NRJ needed to move an individual by car or by airplane, 88% less NRJ than medium trucks per tkm). In terms of C02 emissions, rail represents between 2 and 4% of CO2 emissions of the sector.

The railway sector is also committed to going further, through electrification (today, 75% of passenger rail transport activity takes place on electric trains vs. 60% in 2000), through the use of renewable energy, new technologies (such as hydrogen locomotives) and processes (DAS, Eco driving).

For rail to maintain the current share of passenger transport and to continue to play a role in freight supply chains, it will require an increase in investment of 50% more than levels in recent years. This means that we need a massive increase in railway infrastructure investment, the insurance that all modes of transport pay the fair price for the use of the infrastructure they need, as well as for the impacts that they generate (polluter pays principle).

Philip Turner, Senior Expert Sustainable Development at UITP, spoke about its declaration on climate leadership, aiming at doubling the market share of public transport by 2025, building capacity and technical knowledge through 350 projects on the ground, committing to support cities and governments and to report and implement SDGs.

Tsu-Jui Cheng, Programme Manager and Global Coordinator, Sustainable Urban Mobility, at ICLEI, presented the eco-mobility initiative. He showed how eco-mobility, including walking, cycling and wheeling, use of public transport, shared mobility and light electric vehicles, used in an integrated and connected manner, can be environmentally sustainable and socially inclusive.

Finally, Michael Winter, Head of Marketing, Communications & International Affairs at Rail Cargo Austria AG, presented the Rail Freight Forward Initiative. This coalition of European rail freight companies has set itself the goal to drastically reduce the negative effects of freight transport on mobility, climate and environment by shifting goods from road to rail. Their vision is to transform rail freight into a high-performing, efficient and sustainable backbone transport system. Their ambition is to increase the current modal share of rail freight in Europe from 17% to 30% by 2030. This higher modal share will lead to a 100 billion EUR economic gain due to less externalities, 290 million tons of saved CO2, 40,000 less premature deaths due to avoided pollution, 5,000 less fatalities due to saved truck accidents.

The 28th UIC European Regional Assembly took place on 24 June 2019 in Budapest

Delegates were welcomed to the meeting by László Mosoczi, Secretary of State for Transport (Ministry of Innovation and Technology – ITM) and Robert Homolya, CEO of MAV Hungarian Railways.

The meeting was opened by Regional President Francisco Cardoso dos Reis (IP, Portugal) along with his vice-presidents, Edvins Berzins (Latvia), Crister Fritzson, Sweden and Erik-Jan Koening, representing Pier Eringa, Holland.

There were a number of high level core topics discussed at the meeting, not least amongst which, the recently published “Railway Technical Strategy Europe - 2019” (RTSE) which sets out the ROC (Railway Operating Community) vision for future mobility with railways as the backbone of the European transportation system. RTSE highlights a number of enablers requiring action to make this vision a reality but of course delivery of the objectives is important. The meeting considered the development trends and challenges that the RTSE sets out and agreed that a three-year rolling regional programme for delivering the content of RTSE be developed.

This three-year rolling programme will provide guidance to the working bodies in terms of prioritising research, innovation and standardisation items and will further support the members-led project within UIC, of which 2018 was a productive year. It will also enable the ROC to provide a developed contribution to a number of strategic issues including the Shift2Rail programme both now and in the new generation.

With respect to Shift2Rail, the RAE stakeholders are actively preparing to influence the content of this potentially massive partnership, thinking over its governance as well so as to offer a solid ROC contribution towards a fruitful partnership. The European Railway Research Advisory Council (ERRAC) will be pivotal in elaborating a common sector position and UIC, as its Secretary and leader of its three working groups through members, will do everything possible to support this process.

Standardisation was also considered with attention, starting with a review of the current status of the migration programme of leaflets to IRS. This is progressing steadily and there is an intention to accelerate the process where possible to meet the 2022 deadline, taking into account the quantity of documents yet to be migrated. The good relationships with a number of standardisation bodies and organisations were highlighted (among which CEN, CENELEC, IEC and ISO) and the UIC is looking forward to further strengthen the links with these entities.

The meeting was presented with the wide range of topics that are being put forward as part of the 2020 European Work Programme. An update was provided on the evolution of the Projects Database and the progress reporting that is contained with it.

Educating the next generation of railway personnel is a very important task and the meeting was informed of the progress to date about the VERA programme (Virtual European Railway Academy). There will be a more detailed overview of the outcomes of this towards the end of this year.

Region Europe was pleased to see the European ROC family growing with the applications of Keolis (France) as associate member, University of Pardubice (Czech Republic) and ASTOC (Sweden) as affiliate members. The Regional Assembly also took note of the call for candidates for the renewal of its Management Committee for the next 2020-2021 term that will be launched in early July.

Before closing the meeting, Mr Cardoso dos Reis expressed his deepest thanks on behalf of Region Europe and the ROC to Jean-Pierre Loubinoux for his successful 11-year commitment to supporting railway development over the world as Director-General of UIC.

IRRB Plenary Launch Meeting held on 24 June 2019 in Budapest

Alongside the UIC statutory meetings, a Plenary Meeting of the International Rail Research Board (IRRB) was held in Budapest on 24 June. The agenda of the meeting concentrated on the most important issues, as time was limited because of the busy schedule of UIC meetings.

Opening and welcome
A special welcome was given to the delegation of CARS, which was represented by three of its prominent staff members. Following the opening remarks of IRRB chairman Prof. Boris Lapidus from RZD and a short update on the progress of standardisation by Mr Simon Fletcher, Mr Martin Brennan gave an update on the current developments on Horizon Europe – the research and innovation funding programme of the European Commission and of ERRAC.

Mr Jerzy Wisniewski, Director of the Fundamental Values Department, presented GVRD II – Global Vision for Railway Development II – document, which had been sent out to all members of the General Assembly with the request for endorsement. It had been prepared under the responsibility of the chairman and the IRRB vice-chairman, Dr. Eng. Andrzej Zurkowski of IK, Poland. The document will be available to all UIC members as a digital download. The aim of the new GVRD document is to:

  • Help railways develop and optimise rail systems of the future in order to take advantage of opportunities and satisfy growing customer and societal requirements
  • Identify best practice in order to provide examples and guidance; most appropriate examples of best practice provided as case studies from in and outside the railways (“what this might mean for rail”)
  • Support the Rail Operating Community in making rail more attractive to users and eventually to establish rail as the backbone of the transport system

The GVRD II will also the subject of a special Organised Session to be held on Thursday 31 October 2019 as part of the 12th World Congress on Railway Research (28 October – 1 November) which has as its theme: Railway Research to Enhance the Customer Experience.

The content of the session was also topic of discussion during this IRRB meeting. Thoughts were exchanged about potential guest speakers for this session and one of the main conclusions was that also these speakers should reflect the global nature of the document.

Further topics discussed were the preparation of the IRRB (2020 – 2022) three-year strategy – to be based on the GVRD II – for the following term three years for the chair-team. The main areas to focus on will be distilled from the GVRD and three-year strategy and will indicate the areas of responsibility of the vice-chairs. Nominations for the new IRRB chairperson and vice-chairs will be sent out soon to the UIC members for the chair-team to be endorsed during the December 2019 General Assembly.

Next Plenary meeting
In addition to at least two web conferences, there is a Plenary meeting planned for the afternoon of 28 October, preceding the opening reception of the 12th WCRR in Tokyo.

Cooperation Reporting

Meeting of the UIC African Region held on 21 June 2019 in Rabat, Morocco

Mr Thierry Béra, UIC CFO and Africa Region Coordinator was in Rabat from 20 – 21 June within the framework of the 7th edition of the Rail Safety Training.

During this visit, a meeting was organised by ONCF, who holds the chair of the UIC African region. The chair was represented by Mr Said Chandid. The aim of the meeting was to discuss the work programme of the region for 2019-2020.

The discussion of the year-in progress included the programme for the second quarter of 2019 such as:

  • The organisation of ILCAD “International Level Crossing Awareness Day” Africa Day in October 2019 in Northern Africa
  • The two-week Track Maintenance Training in November 2019
  • The preparation started for the African Region Assembly in December 2019
  • Among the many projects, the UIC African region launched two studies in 2019:
  • Post-evaluation of the bi-annual training sessions
  • Revitalisation 2063

Another priority include collaboration with the African Union Commission and revitalization of AUR - African Union of Railways.

For 2020 the meeting discussed the organisation of the 2nd African Rail Digital Summit during the first quarter of 2020 in Tunisia.

Closure of the 7th edition of rail safety training for African networks held under the theme “Rail safety, the topmost priority”

On 21 June 2019, the closing ceremony took place of the 7th edition of the rail safety training organised for thirty managers and staff from African rail networks and held at the Training Centre of the National Office of Railways of Morocco (ONCF) in Rabat between 10 and 21 June 2019. This event was attended by senior managers representing the rail networks of Algeria, Burkina Faso, Cameroon, Gabon, Ivory Coast, Mali, Mauritania, Niger, Senegal and Tunisia. Alongside their Moroccan colleagues, they participated in a rich and varied programme including theoretical courses supported by case studies led by Moroccan experts, special lectures and targeted technical visits to railway sites across the Moroccan rail network.

An on-the-spot evaluation showed a high level of satisfaction of nearly 92% among participants. This result was based on interviews and a questionnaire handed out to all participants and covering the various aspects of the training: logistics, organisation, teaching method, quality of trainers, goals achieved, etc.

This occasion featured a speech by the President, who stressed the importance of training and the creation of an African network of railway experts for the continued sharing of good practice and exchanges based on NICT and the UIC Africa platform set up for this purpose. Certificates of attendance were presented to the participants, as well as souvenirs of their participation in this exceptional event.

This training is part of the deployment of the International Union of Railways (UIC) – Africa Region Action Plan 2019, which stems from the new “Revitalisation of Rail in Africa: Destination 2040” strategy, agreed and supported by the African ministers for transport. This strategy places particular emphasis on “Training of human capital” through a series of actions relating to “Safety”, which is one of the essential assets of the rail mode and a key element in its competitiveness and durability for the sustainable transport of goods and services and for economic inclusion within the African continent.

Furthermore, the UIC Africa Region is continuously coming up with new initiatives for sharing experience and knowledge between African networks, to reinvigorate and give new impetus to South-South cooperation in the various railway fields. Over the last five years, the results of this cooperation have included:

  • The organisation of 14 conferences/seminars on current targeted topics, involving 170 experts and attended by around 2,000 African managers and decision-makers
  • The delivery of 10 training cycles, focusing on rail safety and security, as well as track maintenance, for around 240 participants led by 120 ONCF experts
  • The organisation of around 30 visits to provide information and share good practice with a variety of African delegations
  • The preparation of two prospective studies

The aim of these kinds of concrete action is to support the African rail networks in their upgrading and development processes and hence to contribute to the establishment of a viable and reliable rail transport system.

The fifth UIC Security Week took place from 18 – 20 June 2019 at the headquarters of UIC in Paris and brought together around 70 participants from 20 countries. As with previous security weeks, the goal was to address specific aspects of rail security thanks to presentations from external high-level representatives as well as share experiences and ways of progress from UIC members.

Seminar on Terrorism: Tuesday 18 June
This year the presentations didn’t focus on threats but on the management of attacks and roles of the various partners (state authorities, emergency services) in the context of a terrorist attack on the railway premises.

The first session of the day dealt with linking police and emergency services in the event of an attack involving many victims.

The organisation and cooperation of State services in the case of a terrorist attack was addressed by the Prefect Pascal Bolot from SGDSN, Director, State Protection and Security.

Following this inter-ministerial vision, an operational focus was given from the medical point of view and the evolution of the measures taken since the 2015 terrorist attacks. Denis Safran, MD, PHD, emphasised the importance of the link between police and emergency services and the concrete modalities of their cooperation on the field.

To conclude this session Pierre Carli, PHD, professor and chairman of SAMU de Paris, addressed the cooperation between SNCF and SAMU for interzonal transport of serious injured patients after mass killing through the Mobile Intensive Care and triage unit. From the SNCF side, Jocelyne Kriner, emphasised the importance of this joint exercise SAMU-SNCF which took place on 20 and 21 May 2019.

“Active shooters”, the second topic of the day, was illustrated by UIC member presentations including VIA Rail (Marc Beaulieu) and NS (Peter Schenk). Denis Safran, PHD presented a SWAT Medical advisor in mass shooting.

This session ended with the presentations of two European funded projects: PREVENT (PRocurEments of innoVativE, advaNced systems to support security in public Transport) presented by UITP and SHERPA (Shared and coHerent European Railway Protection Approach), coordinated by the UIC security division.

Yves Rougier from the French transport ministry, head of planning and crisis management department, service for defence, security, concluded this seminar on terrorism emphasising the importance of cooperation between the various services involved in such events. He also opened the discussion to future challenges such as emerging threats and hybrid threats.

UIC Security Awareness Day: Wednesday 19 June
The third UIC Security Awareness Day was opened by François Davenne, UIC Deputy Director General. He underlined the transversality of security and the interactions with rail networks as well as the interfaces in the stations between rail, public transport and the city.

The awareness day was organised on various security topics such as: cybersecurity awareness for staff including the members of the board, liaisons and partnerships, left luggage and how to react, false bomb alarms and secured floor.

This interactive day was a good opportunity to exchange best practice and to share several experiences from UIC members thanks to the excellent presentations and demonstrations of creating awareness among employees and customers.

This year, the UIC Security Awareness Day brought together 8 speakers from Canada (Marc Beaulieu), Belgium (Delphine Beatse), the Netherlands (Marci van Hugten), Germany (Dana Thom and Tanja Anderson), Poland (Dominik Kogut) and France (Catherine Jarrige).

The importance in using a playful approach to ensure that staff engage with security materials was brought up by many participants, ranging from the DB “security heroes” to the animated video from NS on what to do if an employee spots left luggage. Another key factor brought up was the need to teach staff to be fully alert about security issues.

The UIC security division decided to open the awareness day to non-railway speakers. Thus, we also had the opportunity to listen to Air France about best practice in security within an airline. Pierre Harlay, Captain A330 from Air France and flight ops security Director gave us the opportunity to learn about: the type of threats; the regulatory aspects; the typical flight security sequence focus. Lastly, he explained to us the different point of views from the manager and the operational agent.

Security and feeling of security: Thursday 20 June
The Prefect Pierre Lieutaud, national coordinator for the safety of the Olympic and Paralympic Games 2024, give us the chance to better understand the organisation of big events and especially the feeling of security during major events, including the preparation of the 2024 Olympic Games.

We were also able to learn from the experience of the Russian Railways (RZD) in organising the 2018 FIFA World Cup and the ways in which they took security issues into account.

Leaving sports behind, UBER shared best practice on how to create a feeling of security with its users. They use both a front-end approach, via the features on their app, as well as a back-end approach, making sure drivers act securely.

Then, the French Transport Ministry shared study results about why French public transport feel users insecure, pointing out the importance in making women, the main users of the facilities, feel more secure in the future.

The Bulgarian National Railway Infrastructure Company (NRIC) then shared how they were able to create a feeling of security with children and teens; via a fun, cartoon character (for kids) and also famous sports players and actors (for teens).

Axis, a supplier of intelligent technology and the main sponsor of the security week, presented a sound analysing system. Staff members, working in a control room receive an indication alarm if the system recognises the sound of breaking glass, shootings or aggressive voices. Thereby and in combination with intelligent video surveillance, members of the railway security staff will be able to locate very quickly the place where the incident occurred.

Marc Beaulieu, Chairman of the security platform and Piotr Kurcz, vice-chairman of the security platform concluded the day by stating once again how important it is to learn from other railways as well as from other industries to gain new perspectives and become more secure.

Cooperation Reporting

UIC meets Beijing Jiaotong University of Transportation (BJTU) on 21 June 2019 at its headquarters

Professor Dewei Li, Associate Professor Huiling Fu and Professor Dean Lei Nie met UIC directors with a proposal of closer cooperation based on their project linking several areas of research. UIC was represented by Sandra Géhénot, Director of Freight, Vincent Vu, Director of Institutional Relations and Coordinator of the UIC Asia-Pacific Region, Teodor Gradinariu, Senior Advisor Rail System, and Jerzy Wisniewski, Director of Fundamental Values.

This time the parties focused on the freight aspects of this project dealing with the development of Eurasian Freight Corridors. The BJTU, a member of UIC, presented the subject of cooperation and their abilities in the areas of railway research, education and training. They were interested in an exchange involving experts and internships. The BJTU invited UIC to take part in a large conference at the University which will be held in October to present UIC’s position with regard to the development of freight corridors and its achievements.

The parties agreed to follow up the actions undertaken and specify the details of cooperation in the frame of facilitating cargo and passenger traffic flows and standards between Asia and Europe. Sandra Gehenot presented recent UIC projects (traffic flow study and block chain pilot). Vincent Vu described the areas of interest of the APRA region members in terms of projects and recent activities. Teodor Gradinariu presented the current projects on telecommunications and asset management. Jerzy Wisniewski encouraged BJTU to join the UIC TrainRail entity which will be a cooperative network of training organisations and industry partners working together. The project will be launched during the next UIC World Congress on Rail Training to be held from 9 – 11 October 2019 in Rabat, Morocco.

The UIC team expressed its gratitude to the BJTU for the above-mentioned initiatives, promising direct involvement in the project on a large scale.

UIC Safety Platform Steering Group meeting held on 26 June 2019 at DB AG in Berlin

Rolf Härdi, UIC Safety Platform Chairman welcomed all participants in Berlin.

Bart Hoogcarspel, ProRail; Rikie Eloot, Infrabel; Masayoshi Toyohara, JR East and Alexander Ivanenko, RZD presented some safety events and innovations in their respective companies.

Isabelle Fonverne, UIC recalled the video shown during the last Safety Platform Steering Group meeting on 27 March: “Women in safety” and the SNCF project called “SNCF au féminin: Women at SNCF”.
Members were requested in March to present at the meeting either their experience or their internal company’s policy with regard to women or gender in the railways, more precisely in the area of safety.
She also reported on “railway talent” and showed a video with a mentor giving inspiration to women to apply for jobs in the railways.

Dora Peralta, CP presented the situation as far as women employment and careers at CP are concerned. 2620 employees of which 379 are women and not too many in technical or safety areas, even fewer in managerial positions. There is no concrete project so far in this domain.

Luca Granieri, Trenitalia reported on the WIM “women in motion” project being carried out since 2016. On an EU scale: only 22% of employees in the transport sectors are women, it is 15% at FS. In Italy only 20% of graduates in Science, Technology, Engineering and Mathematics (STEM) are women, only 10% of graduates in technical schools are women. The WIM project has many objectives, including convincing young women to study in scientific and technical areas, fighting against stereotypes, encouraging women to apply for jobs in technical areas usually occupied by men: train drivers, maintenance, etc.
Other members were requested to present something on this subject at our meetings on 5 and 6 November.

François Davenne, recently nominated Director General of UIC, then gave feedback on the UIC Executive Board and the 94th General Assembly meetings hosted by MAV on 25 June 2019 in Budapest.

Enno Wiebe, CER presented the main issues related to the Fourth Railway Package – technical pillar.

The Chairpersons of the following UIC Safety Platform Working Groups presented their activities and work programme.

Jean-François Meunier (SNCF) for the System Safety Management Group - CER Safety Support Group (SSMG): in particular the follow up of the great belt accident in Denmark – JNS next steps + action plan; and also the GCU improvement proposal.

Bart Hoogcarspel, ProRail and Chairman of the Safety Performance Group (SPG) presented an Opt-in project “Safety database dashboard”. There was then a discussion on the possibility of publishing only one public safety report or two reports as before (one confidential for internal use, one public).

Maria Hedqvist, Trafikverket presented the first results for the Task Force on R/R Vehicle for Occupational Health and Safety Group – OHSG and called for experts to be part of the OHS Group.

Christian Neveu, SNCF, and Chairman of the Human Factors Working Group – HFWG reported on the WG’s work (among others safety culture). He also officially announced his retirement. A new Chairman is to be found to take over the role.
All participants and the Chairman, Mr. Härdi thanked him for his work and valuable contribution to UIC’s work and wished him an pleasant retirement.

Bernard Penners, UIC gave a debrief on the kick-off meeting of the ad-hoc group on automation with ERA: on 7 and 8 May 2019 in Amsterdam.

Isabelle Fonverne, UIC gave an overview of ILCAD 2019 campaign in various participating countries and the launch conference hosted by ProRail on 6 June 2019 in Amersfoort, Netherlands.

SEESARI – organisation of a UIC Special Group

At the request of some of the UIC members, the intention to organise a Special Group at UIC to better coordinate the activities of SEESARI was endorsed by the UIC General Assembly on 25 June in Budapest.

SEESARI, which stands for the “South East Europe Strategic Alliance for Rail Innovation” is a voluntary alliance of transport system stakeholders willing to cooperate to improve the South East European (Balkan) area transport system – with the railways as its backbone – for the benefit of the strategically important region. Its main goals are:

  • Identifying and launching the innovative solutions and projects in support of the development of railways and transport system in South East Europe
  • Supporting its contribution to the wider European railway system

SEESARI has signed an MOU with the Shift2Rail Joint Undertaking and is a member of the S2R User Requirements Group. More than 50 SEE organisations have signed the SEESARI “Declaration of Intent” for voluntary cooperation, including many of the SEE Railway Operating Companies (UIC members).

The mechanism of a Special Group has been chosen because not all transport system stakeholders who participate in the SEESARI Alliance are UIC members. According to Article 4 of the UIC Internal Regulations, UIC members as well as non-UIC members can be represented in a UIC Special Group.

The SEESARI Alliance will continue to function as it does. Some of its members will become a member of the new UIC Special Group to support this coordination with UIC. It was agreed that any SEESARI initiative and project proposal shall be discussed with UIC and must have the endorsement of the related UIC Working Bodies. This will lead to an improved communication and coordination of activities which will be beneficial to UIC and its members as well as to the SEESARI members. The Special Group and its work will be funded by the members of this Special group. Dr Peter Verlic, Director of the Transport Research Institute – Prometni Institut – of the Slovenian Railways will act as the chairman of the Special Group.

TER4RAIL held its London Summit on 28 June 2019 at Newcastle University London

TER4RAIL (Transversal Exploratory Research Activities for Railway) is an EU-H2020 Shift2Rail funded project led by EURNEX in collaboration with UIC, UITP, UNIFE, Newcastle University, New Opera, and the Spanish Railway Foundation.

The main goal of this two-year project is to serve as a source of data, roadmaps and arguments supporting the rail sector. TER4RAIL’s ambition is to play a major role in the evolution of the railways.

On 28 June the project partners organised a one-day World Café in London, with 30 high-level transport related experts in order to create an understanding of system thinking.

Armando Carrillo Zanuy (coordinator of the project at Eurnex), Tom Zunder (from Newcastle University), and Jacqueline Kommers (from Eurnex) opened the day by introducing the themes of the day and the results of Delphi study focused on the statements published in the Rail 2050 Vision (ERRAC, 2017) and led by Newcastle University. Four different railway themes were to be the basis of the discussion tables:

1. Backbone and systems strategy
2. Environment
3. European citizens mobility needs, and
4. Smart vehicles

These discussion tables enabled the participants to explore how contextual factors (e.g., key social, economic, political, and cultural factors) influence the society related topics. With this workshop, TER4RAIL wanted to stimulate brainstorming for innovative ideas in order to open-up new visions and possibilities of solutions applicable for the railways.

It was interesting to see what kind of holistic questions were raised among the experts. Focus was placed on what should be integrated into the transport roadmaps to achieve a (European) transport network with railways as the backbone for future mobility: having a sustainable, inclusive, affordable, approachable alternative for the near future.

The day ended with a presentation by Richard Harris (Real ITS Global), an eye-opener on the new mobility ecosystem. This was also a trigger for future discussion among the participants on a better competitive mobility system. As Richard said, future mobility will be automated, connected/integrated, electrified and shared.
TER4RAIL partners are currently processing the data and are looking forward to sharing the results of the research questions that have been analysed by cross-sector experts. The diversity in cultural background and transport sectors of the participants at the TER4RAIL London Summit made this event a very fruitful day for all project partners to frame the questions in a bigger picture.

East-West relations: IT & Coding - Cooperation & Standardisation on TAP & TAF

IC-OSJD Seminar on TAP & TAF held on 29 May 2019 in Budapest

Following the Work Plan of the OSJD Permanent Working Group on IT & Coding, the UIC-OSJD Seminar on TAP & TAF was held on 29 May 2019 in Budapest and hosted by Rail Cargo Hungaria.

On behalf of Jean-Pierre Loubinoux, UIC Director General, and François Davenne, UIC Deputy Director General, the UIC delegation expressed an assurance that the strategic visions of both organisations would be easily shared and achieved within the domains of IT & digitalisation.
The UIC considers the IT & Coding domain to be a key factor which (1) requires considerably less financial investment in soft infrastructure compared to hard infrastructure and (2) is able to be applied immediately within a huge range of technical issues linked to Eurasian corridors (3), while providing smart cost-efficient solutions (including new IRSs to be elaborated jointly by OSJD & UIC) for the current economic challenges facing the railways.

The seminar was attended by 29 experts representing OSJD member countries, observers, affiliated enterprises, international organisations and IT companies from 16 entities.

The next Joint Seminar on the topic “TAF TSI and TAP TSI” will be hosted by UIC on 27 – 28 May 2020.

UIC & OSJD experts’ discussions on IT & Coding

UIC & OSJD experts attended the 73rd meeting of UIC-OSJD Joint Group on Coding & Informatics (JG CI) held by UIC & OSJD on 30th May 2019 in Budapest and hosted by Rail Cargo Hungaria.

The experts discussed the working plan for 2018-2019 and took note of results on the following items of the Agenda:

  1. Publication of the joint OSJD/UIC Leaflet О 917-5 “HERMES System” IV edition.
  2. Publication of the draft of joint OSJD/UIC Leaflet О 920-13 “Common coding and data structure required in international freight traffic” and continuation of its updating.
  3. The implementation of the European Commission decision (ЕС Act 2018/1614) on the use of 4-digit alphanumeric codes for railway companies and distribution of responsibilities between ERA, UIC and OSJD – with participation by representatives of ERA and JSG.
  4. The updated “Regulation of the Joint OSJD/UIC Group on Coding and Informatics”.
  5. The updated “OSJD-UIC Regulation on Administraton of Company Codes” and its appendices.
  6. List of coordinators for Joint OSJD/UIC Leaflets.
    The participants discussed and declared their positions regarding the European Commission’s decision (ЕС Act 2018/1614) – item 3 of the Agenda:
  1. for members of the UIC and OSJD who seek or are obliged to comply with the TAP TSI implementation process and for whom the field coding will transfer to the alphabetic (text) format of 4A codes even if only numbers are used as a field filler
  2. however, the prospects of the ERA proposal on transferring from digital to text field types should be justified by analysing the cost-effectiveness for participants in both the EU market and participants involved in or integrated into information exchanges outside the EU. As a result of such analysis, the ERA should provide data on the economic effect of this migration and proposals on the mechanism of possible financial reimbursement to market participants if the analysis demonstrates damage to their interests caused by migration from digital to text field types.

The meeting also suggested addressing the experience on coding issues which had been collected during the elaboration of the Electronic Consignment Note CIM/SMGS, where similar code compatibility issues existed but relevant solutions have been found by OSJD & CIT.

The 74th meeting of the OSJD / UIC Joint Group “Coding and Informatics” will be held on 27 – 28 May 2020, hosted by UIC at a venue to be confirmed by 1 November 2019.

Government of Canada takes next steps to further explore VIA Rail’s High Frequency Rail proposal in the Quebec City-Toronto Corridor

A modernized passenger rail system with a dedicated track would significantly improve the movement of people in Canada’s most densely populated regions and busiest transportation corridor, from Quebec City to Toronto.

Today, the Honourable Marc Garneau, Minister of Transport, and the Honourable François-Philippe Champagne, Minister of Infrastructure and Communities announced that the Government of Canada and Canada Infrastructure Bank are committing a total of $71.1 million in funding to further explore VIA Rail Canada’s proposal for High Frequency Rail in the Quebec City-Toronto Corridor.

The Ministers were joined by Cynthia Garneau, VIA Rail Canada President and Chief Executive Officer, and Pierre Lavallée, Canada Infrastructure Bank President and Chief Executive Officer.

The funding will be used to establish a Joint Project Team and fund work to preserve the option of interoperability with regional transit providers in Montreal and Toronto.
The Joint Project Team, between Canada Infrastructure Bank and VIA Rail Canada, will be established using the $55 million in funding from Canada Infrastructure Bank. This Joint Project Team will explore the possibility of High Frequency Rail in Quebec City-Toronto Corridor, focusing on the following activities throughout 2019 to 2020:

  • finalizing legal and regulatory work related to safety and environmental assessments;
  • consulting with stakeholders and Indigenous communities;
  • examining required land and track acquisition; and
  • completing the technical, financial and commercial analysis required for a final investment decision on High Frequency Rail in the Corridor.

The balance of the funding, $16.1 million, including $5 million still available from Budget 2018, is for Transport Canada and VIA Rail Canada to support VIA Rail Canada’s contributions to the important work of the Joint Project Team. It will also fund technical work to ensure the interoperability and integration of High Frequency Rail with operating tracks used by local and regional transit providers in Montreal and Toronto. This includes track work in Montreal’s Mont-Royal Tunnel to enable VIA Rail Canada’s heavy rail trains to operate on this segment of the Réseau express métropolitain (REM) light rail system. This important piece of preliminary work is needed so that the different rail systems work together should High Frequency Rail proceed in the future.

As with any large scale infrastructure project, advancing in a phased approach will ensure there is sufficient rigor before the Government of Canada can make a final investment decision for VIA Rail Canada’s proposal. This exploratory work is a responsible next step and will require Canada Infrastructure Bank and VIA Rail Canada’s expertise, as well as external advisors.

A recent market sounding exercise revealed that there is significant interest in the marketplace about VIA Rail Canada’s proposal for High Frequency Rail. The Government of Canada is therefore proceeding in a phased approach to ensure that the right conditions are put in place to achieve the greatest amount of success, and to encourage private sector involvement.


I’m pleased that the Government of Canada is conducting additional exploratory work on High Frequency Rail. Our government supports a modernized passenger rail system that has the potential to increase reliability, frequency, service and provide faster trip times in the Quebec City - Toronto corridor. This would allow Canadians to get to their families faster and better connect our businesses, while reducing road congestion, and providing a low-emission travel alternative.

Quick facts
The Quebec City-Toronto Corridor market represents the greatest potential for intercity passenger rail in Canada, given the thousands of Canadians who travel by train each year through Canada’s most densely populated regions and busiest transportation corridor.

Approximately 72 per cent of VIA Rail Canada’s passengers travelled through the Quebec City-Toronto Corridor in 2018, which accounts for 66 per cent of the network’s revenues.

Ridership within the Quebec City-Toronto Corridor is the most diverse, consisting of students, seniors, tourists and business travellers who do not typically travel by train outside of this area.

The Canada Infrastructure Bank was established as a Crown corporation in 2017 with a mandate to invest $35 billion over 11 years to attract private-sector investment to revenue-generating infrastructure projects that are in the public interest.

The Canada Infrastructure Bank, which is overseen by the Minister of Infrastructure and Communities, works at arm’s length from the Government of Canada to help communities across the country build even more infrastructure.

Germany: DB Schenker inaugurates new subsidiary in Bangladesh

On 26 June, DB Schenker opened its new entity in Bangladesh. Whereas before, customers relied on the service of a partner, Schenker Logistics (Bangladesh) Limited will now be fully operational as a local entity under the global freight forwarder’s India cluster organisation. The new Bangladesh subsidiary is now part of the global DB Schenker network, with 2,000 locations in more than 130 countries.

“As one of the priority markets for our Indian subcontinent, the move to establish our own entity in Bangladesh will greatly enhance DB Schenker’s service portfolio in the subcontinent”, said DB Schenker CEO Jochen Thewes.

Bangladesh is the world’s second largest exporter of apparel after China, and therefore plays a pivotal role in strengthening DB Schenker’s position as a leader in the global textile market.

The new entity will have two offices, in Dhaka and Chattagram, with over 150 experienced employees across the core product offering (Air Freight, Ocean Freight, Contract Logistics, Land & Cross Border Transportation, Global Projects and Fairs & Exhibitions), spread across six vertical markets: Aerospace, Electronics & Solar Semiconductor, Automotive, Retail & Consumer, Healthcare and Industrial & Chemical. DB Schenker had been operating in Bangladesh since 2007, via an exclusive network partner: SG Logistics (Pvt) Limited (SGL).

Kazakhstan: Agreements aimed at the growth of cargo traffic on the Trans-Caspian route were signed in Nur-Sultan city

From 24 – 25 June this year, regular meetings of the working group on the development of the Trans-Caspian International Transport Route and the General meeting of the International Association “TITR” were held in Nur-Sultan city.

During the meeting, the General meeting discussed issues of improving the efficiency of work to attract goods to TITR, the development of container transport, creating favourable tariff conditions along the route.

Head of JSC " NC “Kazakhstan Temir Zholy”, Chairman of the Management Board of TITR Sauat Mynbayev stressed the importance of taking effective measures to use the potential of the Trans-Caspian corridor.

“It is necessary to intensify the work on increasing cargo traffic on our route. The decisions taken by us should help to attract new participants of the corridor,” said Sauat Mynbayev.

The growth of interest of large transport and logistics companies to this international corridor was noted. In particular, the Association “TITR” joined “Astyk-Trans” JSC, the main activity of which is the operation of specialised rolling stock, the provision of freight forwarding services for the transport of grain.

Following the meeting, the Minutes of the General meeting of the Trans-Caspian International Transport Route was signed.

As part of the event, the leaders – permanent members of the Association “TITR” also signed the following:

  • Agreement on the organisation of container transportation in direct rail and water transport with the participation of feeder ships between the ports of the Caspian sea (Aktau, Baku (Alat)
  • Agreement on cooperation and measures of responsibility for non-compliance with the terms of delivery in the organization of transportation of goods as part of container trains on the route TITR
