- Prepare the operational staff, managers, and leaders’ mindset for digital, technological innovations, and societal evolution.
- Facilitating cultural change by avoiding and anticipating resistance to change at all levels of the organisation
- Enhancing human and organisational performance, and improving operational safety and excellence.
- Create a digital interactive environment providing solutions for future transformation and competency development, to improve the educational and training experience for the existing and future railway workforce

- Inspire a change of mentality & cultural practices in the way staff are trained and learn
- Imagining the design of a workplace as the place for learning par excellence

Strategy for implementation
1. Create a learning/analysis lab for cultural change to achieve a consistent mindset change.
- Identify the main levers and barriers to cultural changes
- Identify best practices for operational cultural change
2. Set up operational recommendations on how to engage and support employees, middle management and the top management in this process.
3. Dissemination and communication
- Capitalise all data, recommendations, and best practices in the RAIL HOF Digital Platform
- Organise a final event to share experience on cultural changes
