The 8th annual Training Session on Railway Security took place over a period of two weeks from 22 June – 3 July 2020. Due to the Covid-19 pandemic, for the first time the session was organised remotely.
The rich and diverse programme included theoretical courses, supported by case studies led by the Moroccan and UIC experts.
The UIC experts on Safety, Bernard Penners (Infrabel), as well as the UIC Security Division, Marie-Hélène Bonneau and Grigore Havarneanu, organised two training sessions.
Bernard Penners talked about the safety management system, risk management, organisational and human factors and safety culture. He spoke at length about :
- the different elements composing the safety management by risk
- the fundamentals and the principles of risk : the difference between danger and accidents, risk management and risk analysis
- human and organisational factors at work
- the UIC model of a positive safety culture.
Marie-Hélène Bonneau, Head of the UIC Security Division, and Grigore Havarneanu outlined the following subjects :
- Suicides and intrusions

- Level Crossing accidents
- Project and Toolbox SAFER-LC (https://safer-lc.eu/)
- Security threats (maliciousness, attacks, etc.)
