Introduction
This IRS proposes harmonised processes and data exchange flows to measure traction energy consumption and establish invoicing (from one country to another, from one supplier to another) for efficient cross-border energy settlement.
The Workshop is addressed to all stakeholders in the data exchange for traction energy settlement topic of IRS 90930: Railway Undertakings (RUs) and Infrastructure Managers (IMs), of course, but particularly all other players such as rolling stock and energy meter manufacturers, data service providers, policymakers and other interested parties, to review the first implementation steps of IRS 90930 and to chart the way forward toward an efficient, interoperable European traction energy market.
The Workshop goals are to:
- Broaden awareness of IRS 90930 beyond the traditional RU/IM community, engaging suppliers, manufacturers, regulators and service providers.
- Enhance the quality of data exchange by showcasing best practices and tools developed within the UIC working group.
- Strengthen cooperation between UIC and external stakeholders, accelerating the roll-out of harmonised traction energy settlement across Europe.
On 6 November 2018, UIC has hosted, at its headquarters in Paris (16, rue Jean Rey), a Stakeholder Workshop dedicated to the presentation of the new International Railway Solution (IRS) 90930, dealing with Traction Energy Settlement and Data Exchange.
Based on which has been issued a Sector Declaration to develop a harmonised traction energy settlement framework:

The vital points of the work are:
- Deployment of Data Collection Systems (DCS) and Energy Measurement Systems (EMS) and status
- Common European way of settling the energy use of trains and locomotives
- Defined roles, processes and requirements for all parties involved (Infrastructure Managers, Railway Undertakings, etc.)
- Commercial requirements and recommendations
- Technical requirements, recommendations and common solutions:
- Data and information required to be delivered and handled by the parties and their systems
- Data formats and transfer methods, including tighter deadlines
- IT requirements
This IRS was developed in line with latest relevant European regulations and standards, namely:
- New amendments to EU Regulations 1301/2014 and 1302/2014;
- TSI Rolling Stock;
- TSI Energy;
- CENELEC standard EN 50463 “Energy Measurement on Trains”.
