Certification, Regulation, implementation use cases, in the context of sustainability developments

Introduction

BLS Cargo, ProRail (Chair) & UIC partner to organise a Webinar on Energy Management Systems and ISO 50001 certification, in the frame of the UIC Energy efficiency & decarbonisation workhop project.

The Energy Efficiency Directive (EED) can be transposed, by EU Members States, in a way that makes it mandatory for large companies to implement an Energy Management System (EnMS), as introduced in this regulation.

In more details:
Energy Efficiency Directive (EED) sets generic, energy‑consumption‑based obligations that may capture IMs/RUs, and some Member States go further in national law.
Directive (EU) 2023/1791 (recast EED) introduces binding obligations for companies above energy‑consumption thresholds, regardless of sector.
The recast EED shifts the focus to actual consumption levels, measured over the previous three years. The requirements are structured as follows:
Above 85 TJ or 24 GWh annual energy consumption:
 Implementation of a certified Energy Management System (EnMS), such as ISO 50001. This must be independent and certified by an accredited body.
Between 10 TJ (or 2,78 GWh) and 85 TJ (or 24 GWh)

 Subject to an Energy Audit every four years (unless an EnMS is implemented). Companies must also draw up a concrete action plan based on the audit recommendations.
Below 10 TJ or 2,78 GWh
 No mandatory EED requirements at the EU level, though Member States may impose stricter national thresholds.

Transposition of EED into national legislation was due for October 2025.
Some Member States might decide to go for more ambitious timelines and have earlier deadlines for compliance.
